GAMMON Approved and signed by me Dus- _.e- a 1 19 d Mayor • • Bill No. 126-88 Ordinance No. AN ORDINANCE AMENDING ORDINANCE NO. 7900-88 ADDRESSING THE ANNUAL PAY AND MONETARY FRINGE BENEFITS OF FIREFIGHTERS OF THE SOUTH BEND FIRE DEPARTMENT FOR THE CALENDAR YEARS 1989 AND 1990 STATEMENT OF PURPOSE AND INTENT On July 28, 1988, the South Bend Common Council passed Ordinance No. 7900-88 which among other things fixed the annual pay and monetary fringe benefits of Firefighters of the South Bend Fire Department for the calendar years 1989 and 1990. The passage of that ordinance followed a favorable ratification vote of the South Bend Firefighters Association, Local No. 362 on the City's final offer on wages and benefits. The following ordinance clarifies by amendment specific sections of Ordinance No. 7900-88. Those areas being amended where words are being deleted are marked by a dash (--) through said word(s) or number(s) , and all word(s) or numbers(s) which are to be added are being marked by being underlined ( ) . SECTION I. Section II (a) of Ordinance No. 7900-88 is amended to read as follows: SECTION II. Section III (b) , (d) , (e) , (f) , and (i) of Ordinance No. 7900-88 is amended to read as follows: (b) Drivers pay: For regularly assigned drivers of fire trucks and other heavy equipment, the tillerman, and the personnel assigned to drive ambulances on regular or rotation basis, the following percentage of the Engineer {3- 9-yefasi- in 1989, and percentage of Engineer (18 3+ years) in 1990, shall be paid: 1989 (Dollar Equivalent) 1990 (Dollar Equivalent) 1.5% ($318. 00) 2 . 0% ($461. 00) (d) Scuba Divers: For regularly assigned scuba divers, the following percentage of the Engineer {3-9-years} in 1989, and percentage of Engineer (18 3+ years) in 1990, shall be paid: 1989 (Dollar Equivalent) 1990 (Dollar Equivalent) 2 .25% ($477. 00) 2 .5% ($577. 00) (e) Paramedics: For sworn members performing paramedic duties, the following percentage of the Engineer {3-9-yews} in 1989 and percentage of Engineer (i9 3+ years) in 1990, shall be paid: 1989 (Dollar Equivalent) 1990 (Dollar Equivalent) 5.5% ($1, 167. 00) 5.5% ($1,269. 00) (f) Hazmat: For regularly assigned members of the Hazardous Materials Handling Team, the following percentage of the Engineer {3-9--ye -rs-} in 1989, and percentage of Engineer (18 3+ years) in 1990, shall be paid: 1989 (Dollar Equivalent) 1990 (Dollar Equivalent) 3% ($637. 00) 3% ($692. 00) (i) Clothing Allowance: Commencing with their second service year, officers and all other sworn members shall receive an annual clothing allowance of Seven Hundred Ninety-Nine Dollars ($799. 00) , one-half (1/2) of which shall be paid on or before June 15th and one-half (1/2) of which shall be paid on or before December 15th. SECTION III. Section IV (c) and (d) of Ordinance No. 7900-88 is amended to read as follows: (c) 1989 Health Insurance Program. In addition, in an effort to control health care costs, the City's current health insurance package shall be modified to provide a program containing comprehensive major medical health insurance which would provide for first dollar after a One Hundred Dollar ($100. 00) deductible per year is met by the sworn member or officer, deductibles of ten percent 10% of the cost of such major medical expense, with maximum claims annual cost to the sworn member or officer for such coverage being Five Hundred Dollars ($500. 00) . (d) 1990 Health Insurance Program. The City shall pay Twenty Four Dollars ($24. 00) per month to any sworn member or officer who elects to leave the City's insurance program to be covered by another program for which the City makes no contribution. Section V (b) and (d) of Ordinance No. 7900-88 is amended to read as follows: (b) New sworn members hired after December 31, 1986, and working 24-hour shifts shall have the following vacation schedule: Years of Service Days of Vacation 0 - 1 year 1 working day 1 2 - 7 years 4 working days 8 - 15 years 6 working days 16 - 19 years 8 working days 20 - years + 10 working days (d) New sworn members hired after December 31, 1986, and working non-24-hour shifts shall have the following vacation schedule: Years of Service Days of Vacation 0 - 1 year 1 working day per month after 8 months 1 2 - 3 years 6 working days 4 - 5 years 10 working days 6 - 10 years 12 working days 11 - 15 years 15 working days 16 - 19 years 18 working days 20 - years + 21 working days SECTION V. Section VI (e) of Ordinance No. 7900-88 is amended to read as follows: (e) The current sick leave buy-back program in effect shall continue in effect for sworn members and officers of the Fire Department with the specific details being set forth in the Collective Bargaining Agreement. The Fire Chief shall forward to the Board of Public Safety the names of those firefighters eligible for the Engineer rank not later than the date they become eligible. SECTION VII. All other language contained in Ordinance No. 7900-88 which is not specifically amended herein is reaffirmed and continued in full force and effect. This Bill incorporates technical changes to the wording of that ordinance but keeps in tact the salary amounts established for 1989 and 1990 as well as the specific specialty pays. The wage teams representing the firefighters as well as the City have agreed upon all of the changes incorporated into this Bill. We believe that the passage of Bill No. 126-88 would be in the best interests of the City. Thank you.
