ORDINANCE NO. 7994-89
AN ORDINANCE ESTABLISHING A NON-REVERTING NEXT
DOOR NEIGHBOR PROGRAM FUND AND APPROPRIATING
$25,000 FOR THAT PURPOSE.
STATEMENT OF PURPOSE AND INTENT:
The Common Council of the City of South Bend, Indiana, believes
that it is in the best interest of public health, safety and
welfare to establish a non-reverting Next Door Neighbor Program
Fund in order to provide grants to neighborhood groups for the
purpose of funding all or portions of projects designed to
enhance neighborhoods within the City.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL of the City
of South Bend, Indiana as follows:
SECTION I. A separate, non-reverting fund known as the Next
Door Neighbor Program Fund is hereby established for the purpose
of providing grants to various neighborhood groups to be used to
finance all or portions of neighborhood improvement projects.
SECTION II. The maximum grant award to any neighborhood group
for any individual project shall be $1,000.00
SECTION III. Applications for grants shall be made upon forms
supplied by the Mayor' s Office and completed applications shall
be submitted to that office. All applications shall be
available for public inspection in the Mayor's Office.
SECTION IV. The Next Door Neighborhood grant review and
selection committee shall review all applications and made
awards pursuant to criteria established by the committee. The
committee shall consist of nine (9) members, five (5) of whom
shall be appointed by the Mayor and four (4) of whom shall be
appointed by the Common Council. Three of the Mayoral.
appointees shall serve three ( 3 ) year terms and two ( 2) Mayoral
appointees shall serve two ( 2) year terms. Two of the Common
Council appointees shall serve three (3 ) year terms and two of
the Council appointees shall serve two ( 2) year terms.
SECTION V. On or before March 31 of each year, the Mayor shall
submit a written report to the Council which summarizes the
activities funded the previous year, specifies the balance in
the Non-Reverting Next Door Neighborhood Program Fund and
reports on income and expenses of the Stanley Coveleski Stadium
Revenue. In addition, the Mayor shall propose an amount to be
appropriated to the Next Door Neighbor Program Fund for the
following year.
SECTION VI. The sum of Twenty-Five Thousand Dollars
($25,000.00) is hereby appropriated from the Stanley Coveleski
Stadium Revenues in order to fund the Next Door Neighbor Program
Fund established herein.
SECTION VII. This Ordinance shall be in full force and effect
from and after its passage by the Common Council and approval by
the Mayor.

Dear Council Members:
Attached for your consideration and approval is an ordinance
establishing the Next Door Neighbor Program, which will enable
citizens to carry out projects aimed at enhancing their
neighborhoods. Neighborhood groups will have the opportunity to
direct their own projects and involve residents and other segments of
the community in their endeavor.
I appreciate your help in setting up this program, and look
forward to a successful first year.
The $25,000 for this year' s program is available because of
revenue created as a result of community support for the South Bend
White Sox and Coveleski Stadium.
