SUBJECT: Honorary Landmark Status
Enclosed is a copy of an ordinance designating the Powell House as a landmark.
My understanding of this ordinance was to landmark the building and not the land.
Does this accomplish this? Is this ordinance form appropriate to honorary
landmarking? How does this compare to a more recent ordinance?
Regarding streetlights, I contacted the Indianapolis Historic Preservation
Commission and they stated that they do not currently control streetlights.
Also enclosed is information concerning the landmark property at 701 W. LaSalle
as per your request.

Application for Landmark Status.
RE: COUNCIL OAK TREE
Highland Cemetery
South Bend, IN 46628
Proposal :
Honorary local landmark status is being requested for the Council Oak Tree
in conjunction with Hoosier Celebration '88.
Standards:
A landmark must be rated at least an S/11 on the Indiana Historic Sites and
Structures Inventory and must be evaluated according to the following
criteria:
a. Its character, interest, or value as part of the development,
heritage, or culture of the City of South Bend, St. Joseph County,
the State of Indiana, or the United States of America;
b. its embodiment of elements of architectural design, detail,
materials, or craftsmanship which represents an architectural
characteristic or innovation;
C. its educational value;
d. its suitability for preservation;
e. its location as the site of a significant historical event; and./or
f . its identification with the life of a. person or persons of
historical significance.
Evaluation:
The subject tree and site is rated 0/13 on the Indiana Historic Sites and
Structures Inventory.
Criterion a: The tree and site is significant in Colonial American history
as the site where LaSalle met with the Miami Indians to form an
alliance in the 1680's. The tree is approximately 400 years old.
Criterion b: Not applicable.
Criterion c: Its unique character and history is extremely important in
the education of the community about this historic period.
Cr, i ter i on d: The tree has been w1e 1 1 -preserved by the owner, including the
use of structural supports and other life-saving measures.
Criterion e: The tree is traditional location of the signing of the treaty
of friendship between LaSalle and the Miami Indians.
Criterion f : This tree is assoc i ated w i th one of the early French
explorers of the New World and with a significant Native American
tribe.
P.ecommendation:
The subject tree and site meets the established landmark criteria. It is
an extremely significant tree and site in South Bend, St. Joseph County,
Indiana, the United States, and North America. The tree is under no threat
from its owner. Therefore, the staff recommends that the Historic
Preservzktion Commission grant honorary landmark designation for the Council
Oak tree.

RE: Navarre Cabin

Local landmark status is being requested by the Northern Indiana Historical
Society. The owner requests that the Cabin would be granted honorary
designation in conjunction with Hoosier '88 Celebration.
Standards:
A landmark must be rated at least an S/11 on the Indiana Historic Sites and
Structures Inventory and must be evaluated according to the following
criteria:
a. Its character, interest, or value as part of the development,
heritage, or culture of the City of South Bend, St. Joseph County,
the State of Indiana, or the United States of America;
b. its embodiment of elements of architectural design, detail,
materials, or craftsmanship which represents an architectural
characteristic or innovation;
C. its educational value;
d. its suitability for preservation;
e. its location as the site of a significant historical event; and/or
f. its identification with the life of a person or persons of
historical significance.
Evaluation:
The subject building is rated 0/13 on the Indiana Historic Site. and
Structures Inventory.
Criterion a: The building was constructed circa 1820 for Pierre Navarre, a
French fur trader and early St. Joseph County settler.
Criterion b: The cabin is the only known extant example of a log building
within the City of South Bend. Even though it has been altered by the
addition of a stone chimney in the 1930's, the structure does represent
a particular building type in which few examples remain. The structure
is the only known example from the early settlement period of St.
Joseph County and is associated with the first non -Native American
settler in the county.
Criterion c: Its unique character and history is extremely important in
the education of the community about this historic period.
Criterion d: The structure is still basically sound and intact. Therefore
it is suitable for preservation.
Criterion e: No significant historical event has occurred at this site.
The structure has been moved several times. Therefore the site has no
historical significance.
Criterion f: This building is associated with one of St. Joseph County`
most significant early settlers.
Recommendation:
The subject building meets the established landmark criteria. It is an
extremely significant structure in South Bend and St. Joseph County. The
building is under no threat from its owner. Therefore, the staff
recommends that the Historic Preservation Commission grant honorary
landmark designation for this building.

STAFF REPORT
1215 Riverside
South Bend, IN 46616
David Barncord has prepared a landscape plan for 1215 Riverside as attached.
The plan proposes to plant 3 arborvitae in an ell -shape around the stairs.
The arborvitae will be placed approximately 3 to 4 feet from the structure.
The arborvitae will grow to a maximum of 15 feet with a diameter of four
to five feet. The plant will grow approximately 1 foot per year.
David Barncord also sugggested since the arborvitae will take some time to
grow enough to mask the stairs, that a deciduous (flowering tree) may be
planted in front of the arborvitae.
The prices include materials and labor. The four foot plant is approximately
$30 to $40.

Mr. Poland stated the minister of the church at 929 Milton St. is still pursuring
landmark status for this church through its history and architecture.
Mr. Poland also stated that Terry Miller from the Highland Cemetery has agreed
to honorary landmark status for the Council Oak.
Mr. Oxian stated he felt representatives for the I & M Building were getting
close to signing the consent form to have the building landmarked.
19109 Johnson - Hay Farm
The concensus of the Landmark Committee was to propose landmark status to
include 6.7 acres to the East of the Hay farm property and 2.2 acres to the
North of the property, in conjunction with the 5.4 acres of the Hay farm for
a total of 14.3 acres.

Owner proposes to amend the legal description as per staff
report (see Appendix B). Due to the possible negative impact
upon the historic character and views of the landmark
property, the C of A was tabled pending further investigation.
The issue of si gnage violation by the tenant of The Hathaway
House was reviewed by the Commission. Mr. Hayes moved to
request the developer's attorney to write a letter requesting
the tenant remove the sign which is in violation of the
set -back and design standards; Mrs. Choitz seconded; motion
passed.
2) 1215 E. Riverside - Logan Center
Mr. Poland reported that Mr. Barncord submitted a. proposal for
landscaping of the fire escape at this address (see Appendix
C) . Mr. Hayes moved to accept the proposal with three 6'
arborvitae and a flowering tree; Mrs. Cho i tz seconded; motion
passed.
3) 1215 E. Wayne South
Mr. Poland reported that an in -kind roof replacement was
approved by staff.
4) 50705 Orange Rd.
Mr. Poland reported staff approved appropriate in -kind repair
and replacement to fire -damaged areas at the north elevation
as per contractor's specifications.
b. Budget & Finance
1) Proposed Budget for 1988

requested commission members to review and suggest changes a.t
the March meeting.
C. Historic Districts
1) Standards booklet - East Wayne Street
Mrs. Choi tz stated she will review the E. Wayne St. standards
booklet which Mr. Poland has prepared and meet with the
district committee if the need arises.

Mr. Oxian stated a landmark committee meeting will be held to
determine the amount of land proposed to be preserved around
the Hay farm.

to Mr. Hay for consent to amend the legal description.
2) 12594 S.R. 23 - First Reading
This vias deleted due to the prior discussion tabling the
proposal under the Environmental Impact Statement portion of
this meeting.
3) Navarre Cabin - First Reading
Mr. Poland stated that the Northern Indiana Historical Society
requested honorary landmark status for the Navarre Cabin in
relation to the "Hoosier Celebration" in 1958. Mr. Hayes
moved to bestovi honorary landmark status on the Navarre Cabin
by resolution; Mr. N i mtz seconded; Mr. Oxian opposed; motion
pa__.__.ed.
e. Legal
1) Streetliohts - Historic Districts
Mr. Oxian requested that the staff investigate the ownership
of the streetlights in Hammond.
The Commission requested Mr. Chapleau to draft a. letter to the
I & M Co. stating that they must come before the Commission
for a C of A regarding replacement of streetlights in historic
districts.

1) Staff Activities
Ms. Jentoft-Nilsen reported that the staff handled 27 requests
for technical assistance through the month of January. The
Survey Records Management (SRM) staff has completed Quadrant
55 and is currently updating Quadrant 56. Mr. Nagy has been
surveying industrial sites in the Multiple Resource Area for
the past 4 to 5 weeks.

Proposal:
The owner proposes to amend the legal description of the Landmark designation
to delete a portion of the property. The property was subdivided into 3 lots
in 1987. The reduced boundaries will include all of Lot 1 which contains the
Goff House, and part of Lot 2 which contains the barn and the new landscape
building.
Standards
A treatment change ... on the landmark or in its environment may [not]...
significantly change the appearance of the landmark ... [and] ... the Commission
should review the proposed treatment for character and style consistency...
and [the treatment] should be added in a manner that does not disrupt the
visual unity of the site.
Recommendation
Last year the HPC approved the construction of a retail center to the east of
the barn. It was determined at that time that since the retail center would
be set back from the road; it would not visually impact negatively on the
historic complex.
Since the reduced boundaries include the historic farmstead and the treeline to
the south of the Goff house and the retail center had previously been approved,
the historic character will not be further impinged by the reduction. Therefore,
staff recommends approval.
