Announcements & Miscellaneous Matters TO: Historic Preservation Commission Members a FROM: Brian Poland, member Hoosier Celebration Committee RE: HOOSIER CELEBRATION '88 DATE: 21 January 1988 Hoosier Celebration '88 is a year long celebration of Hoosier pride and an open invitation to Hoosiers to come back home to Indiana. This was designated by Governor Orr. The local Hoosier Celebration Committee has met several times and requests that two local sites be designated as landmarks in honor of this celebration. These dre:..!.,= the Navarre Cabin and the Council Oak tree. The Northern Indiana Historical Society (NIHS) owns the Cabin and is willing to have it designated. No formal discussions have occurred with the owner of Highland Cemetery regarding the Council Oak designation. However, I foresee several items that need to be resolved before any designation should occur. 1) Navarre Cabin The NIHS is agreeable to designation. However, NIHS has only possession of the Cabin, not the land upon which it sits. The City owns the land (Leeper Park). No legal description of the Cabin's location is known to exist, which is needed under our Landmark procedures. How would we obtain a description and who is to pay for it? 2) Council Oak Two questions need to be addressed here. Currently our Landmark Standards do not discuss how to review changes to a "site" or to a "tree" (depending on which the Council Oak is to be identified as). Therefore, we would have to prepare a new set of standards to review this type of landmark. Secondly, the boundaries of the site need to be defined, recognizing that several graves are located under the tree. We would have to obtain consent from a multitude of property owners. RECOMMENDATION is that these two "sites" be given honorary landmark designation for purposes of the Hoosier Celebration and present the owners with a plaque. Resolution to proceed with the amendment to ordinance No. 111-78 (which was to designate 19109 Johnson Road, St. Joseph County as a local landmark) to define the legal description to encompass 5.484 acres. To notify the owner, and to send to the Landmark Committee for a report and recommendation before Second Reading at the next regularly scheduled meeting February 15, 1988. BILL NO ____ ORDINANCE NO._____________ ��� � --- AN ORDINANCE TO AMEND ORDINANCE NO. 111-78, THE SAME BEING AN ORDINANCE DESIGNATING AND �V+ ESTABLISHING AN HISTORIC LANDMARK (19109 Johnson Road) WHEREAS, by its Ordinance No. 111-78, the St. Joseph County Council designated certain real property commonly known as 19109 Johnson Road as an historic landmark; and, WHEREAS, the Historic Preservation Commission of South Bend and St. Joseph County, upon the request of the owner of such property, has requested that such ordinance be amended so as to withdraw the historic landmark designation upon a portion of such real estate; and, WHEREAS, the St. Joseph County Council is of the opinion that the withdrawal of such designation from a portion of that property is in the best interests of the property owner and the citizens of St. Joseph County. NOW, THEREFORE, IT IS HEREBY ORDAINED BY THE ST. JOSEPH COUNTY COUNCIL, THAT: SECTION 1. Ordinance No. 111-78 is hereby amended by deleting therefrom the description of the real estate designated as an historic landmark by such ordinance. SECTION 2. Ordinance No. 111-78 is further hereby amended by adding thereto a new description of real estate designated as an historic landmark, such new description being as follows: A tract of land in the East half of the North Fraction lying North of the Old Indiana Boundary line of Section 36, Township 37 North, Range 2 East, St. Joseph County, Indiana, said tract being more particularly described as follows: Commencing at a point on the North line of said Old Indiana Boundary , 561.45 Feet West of the East line of Said Section 36; thence North 00-25'21" West, 455 feet; thence South 90-00'00" West 525 feet; thence South 00-25'21" East 455 feet to the point on the said Old Indiana Boundary line; Thence North 90-00'00" East, 525 feet to the Place of Commencement. Said tract contains 5.484 acres,more or less, and subject to legal highways. The improvements located upon said land can be commonly described as 19109 Johnson Road hereinafter referred to as the "PROPERTY." SECTION 3N. Historic District=. 1) 1215 Riverside - Logan Center Mr. Batten, representative for Logan Center requested technical assistance to develop a suitable site plan with appropriate screening (shrubs, trees) for the fire escape installed at this property. Mr. Newburn made a motion to request staff to submit an appropriate screening plan; Mr. Herendeen seconded; motion passed. d. Historic Landmarks 1) 19109 Johnson Road - Second Reading Mr. Qxian requested that the original landmark ordinance be amended to change the description from 2.2 acres to 5.484 acres and that a letter be sent notifying Mr. Ralph Hay of the change; Mrs. DeLaruelle made a motion to amend the ordinance; Mr. Nek!,ibur•n seconded; motion passed. 2) Fredrickson House Mr. Poland announced that second reading for the Fredrickson house has been postponed till February 8 by the Common Council. Mr. Poland also stated that John Voorde, councilman -at -large requested the HPC make a presentation before the new council. N1r . Poland suggested this could be done in conjunction with the presentation of the ordinance amendment to the Fredrickson House on February 8. e. Legal 1) 19109 Johnson Rd. Mr. Nimtz stated that a meeting was held on January 21 with Mr. Butler, Mr. Chapleau, Mr. Oxian, Mr. Dunfee, Ms. Jentoft-Nilsen and he concerning the above landmark property with successful results. January 25, 1988 PAGE 2 2) Letter of Recommendation for David Chap1eau Ms. Jentoft-Nilsen announced a letter of recommendation was written and sent to the new city attorney requesting that David Chapleau be retained as the HPC counsel on a continuing basis. 3) .John Oxian - Reappointment Mr. Poland announced the reappointment of John Oxian by the County Commissioners to the HPC for another term. Mr. Poland also announced that Mr. Newburn was up for reappointment in March by the County Council. f. Public Relations to Community Education No Report g. Staff Report 1) 1988 Contracts Ms. Jentoft-Nilsen announced that the new employee contracts wi 1 1 run through the end of June, 1988 which is the end of the grant period. Ms. Jentoft-Nilsen also stated the contracts after June, 1988 will run through June 30, 1989 in conjunction with the next grant period. Mrs. 3porleder stated the Personnel Committee agreed to increase Mrs. Fountain's salary by 5:: which is 4-ii thin the county gu i 1 de 1 i nes and to include 6 paid sick or personal days and 6 paid holidays annually. 2) Annual Report Ms. Jentoft-tali lsen submitted the HPC Annual Report for review by the Commission, (appendix B). 3) Mayor's Conference Ms. Jentoft-N i 1 sen announced that the Mayor's Conference is being planned for Tuesday, May 10, 1988. The main speaker will be Peter Ancella who is the director of the Lowell, MA Preservation Commission. The main subject will be working with large industrial buildings. 4) Regional Quarterly Meeting of Historic District Commissions Ms. Jentoft-Nilsen requested permission for she and Mr. Poland to attend the Regional Quarterly Meeting of Historic District Commissions to be held on February 11, 1988 in Ft. Wayne with expenses not to exceed $53.00 . Mr. Newburn moved to approve; Mrs. Petrass seconded; motion passed. January 25, 1988 PAGE 3 h. Nominating Committee Mrs. DeLaruelle reported she contacted the present officers of the Commission and they agreed to stay on in their present capacities with the exception of Mr. Hayes as secretary. Hoosier Celebration Mr. Poland stated the Hoosier Celebration will take place during 1988 and that the local committee has met and requests that the Council Oak and the Navarre Cabin be granted honorary landmark status.. Mr. Poland presented several questions that needed to be resolved prior to designation Mr. Nimtz moved to have staff proceed with the resolution of these designations and to report back to the Commission with their findings.; Mr. Nek,.tburn seconded; motion passed. e. Asst. - Chris Nagy ANNUAL REPORT - 1987 In 1987, the Historic Preservation Commission of South Bend and St. Joseph County continued to provide preservation services to an increasing number of citizens and groups. They included homeowners, developers, business owners, architects, students, tourists, authors, neighborhood organizations, other non-profit groups, and local, state, and federal governmental agencies. The Commission gave advice and information on the following topics: the National Register for Historic Places, the 20i: Investment Tax Credit, facade easements, landmark and district designation, the Historic Sites and Structures Inventory, the history of area buildings, researching historic buildings, the Secretary of the Interior's Standards, restoration techniques, adaptive use of historic structures, funding sources, the Main Street Program, and preservation legislation. The Commission was awarded grants from different fundinq sources fund two full time, Brian Poland and Christopher Nagy, one part time, Elaine unta.in and four temporary employees, Mary Suter, John Shreve, Todd Zeiger, and Luzie Zeiger. Historic Sites &f Structures Inventory The Commission continued the Survey Records Management updating of the Historic Sites and Structures Inventory. Information was transferred to new state forms on 2,810 structures including 1,311 contributing structures. All 2,810 were re -photographed. Christopher Nagy worked for the full year on the survey, while Mary Suter, John Shreve, and Todd Zeiger were employed part of the year on the survey. Suzanne Zeiger was hired to type the state inventory forms. Landmarks The Historic Preservation Commission moved to recommend Landmark designation to the South Bend Common Council for the following two buildings: 620 I.,,I. LaSalle Street 718 W. (Fulmer School) 11997 Kern Road (Boner School) 929 Milton 220 t.I. Colfax (I&cM Building) The legal description was amended for the landmark located at 50106 Bittersweet Trai 1 . IF, addition legal description changes were discussed for 19109 Johnson Rd. and 12594 State Road 23. Districts. In September, 1987, the East Wayne Street Historic Preservation District vlas p= i gnated. The district includes 144 buildings a.l ong East Wayne Street between dy and Greenlawn and parts of East Jefferson, Eddy, Sunnyside, and Twyckenham. North Shore Environmental Review The Commission staff reviewed agenda of the Area Plan Commission and the Department of Code Enforcement in order to determine if any National Register or locally designated properties would be impacted by the two agencies' actions. Fart time secretarial help was provided by Elaine Fountain, and Kevin Butler continued to serge as the Commission's attorney. WHEREAS, THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND & ST.JOSEPH COUNTY recognizes the importance of Historic Preservation, outdoor recreation, and community forestry in the promotion of economic development, the quality of life and tourism in the City of South Bend and St. Joseph County; and WHEREAS, the health, educational and cultural benefits which accrue to our citizenry as a result of historic facilities and sites, park, recreation, open space, and community street trees and landscaping, are essential to our community's vitality and future growth; and WHEREAS, federal support programs, such as the Land and Water Conservation Fund, Urban Park and Recreation Recovery program, Historic Preservation Rehabilitation Grant Program, Urban Forestry Grant Program, which have encouraged local government to provide facilities and resources for these valued services, have virtually been eliminated; and WHEREAS, the loss of Sharing and Community Development Block Grant funds, has created a serious burden on local units of government to provide even the most basic services. The Historic Preservation Commission of South Bend & St. Joseph County expresses wholehearted support for the propsed new state legislation titled the "Hometown Indiana Grant Program", which supports Indiana communities and counties through the provision of a matching fund program for the preservation of historic sites and structures; acquisiton, development, and renovation of public parks and recreational facilities; and community forestry planning, planting, and education projects.
