DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S EMERGENCY SHELTER GRANTS PROGRAM STATEMENT OF PURPOSE AND INTENT: In order to deliver services to homeless individuals within our community, the City of South Bend received funds from the U. S. Department of Housing and Urban Development for the delivery of such services through the Council of Providers of Services to the Homeless (CoPOSH) , the Youth Service Bureau of St. Joseph County, Inc. , the YWCA of St. Joseph County, the City of South Bend Bureau of Housing and the St. Joseph County AIDS Task Force. The funds appropriated in this ordinance will aid in defraying the cost of operating shelters and provide some assistance in homeless prevention. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana: Section I . The sum of $65, 000 . 00 is hereby appropriated and allocated among accounts as set forth below: PROJECT NO. Kolata Executive Director Deputy Executive Director June 19, 1991 Donald Niezgodski President Common Council City of South Bend 4th Floor County-City Building South Bend, Indiana 46601 Attention: Members of the Common Council Dear Mr. Niezgodski: The City of South Bend has received funds through the Emergency Shelter Grants Program which is administered by the U. S. Department of Housing and Urban Development. These funds will be used to provide services to the homeless, to abused women, to youth at risk, and to homeless AIDS victims in the South Bend area. The funds will be used to defray part of the cost of operating the Center for the Homeless, the YWCA' s Women' s Shelter Program, the Youth Service Bureau' s Safe Station and the Care Coordination Program of the St. Joseph County AIDS Task Force. A small portion will also be available for homeless prevention. Your approval of the attached revised ordinance is requested. Should you have any questions, I would be pleased to answer them.
