The Board of Park Commissioners of the Park District of the City of South Bend, Indiana met on
st
Monday the 21 of April 2008 at the O’Brien Administration & Recreation Center, 321 E. Walter
St., South Bend, Indiana for its regular meeting. Notice of the date, time and place of the meeting
were duly given as required by law.
Park Board members present were as follows:
Mr. Robert Henry, President
Mr. Robert Goodrich, Vice President
Dr. Thomas Kelly
Mr. Garrett Mullins
Park Board members absent were as follows:
None
Staff members present: Phil St. Clair, Superintendent; Betsy Harriman, Administrative Director;
Bill Carleton, Fiscal Officer; Susan O’Connor, Recreation Director; Randy Nowacki, Director of
Golf Operations; Terry DeRosa, Zoo Director; Richard Payton, Development Director; Mark
Bradley, Marketing Director; Mike Dyszkiewicz, Maintenance Superintendent; John Martinez,
Maintenance Foreman; Thomas Bodnar, Park Board Attorney
I.The meeting was called to order by Board President Robert Henry at 4:03 p.m.
II.The first order of business was the interviewing of interested citizens.
1.
Botanical Society
Ms. Martha Lewis of the Botanical Society reported that the memorandum of
understanding is not quite ready.
The annual flower sale will take place soon.
2.
Historic Preservation Commission- Amy Herdman
Ms. Herdman gave an update of what the Historic Preservation Commission is dong
concerning the City Cemetery. They will be doing a spring clean up soon.
Director St. Clair thanked her and her group for all the work they have done. He thought
there was a great difference in the last couple of years due to the HPC’s efforts.

. Update on Eagle Scout Project at Fredrickson Park
Mr. Shawn Bridges updated the Board on his Eagle Scout project at Fredrickson Park to
build an observation deck. He distributed updated plans and reported that the Carpenter’s
Union will be helping. He hopes to start on June 7.

III.Presentations to the Board

. Potawatomi Park Project Presentation – Community Foundation and Troyer Group
Mr. Chris Nanni of the Community Foundation and Mr. Steve Rooney of the Troyer
Group gave a presentation to the Board concerning the Potawatomi Park Accessibility
project. The Kellogg Foundation awarded a grant to the Community Foundation to use
for universal accessibility. Potawatomi Park was designated to use for this grant because
of the high community use it receives. This project will incorporate universal design,
which means that it will be designed for use by everyone, not just persons with disabilities.
The grant was awarded in September of last year. The grant was for $411,000, and
required a $322,000 match. The Community Foundation has secured the matching funds.
The City’s portion of the match is $122,000.
In addition, the Rotary Club will be replacing or refurbishing the existing bandshell with a
$150,000 matching grant from the Community Foundation.
Mr. Rooney described the project. There will be a new entrance way, enhanced
landscaping, tactile signage, accessible grills and picnic tables, a universally accessible
playground area, and a ½ mile walking/jogging path.
A $250,000 endowment will be set up as part of this to promote universal design in the
community. The Community Foundation will mange it.
The bids are out and construction is hoped to begin soon with a completion date in June.

. Centralized Mowing Presentation- John Martinez
Mr. Martinez made a presentation to the Board about the Centralized Mowing Program
that the Park Department has taken over this year. This program will take care of 313
City owned properties and properties that are cited by Code Enforcement inspectors for
being substandard.
IV.The next order of business was unfinished business.

. Request to Award Chemical and Fertilizer Bids- Randy Nowacki
Mr. Nowacki presented his recommendation to the Board of the bids opened at the March
17, 2008 meeting. Mr. Nowacki noted that Lesco sent their bid bond within the time
required by the Board at the last meeting.
Mr. Goodrich made a motion to award the chemical and fertilizer bids as recommended.
Mr. Mullins seconded the motion and it was passed.
V.The next order of business was new business.

. Arborist License Approval
The following license applications were presented for approval by the Board:
a. Sam-Mar Tree & Maintenance - new
b. Heritage Valley Nursery and Landscape- renewal
Mr. Goodrich made a motion to accept the renewals of the Arborist Licenses and Dr.
Kelly seconded the motion. It was passed

. Requests for Use of Parks-
Ms. Harriman requested the Board approve the following requests:
a. Cures Not Wars- Seitz Park- May 3, 2008
b. Juvenile Diabetes Walk- Potawatomi Park- September 21, 2008
c. Clay Church Picnic/Youth Outreach- LaSalle Park- July 12, 2008
d. First United Methodist Church Services- Leeper Park- May 25-August 23, 2008
She stated that all were returning events and all are aware of the insurance requirements.
She recommended approval of all requests.
Mr. Mullins made the motion to approve the above requests and it was seconded by Dr.
Kelly. The motion was approved.
3.
Stadium Use, Management and Operations Agreement By and Between South Bend
Professional Baseball, LLC and the Board of Park Commissioners of the Park
Mr. Joseph Kernan, President of South Bend Professional Baseball, Inc., requested that
the Board approve the Management and Operations Agreement for the 2008 season. It is
identical to 2006 and 2007 seasons, except the levels at which attendance incentives begin
are lower, and the team is to spend $200,000 over the 07-08 seasons on capital upgrades
to the stadium and concessions areas. The base lease amount remains at $75,000 per year.
He thanked Director St. Clair and Ms Harriman for their cooperation and help with the
stadium.
Attendance is up over last year.
Dr. Kelly made a motion to approve the Stadium Use, Management and Operations
Agreement for the 2008 season. Mr. Goodrich seconded the motion and it was passed.
4.
Request to Change Fees for Yoga Class- Matt Bellina
Mr. Bellina, Fitness Supervisor, requested the Board approve his request to change the
fees charged for Yoga classes. The Fitness Center member fee would be $5 and
nonmembers would be $8.
Mr. Goodrich made a motion to approve the request to change the yoga fees. Mr. Mullins
seconded the motion and it was passed.
5.
Opening of King Center Playground Equipment Quotes- Mike Dyszkiewicz
Mr. Dyszkiewicz presented four quotes that were solicited for the playground structure at
the Martin Luther King, Jr. Center. They were opened, inspected by Mr. Bodnar, and
read aloud. They were as follows (base bid):
a.Nutoys- $78,923
b.Sinclair Recreation- $59,000
c.Kinetic Recreation Design- $65,870
d.Play World- $71,500
Mr. Dyszkiewicz requested that he be allowed to inspect the details of the quotes and
return later in the meeting with his recommendation.
Mr. Goodrich made a motion to that effect and Dr. Kelly seconded it. The motion was
passed.
6.
Request to Solicit Bids for Potawatomi Zoo Improvements- Terry DeRosa

Mr. DeRosa and Mr. Chet Gamble of CTG & Associates requested that they be allowed
to solicit bids for the Potatwatomi Zoo Improvements project. Mr. Gamble explained that
there will be an initial bidding with possibly subsequent biddings to include areas that may
be discovered in the process of the renovations. It is hoped to minimize this.
Mr. Goodrich made a motion to approve their request to proceed with the bidding
process. Mr. Mullins seconded the motion and it was passed.

. (cont’d) Opening of King Center Playground Equipment Quotes- Mike Dyszkiewicz
Mr. Dyszkiewicz and Mr. Greg Kil of Kil Architecture and Planning, requested that the
base quote be awarded to Sinclair Recreation and, in addition, an alternate quote to
provide and install mulch and edging in the playground area for an additional $13,000.
The total award would be for $72,000.
Dr. Kelly made a motion to award the base bid of $59,000and alternate of edging and
mulch for $13,000 to Sinclair Recreation for a total of $72,000. Mr. Goodrich seconded
the motion and it was passed.
VI.Approval of Minutes
Mr. Mullins made a motion to approve the minutes of the regular Board meeting held on
March 17, 2008 as mailed. The motion was seconded by Dr. Kelly and approved.
VII.Approval of Maintenance Vouchers
A motion was made by Dr. Kelly to approve maintenance vouchers for March 2008
totaling $1,020,041.95. It was seconded by Mr. Goodrich. There being no further
discussion, the motion was passed.
VIII.Business of the Director
1
. Director St. Clair reported that the two appraisals for the cell tower have been received
and he hoped to have something for the next meeting.

. A press conference will be held at the Greenhouse tomorrow by the Mayor concerning the
US Conference of Mayor’s Planet Protection Agreement.

. In addition, they will discuss the Notre Dame computer heating project at the Greenhouse.
IX.Comments by the Development Director
1.
Mr. Payton reported that he met with the Executive Director of the Metronet to explore
the impact down the road.
2.
The Activity Guide is going out at the end of the month. A meeting was held with South
Bend Schools personnel to coordinate its distribution.
3.
A web/internet promotions team has been formed to stay on top of the website.
4.
There are some marketing opportunities being explored on the WNDU website, Michiana
Guide.

X.Comments by the Golf Operations Director
1.
Mr. Nowacki reported that the Golf courses opened on March 19 and the first customer
was able to play March 26 due to the weather.
2.
The computers have been updated for the new season.
3.
New water stations have been purchased.
4.
Twenty golf cars have been delivered to Erskine.
5.
The bathrooms at Studebaker are being redone.
6.
The irrigation project at Elbel has started. 7 and 8 are done and 6 will be completed
today.
7.
Peerless Midwest has 60% of the pumphouse project finished.
8.
Aerifying will take place at Erskine this week and in two weeks at Elbel.
9.
He distributed copies of the ads that will run in the South Bend Tribune promoting buy
one get one greens fees with a required cart,
10.
He distributed a copy of the brochure promoting ads on the GPS system.
XI.Comments by the Recreation Director
1.
Ms. O’Connor reported that softball leagues start next week.
2.
The Olympic Softball exhibition tickets sold out in two weeks.
3.
Camp Awareness registration is tomorrow.
4.
Kid’s World daycare is full.
5.
The Fit to Play camp is filling up. It will be held at Newman center.
6.
Applications for the Mayor’s Afterschool Program for 08-09 are being accepted through
April 30. Selections will be made in May and recommendations will be brought to the
Board at the May meeting.
7.
Seasonal employment is underway.
8.
The Mom & Son dance was held at the Century Center and 366 moms and sons
participated.
XII.Comments by Maintenance Superintendent
1.
Mr. Mike Dyszkiewicz informed the Board that mowing, leaf pick up and water turn ons
are happening
2.
Work is going on at Belleville to finish the new dugouts, adding new bleachers, and
repairing restroom plumbing.
3.
Quotes will be opened at the next meeting for parking lot, tennis and basketball pavement
repairs.
4.
Martell Electric is behind schedule with lighting installation at the Leeper Park Tennis
Center.
5.
Mr. Dyszkiewicz has spoken to a person regarding donation of time and materials for the

replacement of the Howard Park Ice Rink. Talks are underway.
XIII.Comments by the Zoo Director
1.
Documentation is underway for the accreditation process.
2.
A candidate for the veterinarian position has been interviewed.
XIV.There being no more business to come before the Board the meeting adjourned at 5:49
p.m.
The next regular meeting will be held May 19, 2008 at 4:00 p.m. in the Boardroom of the O’Brien
Administration Center.
