GAMMON Approved and signed by me October 12 ig 89 Mayor ORDINANCE NO. M90-0 AN ORDINANCE AMENDING THE ZONING ORDINANCE, AND ESTABLISHING AN HISTORIC LANDMARK FOR PROPERTY LOCATED AT 618 N. Leland , IN THE CITY OF SOUTH BEND, INDIANA WHEREAS, the Historic Preservation Commission of South Bend and St . Joseph County has petitioned for the designation of the following described real estate as an Historic Landmark under Ordinance No. 5565-73 , as amended , to wit : Lot numbered 24 on the recorded Plat of Burroughs Subdivision of Bank Out Lot Numbered 115 of the Third Plat of the Town, now the City of South Bend . The improvements located upon said land can be commonly described as 618 N. Leland hereinafter referred to as the "PROPERTY. " WHEREAS, the Historic Preservation Commission of South Bend and St . Joseph County has recommended the designation of the PROPERTY as an Historic Landmark . BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA : SECTION 1 . I That the above described PROPERTY be, and it is hereby designated and established as an Historic Landmark under Ordinance No. 5565-73 , as amended . SECTION 2. That this ordinance shall be in full force and effect from and after its passage by the Common Council , approval by the Mayor and legal publication. L °� N 0 ma act, 5 r' (p N g () CC)) co N Sv N N 3 0 Q Q r. owers + steeples ° D co CO Z C j 3 618 Leland legal description Lot 24 Burrough's Sub of BOL,115 2 Ivey Number: 3 -01 -18/18 -730 historical notes Lot 24 of Burrough's Sub - division of Bank Out Lot 115 was sold from the estate of Ricketson Burroughs to Frank Matthews on October 8, 1889 for $325.00. Construction on the house must have been begun the following summer as a mechanics lien filed against the property indicates the house was finished in early October 1.890. Very little information is available on Frank Matthews. The directory for 1891 lists his occupation as a carpenter and as the J anitor for the YMCA: Later, he became a partner in Matthews and Mills, a meat market located on Main Street. The house and property were sold soon after claims against them were paid off in 1891. Placed in Class E (bungalows) by assessors in 1932, the house at 618 Leland; was given the lowest rating in the class. South Bend, IN 46601 Dear Honorable Council Members: Attached please find a proposed amendment to the City of South Bend's Zoning Ordinance. The purpose of the amendment is to designate the Matthews Residence located at 618 N. Leland, South Bend as a Historic Landmark. At its June 19, 1989 meeting, the Historic Preservation Commission moved to send to the Common Council a favorable recommendation to designate this house as a Historic Landmark. Leland Dear Mrs. Gammon: The Staff of the Area Plan Commission has reviewed the Historic Preservation Commission's proposed designation of the above property as an historic landmark with respect to the relationship of said property to any capital improvements proposed for nearby rights-of-way, easements or properties. We find no proposed improvements that will conflict with this structure; and, therefore, we return a favorable recommendation to the Historic Preservation Commission and the Common Council .
