AN ORDINANCE TRANSFERRING MONIES FROM VARIOUS
ACCOUNTS TO VARIOUS ACCOUNTS WITHIN THE
CONTROLLER'S DEPARTMENT AND POLICE DEPARTMENT
IN THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA
FOR THE YEAR 1990
STATEMENT OF PURPOSE AND INTENT:
Unforseen conditions have developed since the adoption of
existing budgets which necessitate the transfer of funds to certain
accounts of the Controller' s Department and Police Department from
adequate surpluses which are available and not presently needed
within other accounts within the same department.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana as follows:
SECTION I : That the following accounts be adjusted as
described below:
GENERAL FUND
Controller
Increase the following accounts:
4360.00 Building &Structural Repair $ 55,150.00
4427.00 Motor Equipment $150,000.00
4429. 00 Other Equipment 94,850.00
TOTAL $300,000.00
Decrease the following account:
4147 . 00 Insurance $300,000.00
TOTAL $300,000.00
Police
Increase the following account:
4429.00 Other Equipment $ 37 ,711.00
TOTAL $ 37,711.00
Decrease the following account:
4431.00 Radio Equipment $ 37,711.00
TOTAL $ 37,711.00
SECTION II : This Ordinance shall be in full force and effect
from and after its passage and approval by the Mayor.

Dear President Zakrzewski:
Attached please find for Council review and approval, an
Ordinance increasing and reducing appropriations in the General
Fund. The primary purpose of this appropriation is to replace
captial equipment expenditures in the General Fund which were
cut during the budget process last year and reducing the
insurance account which can now be projected to require less
funding.
The reduction in the insurance account is the result of
lower projected costs of the new insurance plan which was
implemented effective March 1 of this year. As you may recall,
we have increased the deductible to $500.00 per family and
changed the co-pay factor from 90%/10% to 80%/20% for most
employees.
We anticipate making additional transfers in the General
Fund as well as other funds towards the end of the year. I look
forward to discussing this Ordinance with the Council.
