Attached with this memo is a proposal from Cardno JFNew for design services related to the drainage issues on Fellows St. Drainage issues on Fellows St. were brought to light by residents as well as by Christopher Burke Engineering,the City's consultant that is currently working on the design of the Fellows & Ireland intersection. Staff has been committed to finding a green solution to the drainage issues that does not adversely impact the residents of Fellows St. Cardno JFNew is an ecological consulting and restoration firm with more than 20 years of experience providing innovative and successful solutions to challenging environmental issues. For Part 1, we have assumed that we will work like a sub-consultant to CBE (though contracted through the City of South Bend), helping them develop a drainage solution for the Fellows-Ireland intersection design that is acceptable both to the City of South Bend (the City)and neighborhood residents. We will provide assistance with conceptual drainage design and details and specifications as needed, but the final construction documents remain CBE's responsibility. For Part 2 we have assumed that we will work as the primary design engineer;that is, the design will be prepared and stamped by Cardno JFNew. But we will prepare our drawings and specifications so they can be efficiently incorporated into the overall CBE bid package for the larger project. TASK 1: PROJECT COORDINATION This task covers our effort to coordinate with the City and with CBE.This includes correspondence on an on-going basis and face to face meetings.We have assumed at least one more meeting with the City and CBE and at least one meeting with stakeholders in the Fellows Street neighborhood. Subtasks include: a. Coordination with CBE and City of South Bend b. Stakeholder Meeting(s) Deliverables: 1. Project slides for stakeholder meeting(s) TASK 2: HYDROLOGIC/HYDRAULIC MODELING We will develop an explicit model of runoff and conveyance existing conditions for the entire drainage area that contributes runoff to the Fellows Street problem areas.The model will include runoff from the Fellows-Ireland intersection, the runoff contributions from Walters, Barbie and Chippewa Streets as well as all the runoff generated in and along Fellows Street. Model results will feed into the design process(TASK 3 below). We will also develop a proposed conditions model that incorporates the various design elements, so that the runoff control provided by each design element is accounted for in the design of"downstream" runoff controls. Subtasks include: a. Compile GIS/CAD coverages b. Delineate drainage areas c. Prepare existing conditions model d. Prepare proposed conditions model(following Task 3.d. below) Deliverables: 1. Brief technical memorandum on model results File#0811208.00 www.cardnojfnew.com Fellows Street Drainage Design December 10,2012 JFNow f0 FNew TASK 3: DRAINAGE DESIGN As noted in the modeling scope description, the runoff-conveyance model will help us develop an integrated solution to the drainage issues on Fellows Street. Currently, CBA has done runoff calculations to estimate runoff for the Fellows-Ireland intersection and to size inlets along the intersection. Our modeling will link all contributing areas —street runoff from Fellows, Ireland, Walter, Barbie and Chippewa and any other areas that ultimately contribute drainage to these streets into one model.The modeling will help us select and properly size the Best Management Practices (BMPs)for each problem area. Although we have not pre-selected the BMPs per se,we are prepared to recommend and/or design vegetated swales, bioretention basins, rain gardens, permeable paving systems, drywells, and so on, as needed. Our proposed design sequence will be to develop/help develop concept designs for Part 1 and 2 of design; establish buy-in and/or revise as needed.Test designs with our proposed conditions model and revise again as needed. Our drainage designs will meet or exceed City standards for runoff control and conveyance. Subtasks include: a. Part 1:Assist CBA with Fellows/Ireland intersection drainage design b. Part 2: Drainage design outside of Fellows/Ireland intersection c. Proposed conditions model d. Concept Designs Deliverables: 1. Part 1 Concept Design sketches 2. Part 2 Concept Design sketches TASK 4: CONSTRUCTION DOCUMENTS For Part 1, advising on the CBE intersection design, we have assumed CBE will develop the construction documents and that we will provide drainage design advice.This scope and budget includes our submittal of sketches, some limited details in CAD and sample specifications for Part 1 to CBE. For Part 2, we have assumed that as the design engineer, we will deliver the entire design documentation for the Fellows Street problem areas outside of the Fellows-Ireland intersection.We have also assumed that we will deliver the Part 2 design deliverables both in hardcopy and electronic format(CAD and WORD documents).The electronic format will allow CBE to efficiently incorporate our design into their complete construction documents.We will also include an engineer's estimate of costs for our Part 2 design. Lastly, we will provide a maintenance plan to the City for the BMPs that we design on this project. Subtasks include: a. 50%design drawings b. 95%design drawings c. Final construction documents d.
