AN ORDINANCE AMENDING PORTIONS OF CHAPTER 6 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND ENTITLED "BUILDING" STATEMENT OF PURPOSE AND INTENT: The Electrical Examining Board and the Heating, Air Conditioning and Ventilating Examining Board administer examinations to applicants applying for electrical or mechanical licenses from the City of South Bend. In order to make the examinations more uniform, the Boards have decided to use a national examination. The costs of administering the national examinations will exceed the fee that can be charged to each applicant pursuant to Section 6-23(c) ( 4) and 6-36.2(b) (7) of the South Bend Municipal Code. The increase in the fee amount is necessary to cover the cost of the national examination. The Common Council believes that this increase is in the best interest of the City of South Bend. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA AS FOLLOWS: SECTION I.. Chapter 6, Article 6, Section 6-23(c) of the Municipal Code of the City of South Bend is amended to read as follows: (c) Application. Each applicant shall apply in writing to the Board for a license at least thirty ( 3.0) days before the next scheduled examination date. The application shall include: ( 1) The class of license applied for. (2) The name and place of business of the applicant. ( 3) Letter(s) from former employer(s) or a union to show that the applicant has had not less than four (4) years' (or equivalent) experience in the installation, repair and maintenance of residential, commercial or industrial electrical wiring, apparatus or equipment. ( 4) Payment of a aerty-Bellar-+$287880- Forty Dollar ( $40.00) examination fee; provided, however, that in the event of a specially scheduled examination, the examination fee shall be Fifty-Bel ars-4$58.88} Seventy-Five Dollars ($75.00) . (5) Evidence of the applicant' s age being at least twenty-one ( 21) years. ( 6) A statement of whether or not the applicant has ever been convicted of a misdemeanor or felony, and if so, the crimes convicted of and the dates and places of such convictions. (7) Place and date of graduation from high school or equivalent. SECTION II. Chapter 6, Article 7, Section 6-36.2(b) of the Municipal Code of the City of South Bend is amended to read as follows: (b) Application. Each applicant shall apply in writina to the applicant has had not less than four ( 4) years' or equivalent experience in the installation, repair and maintenance of heating, air conditioning, and ventilating equipment or systems. ( 4) Evidence of the applicant' s age being at least twenty-one (21) years. ( 5) A statement of whether or not the applicant has ever been convicted of a misdemeanor or felony, and if so, the crimes convicted of and the dates and places of such convictions. (6) Place and date of graduation from high school or equivalent. (7) Payment of a Tweaty-Bellar- $28 788} Forty Dollar ($40.00) examination fee; provided, however, that in the event of a specially scheduled examination, the examination fee shall be Fifty-Bellars-t$58 788} Seventy-Five Dollars ($75.00) . (8) Each applicant for a Class B license must present evidence to demonstrate his qualifications for the license. SECTION III. This ordinance shall be in full force and effect from and after its adoption by the Common Council, approval by the Mayor and legal publication. Mathews Director Building Commissioner July 14 , 1989 Mrs. Ann Puzzello, President South Bend Common Council 4th Floor, County-City Building South Bend, Indiana 46601 Re : Amendments to Building Code Dear Ann: The Electrical Examining Board and the Heating , Air Con- ditioning and Ventilating Board administer examinations to applicants who apply for electrical licenses or mechanical licenses from the City of South Bend. These exams are held twice a year. The current ordinance provides that the fee for each examination shall be twenty dollars ($20 . 00) for a regular examination or fifty dollars ($50 . 00) for a specially scheduled examination. Each Board has prepared its own examination to be given and the fees listed in the ordinance were sufficient to cover the costs of administering the examinations . We can obtain a national examination, which would be more uniform, to be administered to applicants . The cost per exam is thirty-five dollars ($35. 00) . It is , therefore , the request of the Building Commissioner and both Boards that the ordinance be amended to increase the fees to be charged to forty dollars ( $40 . 00) for each regular examination and seventy-five dollars ($75 . 00) for each specially scheduled examination.
