AN ORDINANCE AMENDING ORDINANCE NO . 7896-88
ADDRESSING MAXIMUM SALARIES AND WAGES OF
APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF
SOUTH BEND , INDIANA, FOR THE CALENDAR YEAR 1989 .
STATEMENT OF PURPOSE AND INTENT
On Monday , July 25 , 1988 , the South Bend Common Council
passed Ordinance No . 7896-88 which fixed salaries and wages
for appointed officers and employees for calendar year
1989 .
Amendments are necessary to increase the salaries for two
positions which were incorrectly listed , to include a
position which was omitted in the original ordinance and to
modify language addressing sick leave and holidays .
NOW , THEREFORE , BE IT ORDAINED by the Common Council of the
City of South Bend , Indiana , as follows :
SECTION I . Section I of Ordinance No . 7896-88 is
hereby amended in the following particulars :

SECTION II . Section II of Ordinance No . 7896-88 is
hereby amended to read in its entirety as follows :
SECTION II . SICK LEAVE . - Sick leave will be accrued
at the rate of eight (8 ) days per year , to be calculated at
2/3 days for each month of completed employement .
Employees hired prior to January 1 , 1987 who have not
elected long term disability benefits may maintain up to
ninty (90 ) days of accumulated sick leave .
Employees hired prior to January 1 , 1987 who have elected
long term disability benefits may maintain up to sixty five
( 65 ) days sick leave . Such employees who currently have
in excess of sixty five (65 ) days accumulated leave may
maintain the sick leave accumulated , however , no additional
sick leave may be accrued until such time as the balance of
sick leave falls below sixty five ( 65 ) days .

SECTION III . Section V of Ordinance No . 7896-88 is
hereby amended to read in its entirety as follows :
SECTION V . HOLIDAYS - Employees shall receive eight and
one half (8 1/2 ) designated holidays as approved by the
Board of Public Works and one ( 1 ) non-designated holiday .
An employee may choose one of the following holidays for
use as the non-designated holiday :
George Washington ' s Birthday
Abraham Lincoln ' s Birthday
Martin Luther King ' s Birthday
Columbus Day
SECTION IV . All Other Sections of Ordinance 7896-88 shall
remain in full force and effect .
SECTION V . This Ordinance shall be in full force and
effect from and after its passage by the Common Council and
approval by the Mayor .

Re: Bill No. 127-88
Salaries and Wages of City Employees
Dear Council Members:
The attached Bill would amend Ordinance No. 7896-88 which
established the salaries and wages for appointed officers
and employees of the City of South Bend for calendar year
1989.
During the review of the Civil City Budget and in reviewing
Ordinance No. 7896-88, it became apparent that in the
Department of Parks and Recreation and in the Bureau of
Cemeteries, the salaries for a position in each was listed
incorrectly. Additionally in the Bureau of Building
Maintenance, the position of Janitor was omitted although
this position was included elsewhere in the salary ordinance
and was properly included by position and salary amount in
the budget which the Council approved. Technical language
to clarify the wording addressing "sick leave" and
"holidays" has also been addressed.
Each of these concerns have been addressed in Bill No. 127-
88 by proper amendment.
I seek your favorable action on this Bill and look forward
to discussing it with you at the meeting on December 21,
