2. Approval of Minutes
• Approval of Minutes of the Regular Meeting of Thursday, December 10, 2020
Upon a motion by Secretary Phillips, seconded by President Jones, the motion
carried unanimously, the Commission approved the minutes of the regular
meeting December 10, 2020 submitted on Thursday, January 14, 2021.
3. Approval of Claims
• Claims Submitted for December 15, 2020, December 22, 2020, December 29, 2020,
and January 12, 2021
Upon a motion by Vice-President Inks, seconded by Commissioner Warner, the
motion carried unanimously, the Commission approved the claims for
December 15, 2020, December 22, 2020, December 29, 2020, and January 12,
2021 submitted on Thursday, January 14, 2021.

A. RDC General Fund
1. Budget Request (CDFI)
Mr. Donoghue presented Budget Request (CDFI). This Budget Request is for the
final disbursement of funds in supporting CDFI Friendly South Bend. This funding
request is in the amount of $270k for professional services for the ongoing
regional economic recovery efforts. This fund helps to strengthen the community
and improve the economic conditions of its lower income residents by assisting
CDFI’s and other organizations to provide low-cost, affordable financing for
housing, job development, charitable and educational services.

Commissioner Warner asked for a brief summary of what CDFI Friendly South
Bend has been doing.
Mr. Donoghue states in 2020 they were able to finalize their board creation. This
will be a locally driven project. The board members have expertise in housing or
business financing. The past year they have worked closely with the City in
partnering with Axion out of Chicago to deploy the emergency loan program. We
have also been able to help several other CDFI programs in our region. They are
working to source deals and bring them into South Bend by providing lending.
There is a 60-page outline documenting what they will be covering including the
enhancement fund on page 20. These will be for housing, finance, and small
business finance.

Upon a motion by Commissioner Warner, seconded by Secretary Phillips, the
motion carried unanimously, the Commission approved Budget Request (CDFI)
submitted on Thursday, January 14, 2021
B. Administrative
1. Mortgage Release (Sharp)
Ms. Maradik presented Mortgage Release (Sharp). This mortgage release is
related to the South Bend Home Repair Program that was part loan and part
grant. The grantee has paid of the total and we would like to release the
mortgage. Commission approval is requested.
Upon a motion by Vice-President Inks, seconded by Commissioner Warner, the
motion carried unanimously, the Commission Mortgage Release (Sharp)
submitted on Thursday, January 14, 2020.
2. Resolution No. 3528 (Meeting Schedule 2021)
Mr. Relos presented Resolution No. 3528 (Meeting Schedule 2021). This is the
annual Resolution to set the meeting schedule for 2021. The meetings will be the
2nd and 4th Thursday’s unless indicated. At this time the meetings will take place
via Microsoft Teams. When the County/City Building opens up they will continue
in the Board of Public Works Conference Room at 9:30 a.m. Commission
approval is requested.
Upon a motion by Vice-President Inks, seconded by Secretary Phillips, the
motion carried unanimously, the Commission Resolution No. 3528 (Meeting
Schedule 2021) submitted on Thursday, January 14, 2020.

B. Common Council
1. Councilman Warner states that there is some shifting in committee
appointments and some applications for appointments to various
committees/commissions and we will see some new assignments. He has
re-applied and hopes to get re-appointed to RDC.
He appreciates hearing the updates happening with the businesses from
Mr. Buckenmeyer and is happy to see our efforts to area business that are
struggling.
The Council continues to express the need for more activity especially
along the westside. He is happy to report back to council that the
approvals so far this year have been mainly on the westside. He thanks
everyone for their continued efforts.
C. Other
1. Mr. Buckenmeyer noted that we are aggressively working on the new
Revolving Loan Fund. We have opened up the online pre-application. This
will be a first come, first serve basis. These have great terms for
businesses regarding terms and interest rates.

2.We are working on a restaurant program which will provide relief to area
restaurants.
3.A small business program will be opening up along the Sample Street
corridor through an application process. More information to come in the
near future.
