HEALTH AND PUBLIC SAFETY COMMITTEE

Health and Public Safety Committee Chairperson
I am pleased to file the following 2012 Health and Public Safety Committee Annual Report. It is
a summary of some of the key activities of the Common Council's Health and Public Safety
Committee. This report fulfills the requirement of § 2-10 (i) of the South Bend Municipal Code.
Duties: The Health and Public Safety Committee is charged with "overseeing the many
activities performed by the Department of Code Enforcement, EMS, Fire Department, Police
Department, ordinance violations and related health and public safety issues".
Members: There were four(4) Council Members on this Committee, namely:
Council Member Dr. Fred Ferlic, Chairperson
Council Member Henry Davis, Jr.
Council Member Karen L. White, Vice-Chairperson
Council Member Tim Scott
Marcus Ellison and Kyle Chamberlain are the Citizen members of our Committee.
Meetings: To date this year, there have been twenty (20) meetings of the Health and Public
Safety Committee, with another meeting scheduled for today. Some of those meetings were joiiit
meetings involved with the Personnel and Finance Committee, as well as the Zoning and
Annexation Committee.
Summary of 2012 Committee Activities: This year, some of the topics reviewed included:
1. Vacant and abandoned homes in South Bend

2. Public Health status — Memorial Health Initiative and the St. Joseph County Health
Department
3. Quality of life issues—Courtyard Apartments
4. Refinancing the South Bend Police Department and the South Bend Fire Department
infrastructures
5. Police and Fire negotiations
6. Neighborhood watch update—computer software
7. Smoking ordinance
8. Disorderly house regulations—Woodward
9. Safety and Wellness—5-24 Western
10. Search process for Police Chief.
South Bend City residents have always viewed health and public safety issues as top priorities.
If asked to continue to serve as Chairperson of the Health and Public Safety Committee, I pledge
to continue to make health and public safety top topic priorities in 2013.
I look forward to collectively working together with the new City Administration and all of the
members of the Common Council, so that we can pursue and achieve positive results, which are
in the best interests of our residents and the City of South Bend.
