Environmental Impact Statement 15 720 W. Washington - LL Owner proposes to construct a 1 car garage and small storage area, 14' x 24' x 12' with a 13' apron driveway. Owner also requests the HPC to write a support letter to the BZA to assist in obtaining a Variance in placement of the garage to be 3' from the property line. Mr. Nimtz moved that the staff report be accepted and a letter of support be written to the BZA; Mrs. Petrass seconded; motion approved. Owner also proposes to remove chicken wire fence between the property line and replace it with redv.00d fencing on the east side with final design approval by stiff. July 18, 15,88 PAGE 1 2) 115 St. James Ct. - Central High School - LL - NRHP The proposal is tvio-fold but related: Part 1 The architect for the owner• proposes a new site plan which includes: a) relocation of parking spaces in St. James Ct. away from elliptical stone entry; Mr. Nimtz moved to accept staff recommendation; Mr. I-4ewbur•n seconded; motion approved. b) repair of elliptical stone entry and return of flagpole to its original position; Mr. Nimtz moved to accept staff recommendation; Mr. Neviburn seconded; motion approved. c) installation of a handicapped ramp to replace south steps to lower level at original main entrance; Mr. Newburn moved to accept staff recommendation which includes requested approval of specific design data; Mr. Nimtz seconded; motion approved. d) restoration of 1914 landscape plan from known physical data; Mr•. Gxian moved to approve staff recommendation; Mr. Newburn seconded; motion approved. e) removal of chain -link fence; Mr•. The motion was denied for -the following reasons: 1) lack of sufficient documentation; 2) HPC had not approved the demolition of VoTec building. Hr. Hayes moved to allow construction of new entry on west facade pending design approval by the HPC; Hr. Ne4,lburn seconded; 5 for, 1 against, chair abstained. Part 2 The proposal includes the removal of the VoTec Building and boilerhouse and construction of new parking lot with additional landscaping on west side of building in context t•,iith original plan. Mr. Oxian moved to table Part 2 for 30 days in order to confer with architects and So. Bend School Corp. and requested more substantial information be submitted in order to determine an appropriate decision; Mr. Herendeen seconded; 3 for, 3 against; Mr•s. Approval of Minutes Mr. Gxian moved to correct minutes under No. b, Historic Landmarks - a) Central High School, to read that Mr. Poland and Mr•. Neuiburn (representating Mr•=_•. Spor•leder•) have been attending the Central High School Advisory Committee meetings; Mr. Nimtz seconded; motion approved. B. Certificate of Appropriatenes_• a) 19109 Johnson Rd. Ms. Jentoft-Nilsen reported staff design approval of request to construct single family house on Lot 27, Section 2, Southland. 2. Budget P� Finance a) City and County Budgets Ms. Lynette Jentoft-Nilsen reported that the HPC has submitted budget requests to the city and county. S. Legal No Report 4. Historic Districts a) E. Wayne St. Historic District Dedication Mrs. Sporleder reported that the East Wayne Street Historic District dedication took place on July 8, 1988 and that the turnout was excellent. Historic_ Landmarks a) 12594 State Road 23 - LL Ms. Jentoft-Nilsen reported she attended the second reading on July 12, 1988 amending the ordinance to reduce acreage at 12594 State Rd. 23 which was approved by the County Council. b) 16021 Cleveland Rd. - LL Ms. Jentoft-Nilsen reported that the property at 16021 Cleveland Rd. is novh, listed on the State Register and that proper permanent signage is now in place. 6. Public Relations8, Community Education No Report 7. Director's Report a) SRM and HPA Grants Ms. Jentoft-Nilsen reported the Survey Records Management Grant was completed on June 30, 1988 and the new SRM grant began on July 1, 1988. Ms. Jentoft-Nilsen also reported that an extension of the HPA Grant vlas granted until August 31, 1988. - - b) RP-3 Grant Ms. Jentoft-Nilsen requested approval for her to attend a meeting on the RP-3 Grant in Indianapolis on Thursday, July 28, 1988. Mr. Nevibur•n moved to approve; Mr• . Hayes seconded; motion approved. c) National Trust Conference - Cincinnati Ms. Jentoft-N i 1 sen requested approval for she and Hr. . Washington South Bend, It's! 46601 Local Landmark PROPOSAL The owner proposes to construct a 1 car garage and small storage area, 14'x24'x12' at the peak, placing it on a concrete slab of similar dimensions with a 13 foot apron driveway from the alley to garage. The pitch and overhang will be similar to that of the house. The garage will have redwood clapboard siding with 4 1/2 inch spacing that matches the siding and spacing on the rear wood addition of the house. The siding will be stained to match the color of the rear addition. Roofing material will be 3-in-1 gray asphalt shingles. Openings will include a steel service door with simple decorative moulding and small window on the northern edge of the west side, a S'x 7' steel overhang garage door, and three stationary multi -light windows that match those on the house, one each located on the east, west, and north. The owner also requests that a support letter would be written to the Board of Zoning Appeals to assist in obtaining a Variance in the placement of the garage to be S feet from the property line. STANDARDS B. Treatment A treatment change . . . to the landmark or its environment may [not] . . . significantly alter the appearance of the landmark . . . [and] . . . the Commission should review the proposed treatment for character and style consistency . . and [the treatment] should be added in a manner that does not disrupt the visual unity of the site. RECOMMENDAT I ON Even though garage structures did not exist at the time that the original house was constructed, the scale of the garage and placement to the corner of the site is appropriate for the setting and does not negatively affect the visual anti historic character. The new garage relates architecturally and is constructed of similar materials to the later addition of the house. Therefore, the staff recommends approval of the new garage. The staff further recommends that the HPC write a support letter for the Variance because the requested placement of the garage is appropriate to protect the historic character of the site. St. James Court South Bend, IN 46601 Local Landmark National Register of Historic Places PROPOSAL The proposal is two -fold but related: Part 1 The architect for the School Corporation proposes a new site plan which includes: a) relocation of parking spaces on St. James Court away from the elliptical stone entry; b) repair of elliptical stone entry and return of the flagpole to its original position; c) installation of a handicapped ramp to replace south steps to lower level at original main entrance; d) restoration of 1914 landscape plan from known physical data; e) removal of chain -link fence; f) construction of new entry on west facade reusing stone portal from VoTec building. Part 2 The proposal includes the removal of VoTec Building and boilerhouse and construction of new parking lot with additional landscaping on west side of building in context with original plan; The School Corporation's reasons for the demolition of the VoTec Building and Boilerhouse include: a) The South Bend Community School Corporation does not require additional space outside the Central High School building to fulfill its program requirements; b) The SB Community School Corp. needs additional on -site parking in order to fulfill program and code requirements; c) A new entry is desired from the west or parking side of the property; d) The Vocational/Technical and Boi1erhouse Buildings have little or no aesthetic value and detract from the quality of the Central High School building; e) The costs for renovation and restoration of the Vocational/Technical building and Boilerhouse will severely affect the quality and feasibility of the renovation of Central High School; f) The cost of renovation for the Vocational/Technical building into leasible space would create leasehold costs that would not be competitive in the market place. STANDARDS Part 1 B. Treatment A treatment change . . . to the landmark or its environment may [not] . . significantly alter the appearance of the landmark . . . [and] . . . the Commission should review the proposed treatment for character and style consistency . . . and [the treatment] should be added in a manner that does not disrupt the visual unity of the site. C. Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity or overall appearance of the site. Part 2 D. Demolition Historic landmarks shall not be demolished. k1hen a landmark poses a. threat to the public safely, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. RECOMMENDATION Part 1 Staff recommends approval of items la, 1b, Id, and le because the original historic_ character is either retained or recreated. Since the handicapped ramp will be located at an existing entry and will be below grade, stafff recommends approval of item is because the ramp will not negatively affect the historic character of the entrance. Additional drawings should be submitted showing that the length of the ramp will be accommodated within the existing space. Staff recommends item if to be tabled pending receipt of additional information. Par t 2 The Vocational Building and the Boilerhouse do not apparently pose a threat to the public safety. The architect's preliminary analysis as found in the summary paragraph of the Preliminary Structural Analysis section of its study states: "The bui1dinq(s) can be considered to be structurally sound and would not require major structural repair or reconstruction. The VoTec and Boilerhouse Buildings are a historical part of the Central High School campus. The VoTec building was constructed in response to a 1913 state act requiring a vocational education facility at each high school. All of the buildings as a whole give historical context to the importance of the industrial training and development of a skilled labor force. This is especially important for South Bend as a. central manufacturing community in Northern Indiana and as home to the Studebaker and Oliver companies. Removal of this early example of a structure built to house high school vocational education facilities would adversely affect the historic character of the site and remove an integral part of South Bend's industrial heritage. The VoTec and Boilerhouse buildings are recognized architecturally through their inclusion in the local landmark designation and through their listing on the National Register of Historic Places. The two buildings reflect an architectural continuity of Central High School's design. The Neo-Classical motifs of the high school building are carried through to the VoTec and Boilerhouse Buildings even though in somewhat simpler manifestations such as the pilasters and capitals. The VoTec also reflects many of the design characteristics of industrial buildings through its large windows and skylights to allow ample light into the fac i 1 ty. Main Street South Bend, IN 46601 Dear Mr. Farrand: At the July 18, 1988 meeting, the Historic Preservation Commission reviewed the preliminary conceptual plans for the Central High School Rehabilitation Project. Approval was given for the first part of the request which includes: a) relocation of parking spaces on St. James Court away from the elliptical stone entry b) repair of elliptical stone entry and return of the flagpole to its original position c) installation of a handicapped ramp to replace south steps to lower level at original main entrance (pending approval of final plans) d) restoration of 1914 landscape plan from known physical plans) e) removal of chain -link fence Item f) construction of new entry on west facade reusing stone portal from VoTec building was denied for lack of information, i.e. drawings showing the placement of the VoTec entry portal on the west facade of the main high school building, information on the treatment of the existing walls and windows of that area and because the decision to allow demolition of the VoTec Building had not been made prior to this motion. Part 2 of the proposal requesting demolition of the landmark VoTec building was tabled until the August 15 meeting to allow for submission of additional information. This additional information should include: 1. Project a) Estimated total cost of project b) Sources of funding of project , c) Cost per square foot of new storage facility at Bendix (for comparative purposes) d) Documentation of economic hardship; financial analysis and 5-year projections.
