Disparity Study: Michael Patton
• Notification of errors in Disparity Study, (ie. Statistical error)
• Collete Holt is creating a “new” disparity study, information has been sent to DI Office
and Legal Affairs for review
• Maintaining “Good faith” effort in light of errors of “disparity study” to continue with
what has been outlined in MBE/MWB ordinance
Compliance Software
• Awaiting a finalized disparity study to decide on the compliance software
Virtual Webinars (COVID-19)
• Last Thursday kick-off, to meet with minority business and small business to address
challenges of COVID-19
• Takesha McClane and Consuela Tax Services were presenters of webinar to share with
small business community and MWBE
• Continuation of webinars being hosted every Tuesday and Thursday at 11am
South Bend Elkhart Regional Partnership
• Michael met with Bethany Hartley
o Inclusive Officers, with focus on entrepreneurs particularly with women through
programs such as HustleSBE
o Potential for partnership with efforts to support small business and
entrepreneurs
IPC Board Contact Information
• Smartsheet form has been sent to board members to collect contact information
• Contact list can help keep track of active board members
• Looking to bring Juan Hernandez, as appointee for Latin American Chamber of
Commerce
• Follow-up from council to determine if IPC board application can open back up
o 11 appointee board, 2-year terms (board appointees is outlined in ordinance)
o Terms ending December 31st
o Per the ordinance, vacant positions can be filled
o Mayor shared his appointees would roll over on their terms
• Explore an on-boarding process for joining board and ending appointment on boards

• Juan Hernandez, President of Latin Chamber of Commerce
o Works at Riley High School
o Enthusiastic about joining and participating
• Jenna Throw, new council representative
o Department of Diversity and Inclusion, Inclusion and Procurement Board
o Background experience defense of municipal government
o Research background
DFO System
• Went live on May 1, 2020
• Michael Patton says thank you to the team, who worked to make the system live.
