The following schedule of fees shall apply to any Application for a Certificate Of Appropriateness:
Routine Maintenance Exclusion (Staff Approval) $ 20.00

Commission Review $ 20.00
Payment must accompany the application at the time of submission. For electronically submitted application, payment
must reach the HPC office within 48-hours following transmission.
REQUIRED DOCUMENTATION AND SITE PLANS
The Historic Preservation Commission of South Bend and St. Joseph County cannot render judgment nor process an
Application without specific documentation. Comprehensive documentation protects both the owner of the property
submitting the Application as well as providing a complete understanding of the project for the commissioners and
staff when rendering a decision. Problems often occur during a project review or during the execution of the project
when one or both parties are unclear as to the specifics. Applications will NOT be processed without all required fees
and documentation.
When an Application has been scheduled for any meeting where a review and decision are to be rendered, the owner
and any architect or contractor (s) retained for the project must attend such meetings. Failure by the owner, architect,
or contractor to attend such meetings may result in denial of the Application due to insufficient representation.
Documentation shall include: detailed written description of the project including materials to be used, scale, dimen-
sions, construction methods, finisheV, manufacturers’ brochures and specifications and photographs of the area(s)
which the project will affect.
Photographs may be submitted in digital format, or in photographic print. When a project involves blueprints and/or
site plans, one (1) set shall be submitted with the Application. Any documentation submitted to this office cannot be
returned to the applicant.
INSPECTION AUTHORITY
All projects will be inspected during and following execution, for compliance with the decision (s) rendered by the
Historic Preservation Commission of South Bend and St. Joseph County.
Owner acknowledges that while the Historic Preservation Commission only considers Certificates of Appropriateness
for exterior features, under certain circumstances it may be necessary for the Commission Staff to have access to the
interior of the building in order to accurately assess the condition of the exterior feature and that the lack of access to
the interior may prevent the Commission Staff from making a favorable recommendation.
Any work performed on a historic landmark or in an historic district which does not conform to the Certificate of Ap-
propriateness certificate, shall be immediately halted by the Historic Preservation Commission and the Building De-
partment of South Bend and St. Joseph County.
INTERGOVERNMENTAL DISCLOSURE
Certificates Of Appropriateness will be filed with the Building Department of South Bend and St. Joseph County when
the applicant also is required to obtain a building permit or other such permit issued by that department . (The appli-
cant may pick up their Certificate at that location). When no building or other permits are required from the Build-
ing Department, the Certificate will be mailed directly to the applicant.

1)Repair front porch: 1) replace broken or missing spindles with wood ones duplicated
from existing spindles. 2) Repair columns replacing wood where needed to match
existing. 3) repair floor, replacing wood slats where needed. 4) Replace non-original
steps with new steps and railings matching or complementary to existing porch railings.
2)Exterior brick: To be cleaned with a low-power pressure wash. Spot tuck pointing where
needed with a high-lime mortar (type O).
3)Entire house to be repainted.
4)Gutters to be removed.
5)Side Porch: replace or repair column, railings, spindles, and steps. To be done in the
same style as the front porch.
6)Repair all windows and existing storms.
7)Replicate existing shutters where missing on front of house.

you when we decide on one.
3)Point taken on the increased risk for water damage.We will replace the gutters and downspouts with new.
Yeah,the stucco really turned out!I'm also excited about it.Trevor Kallimani really turned out to be a craftsman.

really,but just want to be able to answer any questions that the Commission or others ask when they see the
Administrative Approval in the file.If a design is decided upon,send it to me,and I’ll add it to the file/approval.
3. Gutters you don’t have a terribly big overhang,so I have some concerns about not shedding the water from
the structure in an efficient way.Gutters and downspouts will definitely help accomplish that.Water is the
enemy of all old homes.

Thanks for getting back to us so fast!
Answers to your questions below:
Spindles:yes,we have a lead on the spindle duplication.Our contractor found a place that will duplicate them at
4.50/each minimum of 100.We mailed a spindle and they are currently setting up a jig.We'll let you know
how it goes.
Steps:we do not yet have an inspiration for the steps.We are leaning toward reusing the steps themselves and
replacing the stair railings to match the porch rail.If we do replace,Mac is very talented at figuring out the
original design based on what he observes in the older existing construction.
Gutters:we were hoping to give that responsibility to the next owners,but if that's not acceptable please advise
on the appropriate direction.

Yes, we were planning to use the bases that come with the columns. From what I understand, those are notorious for
degrading, so we figured that would buy us the most longevity.

Thanks for the heads‐up. 713 W LaSalle has COA’s on file for restoration work. 701 is a problem, I was afraid
something was happening there. I’ve not had any contact with the new owners, so I have my concerns. I’ll notify the

previous owner stripping the wood elements down to bare wood at some point in the house’s history. Just going off
of my own house as an example, there are sections where previous owners stripped siding and painted anew as
evidenced by the various paint jobs (in my case, it’s very evident based upon what colors are visible: white, blue,
burgundy and tan). There are also areas on my house where siding was replaced, as well. So I accept that it is a
possibility that the columns are ‘new.’
If it’s original wood, even in it’s degraded state, it’ll still outlive whatever new wood you buy (unless you are getting
something exotic, which will increase the price). If the existing columns are replacements from the early ‘80s, they
are still marginally ‘hardier’ than what you’d buy off the shelf today. We accelerate the growth of much wood that is
sold today, and it shows in the hardiness. Failure of the bases of any age is not uncommon, as water flows
down. Pillars should also be vented, in some way.
The proposed replacement pillars are, by the manufacturer’s own description, “a soft wood,” in this case, Pine. Pine,
when properly cared for, should still last in exterior applications. Were you to use the wood replacement column,
would you be coupling it with the as‐advertised polyurethane bases? I believe that’ll be a material change, and I’d
punt to @Elicia for whether we’d be able to approve it or not. Will you be coating the interior of the columns with a
“nonfibrous asphaltum type roof coating” per the installation instructions? There are other considerations in that
document that I’d ask you to look at. The pillars are warrantied for a year, contingent upon installation following the
instructions.
I believe you are planning to ‘flip’ this house, and I get that you need to make the numbers work. I’m the
preservation specialist, so I’m always going to advocate for preserving existing materials. “Broken Record Adam”
kicking in: removing rotting material and stabilizing/rebuilding with a wood epoxy will be cheaper than purchasing 7
columns and 7 bases (~$1,643 versus $135 for 5 quarts!). It’s cheaper than purchasing one pillar and base. Has your
worker ever worked with wood epoxy / reconstruction of wood before? “When all you have is a hammer, all you see
are nails.” Our office is charged with advocating for the long term preservation of the structure, and my concern is
that changes today may lead to further problems tomorrow.
I should say, it’ll be good to see this kind of pillar on the side porch. I’m luke‐warm on the polyurethane base. I’m
using salvaged wood for much of the repairs and reconstructions of original elements on my house (and Ross would
concur on projects he’s worked on), as you just can’t get the hardiness out of new wood. That’s one of the reasons
why elements like the bases are now often made out of alternative materials. There’s an ongoing debate in the
preservation community regarding the appropriateness of these alternative materials. Woodworkers jump at the
opportunity to grab original wood that is removed from historic buildings specifically for this reason. Were you to
remove those pillars and put them out on the street, I guarantee that someone will take them, because I am

confident that they can be stabilized and used (and no, it won’t be me picking them up, I don’t have need for 7 porch
pillars ◗◘◙◚◛ ).

What a great photo!! If someone could locate all those shutters and spindles in that photo, I'd be so grateful ;)
We are planning on putting a pillar on the side porch ‐ so I'm glad that already matches!
From what I remember Mac saying, the amount of paint on the pillars (maybe 1 coat?) is one of the main reasons
they think these are so new.
I'm sure there's more info about that so I'll ask him this afternoon and get back to you.

Do we still need to appear before the counsel considering they're only 30ish years old?
As for the spindle estimate ‐ I guess these are hard spindles to turn and they have to be made out of mahogany
since they get so thin in one spot. As good news, we have a hot lead right now that someone else has some
readily available... So we're going to see about that! Wish us luck.

is a house on West North Shore Drive (that still isn’t completed, which is a sore subject). I don’t want you to
think that I’m doubting the condition of the material, but rather that even rotting/deteriorated material can be
rehabilitated. Our office hears this same argument with regards to window deterioration and replacement
every month.
Were you to want to pursue replacement, you’ll need to provide photographs of the deterioration, explain why
it can’t be repaired/rehabilitated, and detail what the replacement columns would be made out of and look
like. The deadline for the November meeting has already passed (and packets for that meeting will be
distributed Monday of next week so I don’t think we’ll have the information or be able to squeak it in after the
fact), so we’d be looking at a December review.
Sorry to hear that the spindle estimate ballooned significantly. Did the contractor provide a reason why?

Thanks for your response. I’m going to have to try again on the subject of replacing the columns. From what
Mac (and his colleagues) are seeing, they're estimating these columns to have been replaced some time in the
1980s. They're not the original columns to the house. Since a previous owner cut into them (which they
shouldn't have done) and they are now rotting, It would be significantly more expensive and time consuming to
repair them. Also, since we're able to source exact replicas, the final look will be identical.
We're really hoping we're able to replace these. The spindle quote came in $3,500.00 above our initial estimate
and these rising costs (plus materials costs) and time delays are worrisome.

restored the columns on his house at the corner of Eddy and Jefferson and used a product to stabilize the
rotted bottoms with great success. His columns are also load bearing.

I’d encourage your carpenter to check out Abatron ( https://www.abatron.com/ ). They make a two part
mixable product called “WoodEpox” that can fuze with the wood fibers, is structural, and can be sanded, cut,
drilled, and painted. I’ve had good luck with using it to reconstitute deteriorated/damaged/rotted siding,
window frames and trim, and other details on my house (including column elements).
In short, I’m always going to advocate for the retention of as much of the original material as possible, and am
reluctant to discard/replace elements when there are ways that they can be rebuilt without much effort.
Ross may be able to chime in, as well.

water from the structure in an efficient way. Gutters and downspouts will definitely help accomplish

Spindles: yes, we have a lead on the spindle duplication. Our contractor found a place that will
duplicate them at $4.50/each minimum of 100. We mailed a spindle and they are currently setting
up a jig. We'll let you know how it goes.

Steps: we do not yet have an inspiration for the steps. We are leaning toward reusing the steps
themselves and replacing the stair railings to match the porch rail. If we do replace, Mac is very
talented at figuring out the original design based on what he observes in the older existing
construction.
Gutters: we were hoping to give that responsibility to the next owners, but if that's not acceptable
please advise on the appropriate direction.
