F/ I-9 / AN ORDINANCE APPROPRIATING $581,100 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE DEPARTMENT OF ECONOMIC DEVELOPMENT OF THE CITY OF SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE AGENCIES FOR THE PROGRAM YEAR BEGINNING JANUARY 1, 1991 TO BE AIMaNISTERED THROUGH THE DEPART OF ECONOMIC DEVELOPMENT. Statement of Purpose and Intent: The government of the City of South Bend, in partnership with the City's private sector and residents, is committed to the goal of improving the "quality of life" in the City, its neighborhoods, and for its residents. As part of this commitment to a comprehensive community development and improvement program, the City of South Bend through its Department of Economic Development will apply for and anticipates receiving on or about January 1, 1991, the approval of the United States Department of Housing and Urban Development to expend an additional $581,100 in the execution of certain housing rehabilitation/assistance, code development, public service, and general program planning and development activities. In order to implement the aforementioned activities, funds are required. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $581,100 is hereby appropriated for the program year starting January 1, 1991, from the City of South Bend's Community Development Block Grant Fund (Program Year 1991) . The appropriation shall be used as approved by the United States Department of Housing and Urban Development under Title Twenty-four (24) of the Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1991. This appropriation shall be administered by the Department of Economic Development and its designated subgrantees and will be distributed as set forth below: B-91-MC-18-0011 Community Development Program Purpose Project No. Amount West Washington Housing Fund CD91-102B $274,000 Housing Rehab Fund - Monroe Park CD91-102C 75,000 Emergency Repair CD91-107 70,000 Christmas in April CD91-109 7,100 West Washington Public Works CD91-301 100,000 Human Rights Activities CD91-511 20,000 Human Resource Equity Fund CD91-512 35.000 TOTAL $581,100 SECTION II. No costs will be incurred or funds expended for any of the activities addressed in this ordinance prior to completion and subsequent certification of the Environmental Review Process specified under Title Twenty-four (24) of the Code of Federal Regulations, Part Fifty-eight (58) and an official release of funds received from the United States Department of Housing and Urban Development. SECTION III. This bill will appropriate the monies into the following projects: 1) $75,000 for the final phase of the improvement of housing in the Monroe Park neighborhood. 2) $274,000 for the improvement of housing in the West Washington neighborhood. 3) $100,000 for public improvements in the West Washington neighborhood. 4) $70,000 for the Emergency Repair program. 5) $20,000 for Human Rights activities. 6) $35,000 for establishment of a Human Resource Equity Fund to assist low/moderate income people to became self-sufficient. 7) $7,100 for additional repairs to the homes in the 1991 Christmas in April effort.
