been up there in decades. I know they had no guards, and suffice to say whatever their kind, my gutters  have not been working well as rain routinely comes straight off the roof.     Interesting you mention solar panels. I’ve considered a major retrofit of weatherizing LaMonte and living  there myself utilizing solar to cut the monthly expenses. I fully support all neighbors having solar. Ideally  in the long term we’ll have options like Tesla’s Solar Roof which are integrated within the roofing  material, but I believe they’re still a few years from providing that in Indiana. Just my 2 cents; neighbors Rob,     Keeping the water out is always a priority with old homes!  Glad to hear it’ll be resolved  quickly.     To answer your question: most roof projects are handled routinely and quickly.  For  these kinds of projects we are typically looking to see if there will be changes in the trim,  flashing, fascia, gutters, and soffits (among other things).  Also, some of the structures in  the neighborhood have what I’d call more ‘exotic’ roof materials (terra cotta roof tiles,  slate, etc).  Changes to those roofs requires a bit more scrutiny.   As an example: when  the Chapin House (at the corner of Park and Navarre) had roof work done a couple years  back, there was a lot of calls back and forth between me, the contractors, and the  homeowners to make sure the details were right (the flashing of the valleys).  It was  administratively approved with expediency, despite some changes.  I’d argue we’re  pretty accommodating, over all.     Looking over the project, I see that gutters (with gutter guards) are discussed as an add‐ on in the paperwork.  What kind of gutters are currently in place?  I will admit our file is  pretty light, so I don’t have much to look at (this being our newest Historic District from  2005, a number of properties have not gone through much project review yet).     As an aside, I’m currently working on reviewing a different project in your neighborhood  for the installation of solar panels.  We’re supportive of alternative energy, generally,  but it’ll require scrutiny by the Commission because they will be visible from the public  right of way.  I bring it up as an example of a project that I like to ping other  homeowners on as to how they feel about solar panels on roofs in the  3 Historic District was established by the passage of Ordinance #9574-05 in 2005. Changes made to the exterior of a structure or site improvements on this parcel may require a ‘Certificate of Appropriateness’ issued by the Historic Preservation Commission in compliance with the Chapin Park Local Historic District Standards and Guidelines. To acquire a Certificate of Appropriateness, you will need  to fill out and submit aCertificate of Appropriateness application (linked  here, as well as attached to this e‐mail).  Received applications are  divided into two categories:  1. “minor” projects ‐ those that conform to the applicable  Standards & Guidelines.   These are projects that myself and my  colleague Elicia Feasel are able to process as “administrative  approvals”.  Examples include installing fences, roof  replacement, replacing damaged, lost, or deteriorated siding  with the same material (wood for wood, for example), and  replacing windows with the same material.  Approval for a  ‘minor’ project like this occurs in less than two business days of  receipt of an application (and more often than not, within  minutes of receipt).  2. “major” projects, often they are those that do not conform to  the applicable Standards & Guidelines.  These are projects that  the Historic Preservation Commission reviews at their monthly  meeting.  Examples include demolition, new construction (new  infill), major alterations or additions to existing structures, or  replacing existing materials with a new, different material.     Certificate of Appropriateness Application Information:  Although HPC Staff are available for in‐person consultations and phone  calls, we prefer to conduct as much business electronically as possible  due to the ongoing COVID health emergency.  Under normal  circumstances, applications may be brought to our office in the County‐ City Building.  Government offices within the County‐City Building  remain closed to the public.      5 Any Exterior Roofing Issues: if you roof has missing or cracked shingles within the first year of installation, we'll replace anything that wasn't installed to our standards or failed to meet our requirements for quality to make sure you're comfortable. Change Orders During the course of project, the customer, without invalidating the contract, may order changes in the work consisting of additions, deletions, or modifications. The contract sum and time frame shall be adjusted accordingly. Such changes in work shall be authorized in writing by both parties. Customer agrees that any changes resulting in the furnishing of additional labor, materials or equipment shall be paid for prior to commencement of extra work. Access Customer shall grant free access to work area for workers, vehicles and allow areas for storage of materials and debris. Driveway and or parking lot shall be kept clear and available for movement of vehicles during scheduled working hours. Reasonable efforts to protect driveway, lawn, shrubs and other vegetation shall be made. However, we will not be responsible for damage to any of the items mentioned above, unless damage results from our own gross negligence. Performance Time The Company shall substantially complete all work under this contract in a timely manner after beginning work, subject to the following delays; acts of God, weather, customer changes, acts of neglect or omission of customer, permits, or other causes beyond the control of The Company. Matching Materials Asscher Roofing Company LLC calls attention to the customer that while every effort is made to blend existing textures, colors, etc; exact duplication is not guaranteed. Differing Site Conditions Asscher Roofing Company LLC stipulates that the work site has been visited and we are familiar with the work to be performed. However, the customer acknowledges that this contract is solely based on observations that Asscher Roofing Company LLC was able to make with the structure in its current condition at the time the work was bid. Asscher Roofing Company LLC shall not be responsible for differing site conditions that were not visible when this contract was made, unless otherwise stated in the specifications. Insurance and Risk of Loss Asscher Roofing Company LLC will maintain Workers Compensation and Liability insurance during the duration of the project. Customer will maintain insurance covering their own liability. In addition, customer will maintain insurance during the term of this contract that covers the full replacement of the cost of the improvement under contract. If the work at any stage of completion is destroyed or damaged by accident, casualty, disaster, or calamity, including but not limited to fire, storm, flood, or earthquake, the customer and or customer's insurance shall be responsible for such loss. Cleanup Asscher Roofing Company LLC will leave work site in an orderly matter at the end of each work day. When project is complete Asscher Roofing Company LLC will remove all debris and equipment related to this project. Premises shall be left in a neat, orderly condition. Entire Agreement This contract constitutes the entire agreement and understanding between both parties. This contract has no force or effect and is not binding upon The Company until it has been accepted and signed by customer and countersigned by The Company. If construction or this agreement is suspended at any time by the request of the Customer for any reasons including the ones beyond the customer's control. The Customer will be responsible for any and all ensuing expense thereof, including the time and travel of the Company and/or The Company's employees and independent contractors to job site to assess, prepare drawings, filing of construction permits or complete said job. It is expressly agreed that all expenses up to the date of contract suspension shall be assumed and paid by the Customer hereof including but not limited to 40% of The Company's overhead expenses. This percentage will be added to all expenses made by the Company in the customer's behalf during the course of the project. If The Customer fails to pay any invoice according to payment terms, purchaser recognizes and agrees that seller shall have the right to file a lien against purchaser's property. The Customer agrees to be responsible for and pay all of the seller's costs of collection and/or enforcement of the contract, including without limitation, late fees, 2% per month interest, attorney fees, court costs, and recording fees. We the undersigned have read understand and agree to the provisions of this contract and acknowledge receipt of a copy of the same. Buyer's Right to Cancel Buyer may cancel this contract by delivering written notice to the contractor at any time prior to midnight of the third business day after the date of this transaction. Customer may use this contract as that notice by writting "I hereby cancel" at the bottom next to the signature line.
