The June 13, 2005 meeting of the Parks, Arts, Recreation and Culture (PARC)
Committee was called to order by its Chairperson, Council Member Derek D. Dieter at 4:50 p.m.
in the Council Informal Meeting Room.
Persons in attendance included Council Members Pfeifer, Kelly, Puzzello, Dieter;
Varner, Kuspa, White and Rouse; City Clerk John Voorde, Bill Carleton, Rita Kopola, Martha
Lewis, Tedd Schaffer and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Dieter called for a presentation on Substitute Bill No. which would
approve and authorize the execution of a lease addendum for the construction of an addition to
O'Brien Recreation Center.
Bill Carleton, Fiscal Office for the Department of Parks and Recreation made the
presentation. He noted that the lease would not exceed six (6) years with semi-annual lease
payments of$105,000.
In response to a question from Council Member Dieter, Mr. Carleton stated that the
member should double,with current membership being 800.
Dr. Varner inquired about a general obligation clause, and if that was not addressed
whether COIT monies would be involved. Mr. Carleton stated that Mr. Rompola would be able
to address that concern this evening.
Council Member White inquired whether this proposed expansion is addressed in the
master plan. Mr. Carleton stated that it was not, however that they are currently negotiating this
topic.
Council Member Puzzello made a motion, seconded by Council Member Kelly that
Substitute Bill No./31-05 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, Council Member Dieter
adjourned the meeting at 4:55 p.m.
