AGREE ON PAY AND BENEFITS PACKAGE
SOUTH BEND—The South Bend Common Council approved a pay and benefits
package Monday night for the sworn officers of the South Bend Police Department for
calendar years 2013 and 2014.
"I would like to applaud the efforts of the South Bend Common Council, especially the
lead negotiators Karen White and Tim Scott, and Council Attorney Kathy Cekanski-
Farrand, for working with City Controller Mark Neal and the Board of Public Safety's
designated negotiator,Edward Sullivan," said Mayor Pete Buttigieg. "They all worked
hard, along with the FOP and President Steve Noonan, to put together a package that is
good for officers and good for the City."
"The FOP membership approved the proposal by an overwhelming margin. We felt it
was a very fair package," said Noonan, president of FOP #36. "We appreciate
the openness and cooperation we were shown by the City Administration and Common
Council in addressing issues we felt important to our membership."
The package provides a pay increase of 2.5 percent for each year, in addition to
incentives for officers who live in the city. Specialty pays were also addressed,
specifically the pays for uniformed crime scene technicians, certified meth lab
technicians, and officers who meet the department's standards to speak Spanish, to
communicate with an increasing demographic of residents in the community. The
package works within the fiscal constraints of the proposed city budget, which will be
under consideration over the next week.
