Last year WDi was contracted to perform on-site inspection of the roof of the South Bend Police Department Headquarters Building (701 W Sample St) and provided recommendations. The SBPD has now secured the funding to proceed with the repair, therefore WDi has provided an addendum to perform the design and provide the bidding documents for the roof repair. The project will include partial replacement and rehabilitation of the roof, removal and inspection of the roof top ductwork, application of 5,000ft2 insulated metal wall panels to improve energy efficiency, ladder, stair system, and fall protection. Funding: Building Improvements 404-43001 It is requested the Board of Public Works approve Amendment #1 to the SBPD Roof Repair (119-080) PSA with WDi Architecture for an increase of $38,080 to the contract price bring the final contract price to $52,360.00. BETWEEN the Architect’s client identified as the Owner/Client: EJCDC – Engineers Joint Contract Documents Committee AMERICAN COUNCIL OF ENGINEERING COMPANIES ASSOCIATED GENERAL CONTRACTORS OF AMERICA AMERICAN SOCIETY OF CIVIL ENGINEERS PROFESSIONAL ENGINEERS IN PRIVATE PRACTICE A Practice Division of the NATIONAL SOCIETY OF PROFESSIONAL ENGINEERS And the Architect: WDi Architecture, Inc. 15 W. 28th Street Indianapolis, IN 46208 For the following Project: South Bend Police Department Headquarters Building Roofing Project 701 West Sample Street South Bend, Indiana Project Description: Design Option #2 of the partial replacement and rehabilitation: Remove designation “C” shaped option of the existing membrane roofing and its associated insulation, flashings, and metal copings from all areas of the building and replacing them with a new system. The standing seam metal and flat seam metal roofing would remain. Then inspect underlying decking thoroughly for any defects which may materially affect the performance of the new roof. Any defects revealed by the removal of the old roofing and insulation for replacement before installing the new system. The replacement system will consist of new insulation, new white 60 mil KEE/PVC blend membrane, and new flashing and sheet metal for a 20 year warranty. The membrane roofing to remain, will be restored by applying a fluid applied coating system. After any needed repairs are completed- the roofing membrane will be cleaned and a base coat of 48 mils of base coat with reinforcement installed. After the base cures, a finish coat will be adhered at 32 mils creating an approximate 140 mil (including the original 60mil membrane). This membrane can be restored at the end of its service life and offers a 20 year full system warranty - including all new and existing components. Insulate Roof Top Ductwork: The existing insulation will be removed and the ductwork inspected. If any defects are found in the ductwork they will be noted for repair and then new polyisocyanurate insulation to be installed on all four sides of the duct. The insulation is then wrapped with a weather-resistant barrier. 2 | P a g e Repair Metal Panels: Apply insulated panels to the existing wall will have a direct impact on energy savings. Currently, approximately 5,000 square feet of non-insulated metal wall panels. Ladder: Provide a stair system that is compliant with current regulations and has a small platform at the top to allow for more movement. Fall Protection - Add Alternate 1: Provide protection for twelve 52”x52” square skylights across the roof. A. Compensation: For the Architect’s Amended Services described above, the Owner shall compensate the Architect as Follows: The Architect’s compensation shall be a Flat Fee base structure at a maximum not-to exceed cost of $ 38,080.00 (Thirty-Eight thousand eighty dollars and no/cents). The Architect shall bill at the following Phases in services (Also see EXHIBIT ‘C’):  Schematic Design & Design Development (SD/DD) 30% $11,424.00  Construction Documents (CD) 45% $17,136.00  Bidding/Negotiation Phase (BID) 5% $ 1,904.00  Construction Administration CA) 20% $ 7,616.00 Total $ 100% $38,080.00 This contract shall end 120 days from the contract date unless noted otherwise. WDi Insurance: For the insurance coverage WDi will assign EJCDC as holder of the types and in the amounts described below:  General Liability Insurance – with a combined single limit of not less than $1,000,000 each occurrence/$1,000,000 in the annual aggregate.  Business Automobile Liability Insurance – with a combined single limit of not less than $1,000,000 each accident. 3 | P a g e Professional Liability (Errors and Omissions) Insurance - with a limit not less than $1,000,000 each occurrence/$1,000,000 in the annual aggregate. Workers’ Compensation Insurance – as required by the State of Indiana. Employer’s Liability Insurance - in the amount of $1,000,000 per accident for bodily injury or disease. If additional insurance is required, this agreement will be modified to accommodate such a requirement. This three-page Agreement entered as of the day and year first written above.
