REGULAR MEETING

The July 18, 2012 Regular Meeting of the Redevelopment Authority was called to order at
10:30 a.m. by its Vice - President, Carolyn Pfotenhauer. There was a quorum present.
1. ROLL CALL

2. APPROVAL OF MINUTES
a. Approval of the minutes of April 25, 2012
Upon a motion by Jose Alvarez, seconded by Carolyn Pfotenhauer, the Authority
approved the Minutes of the Regular Meeting of April 25, 2011.
3. NEW BUSINESS
a. Authority approval of Certificate of Insurance and Tax Liability for Erskine
Village Project
Upon a motion by Mr. Alvarez, seconded by Ms. Pfotenhauer the Authority
approved the Certificate of Insurance and Tax Liability for Erskine Village
Project.
b. Authority approval of Certificate of Annual Financial Disclosure for Erskine
Village Bond Series 2005
Upon a motion by Mr. Alvarez, seconded by Ms. Pfotenhauer the Authority
approved the Certificate of Annual Financial Disclosure for Erskine Village Bond
Series 2005.
C. Authority approval of Certificate of Insurance and Tax Liability for Century
Center Bond of 2008 Project and Eddy Street Commons Bond of 2008 Project

Upon a motion by Mr. Alvarez, seconded by Ms. Pfotenhauer the Authority
approved the Certificate of Insurance and Tax Liability for Century Center Bond
of 2008 Project and Eddy Street Commons Bond of 2008 Project.
d. Authority approval of Resolution No. 177 authorizing the transfer of real property
to the South Bend Redevelopment Commission
Mr. Relos said last year the Authority approved transferring all HDC houses to the
Redevelopment Commission so they could be taken through the disposition
process. In doing that two vacant lots were discovered that also need to be sold.
They could be sold to the those who purchase the neighboring HDC houses.
Mr. Alvarez asked about the prospective buyer that was interested in some of the
homes last year. Last year the Authority members asked that the houses be sold to
people who would want to live in them. Mr. Relos said that is the preferred way.
Ms. Pfotenhauer said they had made a recommendation about that. Mr. Inks said
we had sold a number of the properties. Mr. Relos said there is one that is
outstanding right now. Mr. Relos said Mr. Sikora took five of them through the
IL disposition process. Three were sold to Gil Michel who lives in the neighborhood.
He is going to move his mother into one of the houses. Mr. Relos said Gil has
lived in the neighborhood a long time and is head of the neighborhood
association. Ms. Photenhauer asked how many properties were involved. Mr.
Relos said there are twelve all together that have to go through the disposition
process before they can be sold and five have gone through the process. The seven
along Lincolnway had to have the land replatted because some of the houses were
actually over the property lines. Mike Danch plotted a minor subdivision and
straightened out the property lines.
Upon a motion by Ms. Pfotenhauer, seconded by Mr. Alvarez the Authority
approved Resolution No. 177 authorizing the transfer of real property to the South
Bend Redevelopment Commission.

5. ADJOURNMENT
There being no further business to come before the Redevelopment Authority the meeting
was adjourned at 10:48 a.m.
