Trail projects can appear to be a walk in the park to those of us in the engineering field, but to the many
families in the adjacent neighborhoods that have to adjust their lives during construction, it becomes
inconvenient and frustrating without effective communication and coordination by an experienced
construction team. The city of South Bend’s Coal Line Trail, Phase I construction inspection project
will be a success with a construction management team who will bring solid communication skills,
recent trail experience, seamless construction coordination, and familiarity with the project area.

RELEVANT PROJECT EXPERIENCE
The city of South Bend sought to create a connection between communities on the west
side of the city with the popular trail along the Saint Joseph River downtown. Boland Drive
was historically dangerous for pedestrians and cyclists. The city turned to Burke to help
with the construction and project management of a new trail that would increase the area’s
safety and connectivity.
The project site proved challenging, winding along wetlands and an old known pauper
cemetery. Through consistent progress meetings and the use of mobile workstations,
the project team was able to construct a new trail without disturbing the surrounding
environment.

As one of the main corridors into downtown Elkhart, Main Street was in need of an
upgrade to make the street safer and more inviting. Main Street, like many city roads and
streets, was originally designed specifically for vehicular traffic. The city wanted to design
improvements to help make the corridor more accessible and beautiful.
The Burke team worked with the city to devise a phased construction approach, giving the
city the option to implement projects as the funds became available. The improvements
will provide better access to the homes and businesses along the corridor, as well as safer
pedestrian facilities. The team incorporated green infrastructure practices to address the
localized drainage issue, providing environmentally-friendly solutions that will last well into
the future.

RELEVANT PROJECT EXPERIENCE
Westenedge Drive is a collector street passing through a residential neighborhood in
Columbus, Indiana and is also a major vehicular and pedestrian route to elementary, middle
and high schools. Despite the high traffic volume in the area, the street did not have a storm
drainage system.
The Burke team designed transportation improvements including a new multi-use path
on the east side as part of the city’s People Trail system and a sidewalk on the west side.
A new chicane designed for the intersection at Laurel Drive serves as a traffic calming
measure. The drainage design was especially challenging as the city requested it stay within
the current right-of-way. There was very little grade change, no nearby storm sewers, and
no receiving waters with adequate capacity to accept additional runoff. Burke engineers
designed the project with a PaveDrain gutter above an infiltration system, taking advantage
of the granular soils in the project area.

JEFFERSON BOULEVARD STREETSCAPE | SOUTH BEND, IN
The Jefferson Boulevard streetscape project was one of South Bend’s first projects to
incorporate complete street concepts. With mulitple projects under construction at the
same time, the city asked Burke to provide construction observation as well as project
management services for this groundbreaking project.
Garnering buy-in from the community and store owners along Jefferson Boulevard was of
utmost importance for the first of many planned projects of this type. The city worked to
create a space that was aesthetically pleasing and functional for pedestrians and vehicular
traffic at the same time. Updated intersections, improved pedestrican crossings and paths,
and improved parking all added to the project’s benefits.
In an effort to streamline the construction process, our inspectors created a Google Docs
account as well as a project blog to share with the entire project team. Using the technology
in this way kept the team easily informed with daily progress updates. Burke managed the
project to complete it on time and within budget.

Mike will lead the Burke team for the Coal Line Trail project. He has nearly 15 years of
experience, including working for South Bend’s engineering department, giving him a familiarity
with municipal projects and procedures. Mike’s responsibilities include planning, analysis,

Project Familiarity
Our team is aware of the importance of the Coal Line Trail and its
connectivity to the Riverside Trail. The new Coal Line Trail will provide
access for the Northwest and Near Northwest neighborhoods and
connectivity to Muessel Grove and Brownfield Parks. Our team has
explored the proposed project area and identified unique challenges for
this project that include potential wetlands, old railroad corridor impacts,
and construction access concerns. Also, adjacent to the project area are
a combination of residential and commercial properties that will require
diligent coordination and communication efforts to help navigate this
project to a successful completion. While the railroad corridor does
provide some isolation from the traveling public, mindful construction
sequencing and traffic safety during construction of at-grade crossings
will be critical.
The immediate planning and field verification of grades and rights-of-
way with the contractor prior to starting construction is crucial. Potential
issues can be identified and addressed before they become costly field
changes. Our team knows that each project area and each property is
unique and will require constant care to deliver a final product that meets
the need of the public as well as the expectations of the directly-impacted
residents and neighborhoods.
