Ordinance No. 4990-68, as amended, which ordinance is commonly known as the Zoning Ordinance of the City of South Bend, Indiana, be and the same hereby is amended in order that the zoning classification of the following described real estate in the City of South Bend, St. Joseph County, State of Indiana: Lots Numbered Two (2), Three (3), Four (4), Five (5) Six (6), Seven (7), Eight (8), Eleven (11), Twelve (12) and Thirteen (13), as shown on the recorded plat of Dinan's Subdivision of Lots 36 and 41, inclusive of Rockstroh's Second Addition to the City of South Bend, St. Joseph County, Indiana. be and the same is hereby established as "C" Commercial, "E" Height and Area. Navarre Street, City of South Bend - APC #1149-87 Gentlemen: The above referenced ordinance initiated by Councilman Joseph Serge was legally advertised December 4, and December 5, 1987. The Area Plan Commission,gave it a public hearing on December 15, 1987, at which time the following action was taken: Upon a motion by Brian Crumlish, being seconded by Robert Lehman and unanimously carried, the proposed ordinance initiated by Councilman Joseph Serge to zone from "B" Residential, "C" Height and Area to "C" Commercial, "F" Height and Area, property located at 115-119 E. Navarre Street, City of South Bend is sent to the Common Council with an unfavorable recommendation The deliberations of the Area Plan Commission and points considered in arriving at the above decision are shown in the minutes of the public hearing, and will be forwarded to you at a later date to be made a part of this report. A multi-level parking deck is to be constructed at a later date. EXISTING LAND USE: The property contains three single-family homes ---- and a parking lot. SURROUNDING_LAND USE AND ZONING: Located to the north is an office converted from a home zoned "B" Residential; to the east is a parking lot and single-family homes zoned "B" Residential ; to the south across Navarre Street is a single-family home zoned "B" Residential; to the east across the alley are several commercial uses zoned "C" Commercial . SITE_PLAN: I A site plan is not required for rezonings initiated by Council members. AGENCY COMMtNTS: The City Engineer made the following comments: (1) City water and sanitary sewers are available to site. 2. Dryweils will be required for storm water at a capacity rate of 30 gallon per 100 square • foot. 3.
