AN ORDINANCE APPROPRIATING $2,741,479 FROM THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING
THE EXPENSES OF THE DEPARTMENT OF ECONOMIC DEVELOPMENT OF
THE CITY OF SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE
AGENCTRS FOR THE PROGRAM YEAR BEGINNING JANUARY 1, 1991
TO BE ADMINISTERED THROUGH THE DEPARTMENT OF ECONOMIC DEVELOPMENT.
Statement of Purpose and Intent:
The government of the City of South Bend, in partnership with the City's
private sector and residents, is committed to the goal of improving the
"quality of life" in the City, its neighborhoods, and for its residents. As
part of this commitment to a comprehensive community development and
improvement program, the City of South Bend through its Department of Economic
Development will apply for and anticipates receiving on or about January 1,
1991, the approval of the United States Department of Housing and Urban
Development to expend $2,741,479.00 in the execution of certain housing
rehabilitation/assistance, code development, public service, and general
program planning and development activities. In order to implement the
aforementioned activities, funds are required.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana, as follows:
SECTION I. The sum of $2,741,479.00 is hereby appropriated for the program
year starting January 1, 1991, from the City of South Bend's Community
Development Block Grant Fund (Program Year 1991) . The appropriation shall be
used as approved by the United States Department of Housing and Urban
Development under Title Twenty-four (24) of the Code of Federal Regulations,
Part Five Hundred and Seventy (570) for the Community Development Program Year
1991. This appropriation shall be administered by the Department of Economic
Development and its designated subgranteec and will be distributed as set forth
below:

SECTION II. No costs will be incurred or funds expended for any of the
activities addressed in this ordinance prior to completion and subsequent
certification of the Environmental Review Process specified under Title
Twenty-four (24) of the Code of Federal Regulations, Part Fifty-eight (58) and
an official release of funds received from the United States Department of
Housing and Urban Development.
SECTION III. This Ordinance shall be in full force and effect from and
after its passage by the Common Council and approval by the Mayor.

The attached bill for your consideration and approval will
appropriate the anticipated $2,741,479 in 1991 CDBG entitlement and
program income in accordance with our 1991 Community Development
Block Grant application. The Proposed Statement was published in
the South Bend Tribune on October 6, 1990. Comments were taken
until October 22, 1990 and considered in developing the Final
Statement.
