2005 South Bend Common Council
The October 10 2005 meeting of the Personnel and Finance Committee was called to order by its
Chairperson, Council Member Roland Kelly at 4:21 p.m. in the Council Informal Meeting
Room.
Persons in attendance included Council Members Puzzello, Kirsits, Rouse, Pfeifer, Varner,
Kuspa, and Kelly; Mayor Stephen Luecke, Public Works Director Gary Gilot, Sharon Kendall,
Mrs. Kopola, City Attorney Charles Leone, City Controller M. Catherine Fanello, Pam Meyer,
Martha Lewis, City Clerk John Voorde, Jamie Loo of the South Bend Tribune and Kathleen
Cekanski-Farrand,Council Attorney.
Council Member Kelly called for a presentation on Bill No. 71-05 which would appropriate
$324,956 received from the US Department of Justice for the Weed and Seed Program.
Pamela C. Meyer,Director of Community Development, made the presentation. She noted that
the appropriation involves two (2) grants, namely $224,956 which is the 3rd year for this grant
and$100,000 which is a supplemental grant award.
Dr. Varner made a motion, seconded by Council Member Kuspa that Bill No. 71-05 be
recommended favorably to Council. The motion passed.
Council Member Kelly then called for a presentation on Bill No. 56-05 which would set the
2006 salaries for the Mayor and City Clerk.
M. Catherine Fanello, City Controller, made the presentation. She noted that both positions are
proposed to receive a 2%increase for next year.
Dr. Varner made a motion, seconded by Council Member Kuspa that Bill No. 56-05 be
recommended favorably to Council. The motion passed.
Under miscellaneous business, Public Works Director Gary Gilot provided an informational
packet entitled"Clean River Healthy Neighborhoods" (copy attached). He noted that in light of
the three (3) bills scheduled to have first reading this evening which are rate related ($ .80
increase for solid waste and $ .99 increase for project Releaf) that this information would give
needed background data.
Dr. Varner voiced concern that the Administration has portrayed the increases as being needed in
order to avoid fines from the EPA. Dr. Varner also suggested that additional informational
sessions would be necessary in order for the general public to have the opportunity to hear the
proposals from the Administration.
Mr. Gilot stated that the increases are necessary in order to address the consent decree with EPA
and IDEM. The new version of rate increases are proposed as being across the board.

Following discussion it was agreed that Council Member Kirsits, as Chairperson of the Utilities
Committee would hold a Utilities Committee meeting on Monday, October 24th for at least 30
minutes to hear an overview of all three (3) bills. Mr. Gilot would also address the Council
under"Reports of City Offices" at the October 24th Council Meeting. All three (3) bills would
be set for 2d readings and public hearings on November 14th with 3rd reading taking place on
November 28th.
There being no further business to come before the Committee, Council Member Kelly
adjourned the meeting at 4:40 p.m.
