then the authorization of the expenditure of such funds shall be void and of no effect.
Purpose of Request:
This budget request is for $100,000 from the River West TIF district, to cover the cost of roof
repair and replacement at the former Salvation Army building. The City’s Board of Public Works
opened bids on February 9. The two bids received are summarized as follows:

The City’s MWBE ordinance required that a goal of 2.7% minority or women’s business usage be
met. Slatile Roofing was not able to produce documentation regarding Good Faith Efforts to hire
a MWBE subcontractor and their inability to meet the goal, so their bid must be rejected as non-
responsive.
The budget request will allow the full project to be awarded to Midland Engineering, who did
meet the required MWBE goal. The lower roof is currently exhibiting widespread leaking, so the
alternate item must be accepted. There would be no material gain by re-bidding the project at
this point.
