The Board of Park Commissioners of the Park District of the City of South Bend, Indiana met on
Monday the of at the O’Brien Administration & Recreation Center, 321 E. Walter St., South
Bend, Indiana for its regular meeting. Notice of the date, time and place of the meeting were duly
given as required by law.
Park Board members present were as follows:
Mr. Robert Henry, President
Mr. Robert Goodrich, Vice President
Dr. Thomas Kelly
Mr. Garrett Mullins
Park Board members absent were as follows:
None
Staff members present: Phil St. Clair, Superintendent; Betsy Harriman, Administrative Director;
Bill Carleton, Fiscal Officer; Susan O’Connor, Recreation Director; Randy Nowacki, Director of
Golf Operations; Terry DeRosa, Zoo Director; Richard Payton, Development Director; Mike
Dyszkiewicz, Maintenance Superintendent; Thomas Landgrebe, Zoo Maintenance Foreman;
Matthew Moyers, Special Projects Manager; Thomas Bodnar, Park Board Attorney
I.The meeting was called to order by Board President Robert Henry at 4:01 p.m.
II.The first order of business was the interviewing of interested citizens.
1.Botanical Society- Ms. Martha Lewis of the Botanical Society reported that a volunteer
from Catholic Charities has identified 250 plants in the facility. She is having signs made
for a number of them.
Directional street signs are being installed around the city. Fifteen signs have been
ordered.
The annual flower sale is underway as a fund raiser.
An $18,000 challenge grant from Wells Fargo has been met. They will donate $1,800
April 1.
An electrician has volunteered to do any electrical work at the Greenhouse. They will
supply a list for him to do things the Park electrician hasn’t been able to get to. Director
St. Clair directed her to speak with Mr. Dyszkiewicz.
2.Update of Zoo Improvements- Chet Gamble, CTG Associates
Mr. Gamble, of CTG Associates, updated the Board on the progress of Zoo
improvements. A list of prioritized projects was presented to the Board. Bidding
documents and specifications are being prepared.
Director St. Clair emphasized that the timeline is the most important factor. The work

needs to be finished in time for the reaccreditation in June 2009.
III.The next order of business was unfinished business.
1.Opening of Leeper Park Tennis Center Roof Quotes- Mike Dyszkiewicz
Mr. Dyszkiewicz presented three sealed quotes for replacement of the roof at the Leeper
Tennis Center. They were opened and inspected by Mr. Bodnar. They were read aloud as
follows:
a.KRC Roofing and Sheet Metal, Inc.- $57,400
b.Dudek Roofing and Sheet Metal, Inc.- $63,900
c.Midland Engineering- $47,262
Mr. Dyszkiewicz requested that he look over the quotes and return later in the meeting for
awarding. President Henry agreed.
2.Opening of Howard Park lighting Quotes- Betsy Harriman
Ms. Harriman presented two sealed quotes for the installation of lighting in Howard Park.
Three vendors were solicited, but Koontz-Wagner did not respond. The two quotes were
opened and inspected by Mr. Bodnar. They were read aloud as follows:
a.Garmin Electric- $76,850
b.Trans Tech Electric- $69,785
Ms. Harriman requested she be allowed to review the quotes and come back later in the
meeting for award. President Henry granted her request.
3.Opening of Chemical and Fertilizer Bids- Randy Nowacki
Mr. Nowacki submitted four sealed bids. They were opened and inspected by Mr. Bodnar
and all contained the necessary bid requirements, except Lesco. They did not have a bid
bond enclosed. A notation stated that the bid bond would come under separate cover. It
was determined by the Board that the bidder did not receive an advantage by not including
the bid bond.
Mr. Goodrich made a motion to accept Lesco’s bid contingent on the bid bond being
received by Wednesday March 19 by noon at the O’Brien Park Office. Dr. Kelly seconded
the motion and it was passed.
The first and last item of each bid was read aloud. They were as follows:
a. Helena Chemical- Assist, $22/gal
Turfcide 400, $25/gal
b. Lesco- Assist, $642/30 gal ($21.40/gal)
Turfcide 400 Flow, $156.03/ 2x 2.5 gal
c. Advanced Turf Solutions- Banner Max, $338/2 x 1 gal
Trimmit 2SC, $325/gal
d. Turf Specialties- Assist, $12.25/gal (120 gal bulk tank)
Turfcide 400 Flow, $140/ 2 x 2.5 gal
Mr. Nowacki requested he be allowed to take the bids under review and return at the next
meeting with his recommendations.
Dr. Kelly made the motion to refer the bids to staff for review and to return at the next
meeting with recommendations. Mr. Mullins seconded the motion and it was passed.

4.Request to Appoint Appraisers- Tom Bodnar
Mr. Bodnar requested Director St. Clair be given authority to appoint two appraisers to
appraise the land in question regarding the request by Charles Hayes, Inc. to install a cell
tower. He explained this does not obligate the City in any way, but is the first step in
exploring the request. After the appraisal is done a public hearing would be needed to
make a decision. President Henry asked if the appraisal would be done at the expense of
Charles Hayes, Inc. Mr. Bodnar said that could be requested.
Mr. Goodrich made a motion to give Director St. Clair the authority to appoint two
appraisers to secure appraisals for the parcel in question without obligating the Park
Board in any way. Dr. Kelly seconded the motion and it was passed.
IV.The next order of business was new business.
1. Arborist License Renewals-
The following license application was presented for approval by the Board:
a. Peek’s Tree Experts
b. Underly Tree Service
Mr. Mullins made a motion to accept the renewals of the Arborist Licenses and Dr. Kelly
seconded the motion. It was passed
2. Requests for Use of Parks-
Ms. Harriman requested the Board approve the following requests:
a. Easter Egg Hunt - Memorial - March 22nd.

b. American Heart Walk - Leeper – October 25
c. Juneteenth Celebration - June 13, 14 and 15th - LaSalle Park
She stated that all were returning events and all are aware of the insurance requirements.
She recommended approval of all requests.
Dr. Kelly made the motion to approve the above requests and it was seconded by Mr.
Mullins. The motion was approved.
3.Odor Control Project at Leeper Park- Carl Littrell
Mr. Littrell, City Engineer, requested that an odor control facility be located in Leeper
Park. It would mitigate odors from several sewer pipes that converge in the area. It
would consist of a biological filter that is concealed in a flower bed. It would need to be
replaced every 3-5 years. The Parks Department would maintain the flower bed in the
meantime. He will be meeting with the Historic Preservation to update them on this
project tonight.
Mr. Goodrich made a motion to approve the request for Public Works to move forward
with the odor control project in Leeper Park. Dr. Kelly seconded the motion and it was
passed.
V.Approval of Minutes
Mr. Goodrich made a motion to approve the minutes of the regular Board meeting held on

February 11, 2008 as mailed. The motion was seconded by Mr. Mullins and approved.
VI.Approval of Maintenance Vouchers
A motion was made by Dr. Kelly to approve maintenance vouchers for totaling $774,118.64.
It was seconded by Mr. Mullins. There being no further discussion, the motion was passed.
VII.Business of the Director
1.Director St. Clair commented that the recent passage of HB 1001 will have an impact on
the Department. He was unsure of the extent at this time. We will learn of the revenues
available in the next several months once scenarios are explored.
2.He was in Washington, DC last week and met with several lawmakers including Senator
Bayh and Congressman Donnelly. They discussed funding on a national level. An
increase in the Land and Water Conservation Fund to $125M. Boehm, Belleville, Boland
and the Zoo have benefited from this fund.
He discussed the WE CAN Program and other childhood obesity programs with them.
He felt it was well received and there may be an opportunity to have a grant specifically
for South Bend.
3.He discussed the grant that was received with the Community Foundation for Potawatomi
Park’s accessibility walk way. The Community Foundation is ready to move forward with
the bid process through their board. It is a $436,000 project with a ½ mile path. The final
specifications are being put together. The bid documents will go out on April 18. It is
hoped to be done this summer.
VIII.Comments by the Recreation Director
1.Ms. O’Connor presented a new form of her report to the Board.
2.The U. S. Olympic Softball team will be playing an exhibition game at the Belleville
Softball Complex. A press conference will be held next Thursday. Tickets will go on sale
on Monday.
3.The Mom/Son dance is next Tuesday. Two hundred are signed up to date. Attendance
in the past has been 700-800. Usually there is a late sign up for this event.
IX.Comments by the
Golf Operations Director
1.Mr. Nowacki reported that Customer Appreciation Day will be held on March 1.
2.He has been working with Pro Link on advertising for the GPS units.
3.Hiring for the year is starting.
4.He has been working with the high school golf teams and the ones that play at Erskine will
be volunteering some time cleaning up the course
5.He reviewed the ongoing capital projects at the golf courses.

X.Comments by the Zoo Director
1.Mr. DeRosa introduced Mr. Thomas Landgrebe. Mr. Landgrebe is the new Zoo
Maintenance Foreman.
2.The Zoo will open March 28.
3.During the Zoo’s Winter Days, they had 728 visitors.
XI.Comments by Maintenance Superintendent
1.Mr. Mike Dyszkiewicz informed the Board that leaf pick up is underway.
2.The Centralized Mowing Program is gearing up for lot cleaning and mowing for Code
Enforcement and Economic Development.
3.The Trades crew is working on the new dugouts at Belleville.
4.The Leeper tennis court lights are going to be installed. The court colorization will take
place in May.
5.Mr. Dyszkiewicz recommended that the Board award the Leeper Roof project to Midland
Engineering for the amount of $47,262.

Ms Harriman made a recommendation to award the Howard Park Lighting project to
Trans Tech Electric for $69,785.

XII.Comments by the Development Director
1.Mr. Payton reported that the Summer Activity Guide will be out in mid April.
2.The annual Camp Fair will be held on March 29 at the O’Brien Center. Thirty vendors
will be in attendance.
3.Golf ads will be placed in all the high school sports calendars.
4.Sponsorships are being sought for the East Race Concerts.
XIII.There being no more business to come before the Board the meeting adjourned at
5:20 p.m.
The next regular meeting will be held April 21, 2008 at 4:00 p.m. in the Boardroom of the
O’Brien Administration Center.
