Dailey, PE City of South Bend | Coal Line Trail (Phase I) | Construction Engineering Services | 5 PROJECT UNDERSTANDING DLZ understands, per the Request for Proposal, that Construction Inspection services are needed for the Coal Line Trail (Phase I) project. The project, INDOT Contract R-38064, is currently set for a March 2021 letting. The project involves constructing a multi- use path along the old Norfolk Southern Railroad previously used to deliver coal to Notre Dame. From discussions with Kyle Silveus, the City has already secured all of the right of way from Norfolk Southern required to construct the trail. We understand that this trail is Phase I of a multi- phase project that will eventually connect to SR 933 and the existing East Bank Trail. The Phase I portion is located between Lincolnway West and Riverside Drive. The proposed trail will be a 10- to 12-foot wide asphalt path with lighting and benches along the project’s entire length. A rest area node will be constructed in the northwest quadrant at the intersection of Lawndale and Vassar Avenue. The project will also utilize the existing box culvert at the Portage Avenue Bridge. The proposed path will be constructed through the box culvert. A separate ADA path will also peel off of the trail via new stairs and provide access to Portage Avenue. DLZ expects there to be questions and concerns from the businesses as well as the traveling public and residents during construction of this project. Solution DLZ knows that the City of South Bend is our most important stakeholder on this project, and we will coordinate with you and other stakeholders based on a plan that includes and is approved by the City. However, our overall goal is to be your least concern and work directly with the contractor and stakeholders to communicate the important messages seamlessly. Steve Menis has excellent communication skills as demonstrated on previous difficult projects. He will use these skills to build a solid line of communication between the contractor, inspection team and the City. Steve will hold regular progress meetings with you, as your schedule allows, and will keep you up to date and informed as the project progresses. WE KNOW THE AREA After a recent site visit, combined with our past experience on INDOT- LPA trail projects, we thoroughly understand the requirements of this project and the City’s expectations. Our experience on projects like this tells us that the “best laid plans often go awry.” Even with the most thorough project planning and scrutinized design, existing conditions can create issues that need to be properly addressed by an experienced project team in a proactive manner. The following are some key elements that we have identified. COMMUNICATION WITH STAKEHOLDERS City of South Bend | Coal Line Trail (Phase I) | Construction Engineering Services | 7 Challenge The majority of the proposed trail will utilize the old Northfolk Southern Railroad corridor. It is believed that all of the old railroad ties have been completely removed. However, based on our previous experience with abandoned railroads, there is a possibility that some of the old railroad ties are still there. Because of the presence of creosote, the railroad ties cannot be disposed of at a landfill. Solution With a March 2021 letting date, an addendum can still be created to add the regulated materials item required to properly remove, transport, and dispose of the railroad ties if discovered. If the items are not created prior to the letting, the items can still be added during construction through a change order if necessary. CONSTRUCTION LIMIT AND TREE CLEARING CONSTRAINTS Challenge The majority of the construction limits will be within the old Norfolk Southern Railroad corridor. All tree removal must be limited to this corridor and completed by March 31 to comply with the Indiana Bat restrictions. With a March 2021 letting date, completing tree clearing ahead of the April 1 deadline will be difficult. Solution DLZ will work with the contractor so that clearing limits are staked and all trees for removal are identified before the start of land disturbing activities, including the installation of erosion control. Often the installation of silt fence along the construction limits impacts trees adjacent to the construction limits. However, a grade separation will be constructed to align the proposed trail with Portage Avenue. In order to achieve this, a separate path will be constructed off of the main trail, and cuts and fills will be needed. The existing subgrade material can cause an issue in obtaining the required subgrade bearing capacity. Solution Careful inspection of the subgrade during construction will identify the areas exhibiting soft or yielding soil. Ensuring that proper benching is performed when constructing the fills may also be necessary. The grade separation will consist of a separate path that must be ADA compliant and tie-in at Portage Avenue using stairs. On a project with direct impacts to so many stakeholders, it is critical that standard processes and procedures be followed by all team members to ensure the integrity of the information. TEAMWORK: The DLZ team will function as an extension of your staff, working toward the common goal of a successful project. DLZ will be the central component of the overall project team consisting of the City, INDOT, and DLZ. COMMUNICATION: There are various audiences and types of communications on a project of this type. The highest priority communications are those related to the safety of the public and workforce on site. A detailed communication plan for the project will be developed for both inter and intra project communications, including a robust plan for needs related to public outreach. SCHEDULE: We understand that delivery dates are crucial on this project as delays can affect when the unrestrictive use of the trail will be available. The contractor’s schedule will be monitored regularly, and any deviations will immediately be brought to the contractor’s attention for resolution. COST CONTROL: The DLZ team will be constantly vigilant for cost saving opportunities on the project. This can be accomplished through various avenues including value added opportunities, change order management, identifying potential issues prior to causing a delay, and managing inspection staffing levels. SAFETY AND WORK SITE MANAGEMENT: Safety of the worker and public are of utmost importance. For this project, eliminating pedestrian and worker interactions that could create unsafe conditions will be critical. The team will scrutinize the staging, proposed work plan and address deficiencies. We will communicate with the City to inform you of changes to site access in order to notify the public and monitor safety and mobility. LASALLE TRAIL, PHASE III St. Joseph County, Indiana DLZ provided construction engineering services for the extension of the LaSalle Trail shared use path from Auten Road to the Indiana/Michigan State Line. Work included construction of ADA compliant infrastructure with trail being 10 feet wide and hard-surfaced concrete pavement with 2-foot shoulders. The length of the path is 5,700 feet. The path follows the alignment on the existing former railroad bed and aligns with the trail from the previous phase, LaSalle Trail Phase II. Coordination was required to align the path from the south side of State Line Road to the north side with the existing IN-MI River Valley Trail. TAMARACK TRAIL North Liberty, Indiana Construction engineering services were provided for the construction of a new 4,600-foot asphalt trail from Quinn Road to Wabash Avenue. The trail connects the North Liberty Community Center to the North Liberty Youth League Ballpark along the abandoned railroad corridor (formerly Indiana, Illinois, and Iowa Railroad). Approximately 2,200 feet of woods were cleared as part of the project. Construction of the project also included subgrade treatment, compacted aggregate, and seeding. Coordination for the project included maintenance of traffic, staging of construction, construction schedule, and material testing. City of South Bend | Coal Line Trail (Phase I) | Construction Engineering Services | 11 WRENWOOD TRAIL North Liberty, Indiana DLZ provided construction engineering services for the construction of a new asphalt trail from North Liberty School to the Potato Creek Crossing Subdivision. A new 70’-2” Pre-Engineered Steel Truss Bridge was constructed over Potato Creek. The bridge consisted of steel piling, concrete end bents and reinforced concrete bridge approaches. Construction of the project also included subgrade treatment, compacted aggregate, curb ramp, and landscaping. Coordination for the project included maintenance of traffic, staging of construction, construction schedule, and material testing. OAK SAVANNAH TRAIL Gary, Indiana DLZ provided construction engineering services for the Oak Savannah Trail Project in Gary, Indiana. The project consisted of the installation of a three-sided box culvert under Broadway (SR 53) in order to reroute the trail directly beneath the roadway. The grade separation crossing was constructed rather than utilizing city sidewalks to a signalized intersection used previously to improve the safety of the roadway/trail crossing. Project elements included stormwater management, new sidewalks, landscaping, and tunnel lighting. DLZ provided continuous resident construction management and observation, review of shop drawing submittals, preparation of change order requests, and preparation of the construction record. PENNSY GREENWAY TRAIL PHASES II AND III Schererville, Indiana DLZ was retained by the Town of Schererville Parks and Recreation Department to provide the design and construction engineering services for the second and third phases of the Pennsy Greenway Trail. This 3.5-mile section of the trail received Transportation Enhancement funding and lay within a high priority corridor. The project extended from Schererville Town Hall northwesterly along the abandoned Penn Central railroad corridor to Main Street. This phase connects to existing trails at both termini. The project completes a nine-mile continuous section of the trail in Indiana. Also included with the trail is a trailhead, Hawk pedestrian traffic signal, retaining wall, decorative fencing, two parking lots, trail signage, and wetland mitigation. DLZ performed construction engineering, materials testing, and record keeping in conformance with INDOT and FHWA guidelines.
