SOUTH BEND REDEVELOPMENT AUTHORITY
SPECIAL MEETING
January 16, 2012 1200 County -City Building
2:06 p.m. 227 West Jefferson Boulevard

The January 16, 2012 Special Meeting of the Redevelopment Authority was called to order at
2:06 p.m. by its President, Raphael Thomas. There was a quorum present.
1. ROLL CALL
Members Present: Mr. Raphael Thomas, President
Ms. Carolyn V. Pfotenhauer, Vice President
Mr. Jose Alvarez, Secretary
Redevelopment Staff: Mr. Donald Inks, Director of Economic Development
Mrs. Cheryl Phipps, Recording Secretary
Mr. David Relos, Economic Development Specialist
Mr. Lawrence Meteiver, Legal Counsel
2. APPROVAL OF MINUTES
a. Approval of the minutes of December 21, 2011
Mr. Thomas noted that under New Business it states "...Gil Michel, is interesting
in purchasing" interesting should read "interested ". He also would like the
property addresses listed in the minutes. Ms. Pfotenhauer also noted that Mr.
Sikora was not listed in those attending the meeting and he should be listed.
Upon a motion by Ray Thomas, seconded by Carolyn Pfotenhauer, the Authority
approved the Minutes of the Regular Meeting of December 21, 2011 as amended
with those corrections.
3. New Business
a. Redevelopment Authority approval of Resolution No. 176 authorizing the transfer
of real property to the South Bend Redevelopment Commission
Mr. Larry Meteiver said he and Dave Relos are both here to explain. Back in the
1990s, the Authority took title to a number of properties for a redevelopment
project, which didn't go forward for some reason. They are asking that those
properties now be transferred to the Redevelopment Commission for disposition.
Mr. Relos said the properties were HDC houses. Mr. Relos believes there was a
lease between the Authority and the Commission for the houses, and a bond
issued to do work in the downtown and to acquire the houses. HDC wants to
dispose of the properties so they will need to be transferred to the Commission to

enable them to be sold.
Ms. Pfotenhauer asked if we were sure that we would not want these properties in
the future. At the last meeting she made a recommendation that if the properties
are sold that they are sold with the agreement that the property owners will have
to maintain some standards of upkeep for the properties. If someone purchases the
properties and doesn't maintain them well that would reflect badly on our
department and the City. Mr. Relos said we are looking to have them owner
occupied. The ones we sold to Gil Michel are next to his house so he lives in the
neighborhood. He is a part of the neighborhood organization, has kept his house
up, has no code violations and is current on his taxes.
Ms. Pfotenhauer said she could see that we were screening those who desire to
purchase the homes but would like to see standards in writing that people will
need to abide by. Mr. Alvarez said he strongly agreed —if it isn't in writing it isn't
going to happen. Perhaps restrictions of what they can and cannot do to the
property.
Upon a motion by Ms. Pfotenhauer, seconded by Mr. Alvarez, the Authority
unanimously approved Resolution No. 176 authorizing the transfer of real
property to the South Bend Redevelopment Commission.
4. NEXT MEETING DATE: February 1, 2012
5. ADJOURNMENT
Mr. Alvarez asked for a list of all Redevelopment Authority owned properties. Mr. Inks
said he will supply that to each of the members via email.
There being no further business to come before the Redevelopment Authority the meeting
was adjourned at 2:12 p.m.
