Horvath succeeds Gary Gilot, who has served as both a volunteer and interim manager this year. "We are thrilled to welcome Eric to the City of South Bend," said Mayor Buttigieg. "Eric is a local professional who has done a significant amount of high-caliber work in both the private and public sectors. His experience will serve the people of South Bend well and he's a great addition to the city's leadership team." Horvath, a native of South Bend, most recently the services manager for the northern region of the state of Indiana for American Structurepoint, an architecture and engineering firm headquartered in Indianapolis. Horvath was responsible for the administration and operations of the regional office in South Bend,where he specialized in water, sewer, transportation, and environmental engineering design, as well as the financial management and budgetary control of large public works projects. "I am excited about the opportunity to get back to public service, and I look forward to serving with the Mayor, Common Council, and Administration to help move the City of South Bend forward," said Horvath, whose tentative start date is December 10. "Eric and I have worked together for a lot of years," said Gilot, who was the public works director in South Bend for over 12 years after serving as the public works director in Elkhart. "I know him well can attest to his extraordinary abilities to lift the level of play of an entire team. He is very intelligent and has a strong work ethic. He is a strategic thinker. He was then promoted to become the civil and environmental engineering services manager in 1997. In 2000, he became the public works and utilities director and city engineer,where he oversaw a staff of 150 employees and an annual operating and capital budget of over$34 million. Horvath graduated from the University of Notre Dame in 1993 with bachelor degrees in civil engineering and psychology. He received a Master of Science in Public Administration from Notre Dame in 2001. Horvath is also a licensed Professional Engineer(P.E.) in Indiana. The City of South Bend's Department of Public Works has over 300 employees and an enterprise and capital improvement combined budget of over $100 million per year. The department erects and maintains street and traffic signs, cleans and repairs streets, maintains sewers and water mains, administers refuse collection for the City, plans and administers design and construction of public buildings, streets, sewers, and other improvements. It also oversees the Municipal Energy Office,which seeks to make a positive impact on energy consumption and usage throughout the City.
