BUDGET AND FINANCE The HPC received notice on April 28 from the Department of Natural Resources that the Survey Records Management Grant for 1988-89 has been funded at $24,000. The Historic Preservation Activities Grant for 1968-89 has not been funded. The director has requested information regarding this decision. If the HPA grant is not funded at all for 1988-89, the HPC will lose the financial support for the Administrative Assistant and Secretary positions and will need to realign staff to other responsibilities. The HPC proposals for the 1989 County, City and Communicty Development budgets are being prepared for meetings in June. C. HISTORIC DISTRICTS The first meeting of the East Wayne Historic District Liasion Committee was held on May 10, 1988 at 7:30 p.m. The Director, Lynette Jentoft-Nilsen, and Historic District Chairperson, Martha Choitz, attended. Officers were elected and plans begun for the district Dedication event. The duplication of the East Wayne Preservation Guidelines booklet is nearing completion, with the collation and binding and cover preparation yet to be done. Nearly fifty pages long, it includes• a history of the district, general definitions and procedures, listing of the houses within the district and the preservation standards for the district. The books will be distributed at the Dedication program. For the Riverside district, the HPC charged $1 to help defray publication costs. F. PR & COMMUNITY EDUCATION REPORT The director will be the guest speaker for the American Business Women's Association dinner meeting on June 7, 1988. The administrative assistant will lead one of the Northwest Neighbor Association bike tours on June 12. G. STAFF REPORT The Annual Mayor's Conference on May 10 was the HPC special activity for National Preservation Week. Over 80 individuals attended this• day -long event which focused on the reuse of old industrial buildings. Peter Aucilla, Director of the Historic Preservation Commission of Lowell, Massachusetts, was the keynote speaker and he outlined the I process which Lowell ,vent through in develop-instr_ � viab plan for the reuse of the many -abandoned nduial mlII i complexes within the city. Sheila Kennedy, of Kennedy Deweopment Associates, discussed the succe ful rehab of the Lockerbie Glove Factory in Indianapolis.obert Hedding of the Indiana Department of Economic Development discussed the dinosaur building and the enterprise zone programs, followed by Richard Johnson, consultant for the 1987 Studebaker Corridor proposal. Staff Changes Chris. Nagy, historic surveyor since 1986, will be leaving for a position in Kalamazoo, Michigan in the first week of June. Kipp Normand, MA candidate for the Material Culture Program at ND, will replace him. Ann Kindt, a high school English teacher, will be working as a researcher through the summer. A. Environmental Impact Statement 1) 1418 E. Wayne St. - EW Owner proposes to replace original garage doors if they are not suitable for use with a garage door opener. Mr. Oxian moved to approve owners request to replace the garage doors with an appropriately designed door as approved by staff; Mr. Herendeen seconded; motion passed. Owner proposes to replace a side front privet hedge with an evergreen hedge as well as removal of the rear hedge of the formal garden area and the remaining plantings to join the side and back yard areas. Mr. Oxian moved to approve staff recommendation (see Staff Report - Appendix B); Mrs. DeLaruelle seconded; motion passed. June 20, 1988 PAGE I 0 2) 1235 E. Wayne St. - EW Owner proposes to replace 3-section wood casement windows in sunporch with 4-section wood casement windows, with same window opening to remain. Mr. Herendeen moved to approve staff recommendation with addendum to delete the last sentence and to document old windows with photos (see Staff Report, Appendix C); Mr. Newburn seconded; motion passed. B. Historic Landmarks 1) 19109 Johnson Rd. - LL - 2nd reading Mr. Oxian moved to table for 3 months (Sept., 1988) until all parties involved are contacted; Mr. Newburn seconded; motion passed. 2) 14912 Brick Rd. Ms. Jentoft-Nilsen reported that at the May 16, 1988 meeting, favorable decision was granted to demolish old garage and to build new one. Ms. Jentoft-Nilsen also reported that the owner has constructed a 20' x 30' slab which was not submitted to or approved by the Commission. Ms. Jentoft-Nilsen also stated that Mr. Fozo of the Building Dept. informed her that a building permit for the garage will not be released until owner obtains commission approval for the slab. Mr. uxian moved to reject issuance of C of A for the 20' x 30' slab or future construction until owner submits plans and discusses his intentions with the staff; Mr. Herendeen seconded; motion passed. Mr. Newburn moved to approve all staff reports as read; Mr. Nimtz seconded; motion passed. 2. Budget 8c Finance a) DNR Grant 1988-89 Ms. Lynette Jentoft-Nilsen reported that the Department of Natural Resources has not funded our Historic Preservation Activities grant for 1988-89 (see appendix D - letter from DNR dated June 7, 1988). c. Legal No Report 4. Historic Districts a) E. Wayne St. Historic District Dedication Ms. Jentoft-Nilsen reported that Hr. Poland has completed the E. Wayne St. Standards Booklet. Mr. Oxian moved that an appropriate amount of mone;, be collected from the property ovaners for the cost of the standard's booklet v,iith money left for future reprinting; Mrs. DeLa.ruel1e seconded; no vote taken. June 20, 1988 PAGE 4 5. Historic Landmarks a) Central High School - P. Mr. Poland reported that he as well as Mr•. Newbur•n and Mr•s. Petrass have been attending the Central High School Renovation Plan Committee meetinos. Mr•. Poland also stated that the architects LeRoy Troyer and Associates have indicated in their report, that they do not feel a need for the industrial building to remain and that this area. is needed for additional parking. Mr•s. Sporl eder• suggested that the Commission prepare a documentation of the history of the Central High School vocational building for• our presentation. b) South Fiend Brewing Association - 1636 LWI-%I - Landmark status_. Ms•. Jentoft-Nilsen reported that Mr•. Oxian requests. to pursue landmark status for the South Bend Brewing Association at 1536 Lincolnway West. Mr. Newburn moved to assign to Landmark Committee; Mr. Heredeen seconded; Mr. Oxian against; motion passed. 6. Public Relations Lea Community Education Ms. Jentoft-Nilsen reported that Mr. Poland prepared information for and attended the Navarre Cabin dedication on June 10, 1988, along with other Commission members. Ms. Jentoft-Nilsen announced that Mr•s. Spor•l eder• prepared and spoke on historic landscaping for the Fernwood Garden Club in April, 1988. 7. Staff Report a) Survey Records. Management Project Ms. Jentoft-Nilsen reported that staff has been working on the completion of Quadrants 55 and 56 for the SRM project. Ms.. Jentoft-Nilsen also reported that an extension has been granted for the Historic Preservation Activities grant through August 31, 1955. b) Section iGt, Training Session - Seattle, WA Ms. Jentoft-Nilsen requests permission to attend the Section 106, 3 day training session in Seattle, WA. Ms.. Jentoft-Nilsen further stated that the projected cost of $575 would be covered under our present DNR grant. Grant Program on June 17, 1 S'88 in Plymouth. Ms. Jentoft-N i 1 =_.en stated that this proposed program could have funds available for Parks and Recreation, Historic Preservation and Urban Forestry. Wayne St. South Bend, IN 46615 East Wayne Historic District Proposed 1. The owner proposes to install a garage door opener and may have to replace the original garage doors because of their weight. 2. The owner proposes to replace a side front privet hedge with an evergreen (columnar yew) hedge. The owner also proposes to remove the rear hedge of the formal garden area and the remaining plantings to join the side and back yard areas. Standards B. Building Site and Landscaping 1) Required Major landscaping item, trees. fencing, walkways, which reflect the property's history and development shall be retained. 3) Prohibited No changes should be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other items before evaluating their importance to the property's history and development. Recommendation 1. Staff recommends approval of the owners request to replace the garage doors with an appropriately designed new door. 2. The landscape consultant's report indicates that the formal garden appears to be professionally designed and could be an attractive element with some maintenance. Of particular note is the low barberry hedge plantings that define the garden areas. The privet hedge, particularly in the front, has grown leggy and is particularly stressed by the lack of rain and maintenance. Staff recommends that the owner be allowed to replace the front hedge with an evergreen one and to remove the rear hedge. Staff further recommends that the owner reconsider the removal of the barberry defined garden elements,since if maintained,the formal garden setting would be an attractive unique element of the yard. Standards C. Windows and Doors 1) Required Original windows and doors, including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with units and trim resembling the original. 3) Prohibited Original windows, doors, and hardware shall not be discarded when they can be restored and reused in place. New windows or door openings that would alter the scale and proportion of the buildings shall not be introduced. Recommendation Staff recommendation is for approval of this request because the replacement windows maintain the scale and proportion and are of the same material as the original windows. It is suggested that the original windows be stored on site. LJN:ef ��
