GAMMON October 26 90 Approved and signed by me ig S Mayor ORDINANCE NO. g13 uc10 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA APPROPRIATING FUNDS FROM THE LEAF COLLECTION AND REMOVAL SERVICES OPERATIONAL FUND STATEMENT OF PURPOSE AND INTENT: There is established a non-reverting "Leaf Collection and Removal Services" Operational Fund, the deposits therein to be used for the acquisition of equipment for the collection and removal of fallen leaves ; for the maintenance, operation, upkeep and depreciation of and repair to such equipment; for wages , salaries and benefits of personnel operating such equipment and otherwise performing services related to the removal of leaves throughout the City of South Bend, Indiana and other personnel-related expenses ; for equipment replacement and upkeep to the extent not provided for through depreciation; and for the payment of interest charges on debts and other obligations . The Common Council of the City of South Bend, Indiana has determined that it is in the best interests of the public to implement "Operation Re-Leaf, " that is , the collection and removal of fallen leaves within the City, this fall . In order to do so, the assessment of the approved service charge, the acquisition of the necessary equipment and materials , the hiring of personnel and other necessary activities have already begun or shall soon begin. The Common Council has determined that the money to pay for the cost in 1990 of implementing "Operation Re-Leaf" shall be appropriated from the "Leaf Collection and Removal Services" Operational Fund established for this purpose. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS : Section I . The amount of $49 , 211 shall be and hereby is appropriated in 1990 and ordered set apart out of the indicated accounts within the "Leaf Collection and Removal Services" Operational Fund, for the indicated costs of implementing the leaf collection and removal activities of "Operation Re-Leaf: " ACCOUNT AMOUNT 655 . 000 . 23 . 04120 . 00 Salaries & Wages (Temporary) $ 27 ,000 655 . 000 . 23 . 04148. 00 Fica 2 , 066 655 . 000 . 23 . 04255 . 00 Other Materials 3 , 145 655 . 000 . 23 . 04363 . 00 Equipment Repair 5 , 000 655 . 000 . 23 . 04429 . 00 Other Equipment 12 , 000 TOTAL EXPENSE $ 49 , 211 Section II . The purpose of the appropriation is to fund the necessary expenses for the leaf pick-up beginning in late October. The total necessary appropriation is $49, 211 . The projected revenues through the end of the year show that these monies will be available. The 12/31/90 estimated cash balance should be up some $11,000 over last year. The updated 5 year projection will be presented at our meeting concerning this ordinance. Your favorable consideration of this proposed ordinance is requested.
