The funds appropriated in this ordinance will aid in the defraying of costs associated with park improvements and accessibility to all individuals, and home modification services to low income senior citizens. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana as follows: SECTION I. The sum of $400,000 is hereby appropriated within Fund 410 for use as a match towards the recreational project costs of the Potawatomi Park "Fun for All" project, and for the match towards the Aging in Place Home Modification Project with the following distributions: Potawatomi Park Fun for All $122,000 Aging in Place Home Modification $278,000 TOTAL $400,000 SECTION II. GIBNEY EXECUTIVE DIRECTOR The attached ordinance will appropriate monies from Fund 410 for the purpose of supporting the City's partnership with the Community Foundation of St. Joseph County in two ways: the Potawatomi Park "Fun for All" project and the Aging in Place Home Modification Project. The Park prof ect represents a partnership among the City through its Parks & Recreation and Community & Economic Development departments, the Rotary Club of South Bend and The Troyer Group. The recreational project transforms components of the heavily utilized Potawatomi Park complex making it accessible to people of all abilities. A successful Kellogg Foundation grant of over $400,000, plus contributions from an anonymous donor and the Community Foundation join with the City's $122,000 to meet the grant's match requirements. Additional private dollars are being invested for improvements to the Park outside of this grant. The Aging in Place Home Modification Project began in July of 2007 with the Milton Funds for Senior Housing at the Community Foundation and Wells Fargo, each contributing $333,333 for a total of $666,666. Through the expertise of REAL Services Weatherization Department and Aging Services, the program allows activities that include modifications to make a home barrier free and safe. The program targets low income seniors in South Bend, with a special focus on African Americans, and an intent to assist these citizens to remain in their home as long as possible. The program goal is to modify 100 homes at an average cost of $10,000 per home. To date sixty-four (64) homes have been assisted. The City desires to participate as a partner in this program with a contribution of $333,333 and at this time requests an appropriation of $278,000.
