Staff Not in Attendance: N/A III. PUBLIC HEARING A. CERTIFICATE OF APPROPRIATENESS 1. 2020-1028 1202 E Wayne St East Wayne Street Ordinance No. 7796-87 Representation: Jon and Jennifer Balsbaugh, 1202 E Wayne St, South Bend, IN 46615 STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: November 9, 2020 Application Number: 2020-1028 Property Location: 1202 East Wayne Street South Architectural Style/Date/Architect or Builder: Colonial Revival/1949/Barry House Property Owner: Jon and Jennifer Balsbaugh Landmark or District Designation: East Wayne Street Local Historic District, #7796-87 Rating: Non-Contributing DESCRIPTION OF STRUCTURE/ SITE: The original two story house was constructed on a T-plan and set upon a brick foundation with basement windows at the side and rear. There is a gable roof with cross gabled covered with asphalt shingles . The second floor overhangs at the cross gable over a large bay window with casement windows and upper light fixed transoms. The first story façade has stone facing; the second story has wood siding covered with aluminum. There is a large brick chimney on the side at the cross gable near the concrete entry. All of the windows are the original metal casement windows. ALTERATIONS: COA #2017-0531 allowed for the removal and replacement of 38 courses of brick on the chimney and the replacement of damaged flues as needed. COA #2009-0601A allowed for the replacement of the windows with new Quaker- manufactured windows (not completed). COA #2005-0411 allowed for the removal and replacement of the roof. APPLICATION ITEMS: “Replacement of all windows on upper floor and main floor great room + kitchen” DESCRIPTION OF PROPOSED PROJECT: The homeowner has applied for the: a. Removal and replacement of 22 steel casement windows with Marvin Infinity fiberglass windows. Specialist Toering and Inspector Steve Szaday visited the property on July 19 th, 2018 regarding the condition of the metal casement windows and to discuss potential solutions for the property owners. Staff explained that the Historic Preservation Commission and Staff will always advocate for the preservation of the original material, but that rehabilitating casement windows was not locally as common. The Commission previously approved the replacement of these windows in 2009 under the previous homeowner. This project was not initiated/completed. A similar project at 1402 East Wayne Street (COA #2019-0603D) was reviewed and approved by the Commission at the June 17th, 2019 meeting. There are a number of similarities between that project and this project: 1. Non-Contributing rating. 2. Deteriorated casement windows. 3. Fiberglass composite replacement products are proposed (with the same contractor) STANDARDS AND GUIDELINES: EAST WAYNE STREET II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintel s. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood and aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows, and hardware shall not be discarded when they can be restored and used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new windows and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building SITE VISIT REPORT: Historic Preservation Inspector Steve Szaday and Preservation Specialist Adam Toering visited the site on July 19, 2018 to document the deteriorated condition of the windows and discuss a potential replacement project with the homeowner. STAFF RECOMMENDATION: Staff recommends approval. Prepared by Adam Toering, Historic Preservation Specialist Reviewed by Elicia Feasel, Historic Preservation Administrator Commissioner Brazinsky made a motion to approve COA #2020-1028 as staff recommended. Seconded by Commissioner Stalheim. Five in favor, none opposed. Vote: 5 – 0. Motion to approve the removal and replacement of 22 steel casement windows with Marvin Infinity fiberglass windows on COA #2020-1028 passes. IV. PRIVILEGE OF THE FLOOR N/A V. REGULAR BUSINESS A. APPROVAL OF MINUTES i. October 19, 2020 Commissioner Andrews made a motion to adopt the October 19th meeting minutes. Seconded by Commissioner Stalheim. Five in favor, none opposed. Vote: 5 – 0. Motion to accept the October 19th meeting minutes passes. B. STAFF REPORTS i. Administrative Approvals 1. Twelve projects were approved this month. 2. 1019 South Michigan Street discussion of roof leak repair. 3. 803 Notre Dame Avenue discussion of parking lot location. C. COMMITTEE REPORTS i. Disposition of Historic Preservation Assets 1. Administrator Feasel gave an update on the progress of the use of the former office space for storage. Administrator Feasel also announced that large-format blueprints are being prepared to be sent for scanning. ii. Standards Update 1. Commissioner Downs-Krostenko gave an update on the public engagement, including a mailer, online questionnaire, online access to Standards, two in person public meetings, and a period of collecting input. 2. Administrator Feasel gave an update on a potential online engagement platform that the City is considering. 3. Specialist Toering gave an update on the designated historic properties map that can be useful for the mailers but also recording historic properties. Goal is to have it done by Thanksgiving. 4. Commissioner edits to the Standards are underway by Kurt. After Thanksgiving a new updated version will be sent to Commissioners for review. Goal to finalized Standards Update remains as March 2021. iii. Historic Districts 1. N/A VI. OLD BUSINESS N/A VII. NEW BUSINESS N/A VIII. ANNOUNCEMENTS AND MISCELLANEOUS MATTERS A. RIDGEDALE / TWYCKENHAM HILLS GATES Commission Andrews gave a brief history of the gates and the lack of care/maintenance. Discussion. It was decided that the Historic Landmarks Committee would take on as a project. B. County – City Building will close to the public beginning Monday, November 23. Historic Preservation Commission meetings will be virtual beginning December 21. C. Elkhart County news regarding courthouse. IX. ADJOURNMENT Commissioner Brazinsky made a motion to adjourn.
