Printed Name and Title SPECIFICATIONS FOR A 2020 OR NEWER VACUUM AIR STREET SWEEPER It is the intent of these specifications to describe a vacuum air dual sweep street sweeper on a conventional cab and chassis with dual steering. The unit shall be bid as a compete unit, no split or partial bids will be accepted. Units bid shall have been manufactured in the USA. Units to be bid with and without trade-ins. Vendor to complete bid proposal, trade-in, and nondiscrimination commitment contained in this bid specification and attach to the submitted bid. These specifications are the minimum scope of the technology and performance needed for the City of South Bend Street Sweeping Program. A responsive bidder must provide a sweeper that meets the criteria of this specification. Vendor shall provide all information requested in specifications to qualify for the bid. Vendor shall indicate YES or NO for each area of the specification. Any exceptions to the following specifications must be noted on a separate sheet and attached to the bid in order for the bid to be valid. Blower: Bidder will list type of blower to be furnished, how it O / NO will be driven, and what are the advantages of the type bid. Blower impeller shall be 31 inches in diameter minimum constructed of Hardox 500 or equal steel and balanced within 1.5 grams. Blower housing to be lined 10 gauge anti -abrasion steel with inspection ports. The purchaser has demonstrated various types of vacuum sweepers and has determined that a minimum impeller fan speed of 3,400 RPM is required to effectively convey the vast majority of sweepings into the debris hopper. State engine RPM required to generate an impeller fan speed of 4,000 RPM and 20,000 CFM. Impeller exhaust port is to be sealed and air is to be exhausted horizontally through a sound suppressed roof tunnel vent. Blower drive system: To permit long life and lower cost of operation, the entire blower shall be guaranteed for 5 years. Warranty shall include all components between the engine flywheel and the blower. Warranty shall cover all components, including normal wear items, such as, but not limited to, belts, pulleys, bearings, shafts, " fluid couplings, clutches, seals, etc. Warranty shall include all parts and labor for a period of 5 years. Manufacturer shall be financially responsible for all repairs, parts and labor. No pro -rating of hour limitations acceptable. System to include a self purging air dryer/ 5 micron filter. All Air lines to be marked for identification. Air system to have DOT approved push lock fittings. Hydraulic Two stage gear driven pump having proper flow and PSI ES/ NO System: to operate all sweeping functions and hopper operation. 20 gallon minimum tank equipped with exterior sight gauge, temperature indicator, (2) spin on filters, shut off valves for filter changing, "O" ring type high pressure fittings, quick disconnect pressure check ports, and a oil to air radiator type oil cooler. No hydraulic lines to run into or through the cab. The body raise/lower shall be powered off the auxiliary. An electric over hydraulic back up system shall be furnished in the event the auxiliary engine does not start. The single hydraulic reservoir shall supply oil to both sweeper and chassis systems to defray cost of extra tank, oil, filters, etc. Component Unit to include a weather proof component locker with ES / NO Locker keyed lock. This locker is to house all electrical, hydraulic and air solenoids and controls. System test ports and overrides to be included and housed in this locker. Each system shall have LED status indicators, all wiring to be color coded and numbered. Sweep Path: Bidder to list sweep path minimum with suction nozzle YES only up to maximum of simultaneous, both gutter brooms, both nozzles, and center main broom. Dust Separator: A centrifugal dust separator shall be supplied inside the LES) NO hopper to remove dirt from the air stream. The separator shall have a clean out door that is self opening when the debris hopper is raised allowing automatic discharge of the separator without any manual or mechanical means required by the operator. The nozzles shall extend a minimum of 15 inches and be capable of being deployed concurrently for simultaneous sweeping. Full Width Sweeper to include a second set of nozzles to provide a YES / O Vacuum Nozzle minimum of 8 feet wide pure vacuum sweeping path. Regenerative type hoods are not acceptable. These nozzles shall be of the same construction and operation as the standard nozzles including internal water jets. All nozzles to use quick disconnect type connections for ease of conversion. Conversion of nozzles to take no longer than 60 minutes. Water System: Frame mounted rust proof polyethylene or equal 330 ES NO gallon minimum capacity tank. A 25 foot minimum hydrant, fill hose and hydrant wrench shall be supplied in a storage rack. To permit longer life and a lower cost of operation, the sweeper's water tank shall carry a lifetime warranty as long as the customer owns the sweeper.
