Review of Henry Davis Jr.'s Complaint against Dr. Fred Ferlic
The Council Rules Committee was called to order by President Dieter with two items
posted for discussion.
The first was the annual President's Report which Dieter announced would be continued
and presented at a future meeting after the budget process was completed.
The second item was an update on two open complaints filed by Councilmember Henry
Davis. Mr. Davis' complaint against fellow Councilmember Dr. Fred Ferlic was
investigated by Council Attorney Kathy Cekanski-Farrand and by the City's Legal
Department. Kathy,provided a written report of the investigation(attached) explaining
the findings found the complaint required no further action by the Council. While the
complaint was serious,the surrounding facts were insufficient to proceed. The report
was accepted by both Councilmembers Henry Davis Jr., and Dr. Fred Ferlic.
The other pending complaint filed by Henry Davis against Chief Hurley had been
referred to the City's Legal Department; but an opinion had yet to be filed. The Council
asked the Council Attorney to request a report from the City.
There being no further business to come before the committee at this time, Chairperson
