Chairperson White faced a full agenda of 2012 budget and salary proposals. The budget
bills have had multiple hearings allowing more than ample opportunity for input from the
Council and the public. Today's consideration of Bill Nos. 42-12; 43-12 and 44-12 were
to give Councilmembers an additional opportunity to ask questions as the deadline for
final action at the end of the month approaches. In that there were many unresolved
issues Karen suggested a special meeting for final action be scheduled for 6:00 p.m.
Monday, October 29, 2012, following a 3:30 p.m. Personnel & Finance Committee
hearing. Gavin Ferlic offered the motion. David Varner seconded and all supported the
continuance.
The next bill and first in a series of salary proposals, this for non-bargaining employees
was also continued until the 29th. This Karen stated would allow more time to give
consideration to a handful of salary proposals over and above the 2%across the board
proposed for most employees.
Bill Nos. 55-12; 58-12 and 59-12 were proposed salary increases of 2% for the Mayor,
the Council, and the City Clerk respectively. State law requires the salaries be addressed
in separate ordinances. The Mayor's bill, 55-12, was briefly discussed before being sent
favorably to full Council without any reservation. The Council's proposed 2% increase
in bill 58-12 generated the most discussion. Three Councilmembers voiced opposition to
the increase. Gavin Ferlic and Tim Scott along with Karen White said the Council should
lead the effort to be more frugal. Councilmember Henry Davis, Jr. voiced support for the
raise, adding consideration should be given to making Council positions full-time with
commensurate salaries. Dr. Ferlic expressed opposition. In turning to public comment,
Linda Wolfson, Wendall Johnson, and Murray Miller all supported the idea of a full-time
Council. The committee ultimately sent the bill to full Council favorably as proposed
following a majority vote taken after motions by Henry Davis and Dr. David Varner.
The 2% increase in the Clerk's salary in Bill No. 59-12 was forwarded favorably after
motions by Henry Davis, Jr. and Gavin Ferlic with the support of all.
Bill No. 61-12, the last item on the schedule, was initiated by the Mayor and presented by
the Director of Economic Development, Scott Ford. The bill requests the name of the
Department of Community and Economic Development be changed to the Community
Investment Department. According to the Director, Scott Ford, the name change reflects
the re-organization of the department better reflecting its new mission. Councilmember
Dr. David Varner moved the bill be sent favorably. Gavin Ferlic seconded and all
affirmed.
There being no further business to come before the Personnel &Finance Committee at
this time, Chairperson White adjourned the meeting at 5:02 p.m.
