HomeMy WebLinkAboutResolution 0007-2020 Commending Paul McMinnRESOLUTION No. 0007-2020 A RESOLUTION OF THE BOARD OF PARK COMMISSIONERS OF THE CITY OF SOUTH BEND, INDIANA COMMENDING PAUL MCMINN, ASSISTANT DIRECTOR OF RECREATION. WHEREAS, Paul McMinn (hereinafter, “Paul”), Assistant Director of Recreation, after 43 years of service, will retire from the City of South Bend on December 31,2020; and WHEREAS, Paul was hired on January 2, 1978 into the South Bend Recreation Commission and transferred to Assistant Recreation Director South Bend Parks & Recreation on July 1, 1995; and WHEREAS, Paul managed aquatics programs, among other places, at the South Bend Natatorium, the Pinhook Beach, Kenney Pool, Kennedy Water Playground, Potawatomi Pool, and the East Race Waterway; and WHEREAS, Paul was responsible for the design of the safety standards for the East Race Waterway, the first artificial whitewater course in North America where thousands of rafters and kayakers have traversed since 1984; and WHEREAS, Paul was instrumental in the development and direction of the Indiana River Rescue School, served as a member of the State of Indiana Emergency Water Response Team, and past chairman of Swift Water Rescue Committee for the National Association for Search and Rescue; and WHEREAS, the International Association of Water Rescue Professionals, a board on which Paul has served for over 20 years, recognized him with the Higgins Langley Founders award in 2013; and WHEREAS, Paul has worked alongside the South Bend Fire Department and the Indiana Department of Natural Resources to teach water safety to youth for more than 20 years; and WHEREAS, Paul’s expertise in aquatics has been recognized by other professionals in his field from publishing of his article “From Victim Recognition to Victim Prevention” in Athletic Business Magazine in March of 2009 to being sought as an expert witness for litigation cases; and WHEREAS, Paul has been a member of the Indiana Parks & Recreation Association and a presenter at the State Conference sharing his knowledge on lifeguard standards and training; and WHEREAS, Paul’s 43 years of service to the City of South Bend’s Recreation Division, which is now Venues Parks & Arts, and his expertise in the field of Aquatics, will have an impact for many years to come. WHEREAS, Paul is deserving of recognition and honor by the BOARD OF PARK COMMISSIONERS on behalf of the people the City of South Bend; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PARK COMMISIONERS AS FOLLOWS: 1. The BOARD OF PARK COMMISIONERS of the City of South Bend hereby commends and congratulates Paul McMinn for the distinguished and meritorious service which he has provided to the City of South Bend and extends its deepest appreciation for a job well done. 2. This resolution shall be in full force and effect from the date of its adoption.
