HomeMy WebLinkAbout03-28-05 Health & Public Safety t � Health and Public Safety Committee 2005 South Bend Common Council The March 28, 2005 meeting of the Health and Public Safety Committee was called to order at 4:55 p.m. by its Chairperson, Council Member Karen L. White, in the Council's Informal Meeting Room. Persons in attendance included: Council Members Pnzzello, Varner, Rouse, Kirsits, Kelly, Kuspa and White; Sharon Kendall, Executive Director of the Department of Community and Economic Development, Public Works Director Gary Gilot, South Bend Fire Department Battalion Chief of Special Operations Greg Metzger and Kathleen Cekanski-Farrand, Council Attorney. Council Member White noted that the Committee members include Council Members Rouse, Varner,Kuspa and herself. Council Member White then called for a presentation on Bill No. 16-05 which would appropriate $23,380 from River Rescue Fund No. 291 to train personnel and purchase equipment. South Bend Fire Department Battalion Chief of Special Operations Greg Metzger made the presentation. He noted that the River Rescue School began in the early 1980's. This is a non-taxpayer based fund. The revenues are generated by the River Rescue Instructors teaching a minimum of two (2) 40-hour classes annually to public safety officers who come from throughout the United States. This year there will be a 3rd school for the sole use of the N'EMA US Task Force Team which has its headquarters in Marion County,Indiana. Dr. Varner made a motion, seconded by Council Member Kuspa that Bill No. 16-05 be recommended favorably to Council. The motion passed. Council Member White then called for a presentation on Bill No. 17-05 which would appropriate $22,253.30 from Haz-Mat Fund No. 289 to purchase various new equipment. Battalion Chief of Special Operations Greg Metzger made the presentation. He noted that this fund is also a non-taxpayer based fund. It will purchase various equipment needed for the haz-mat team as indicated on the attachment to the Bill. Council Member Puzzello inquired about the MDT and the basket stretcher. Battalion Chief Metzger stated that that refers to the Mobile Data Terminals which are essential lap top computers. The basket stretchers are people movers. Council Member Rouse made a motion, seconded by Council Member Kuspa that Bill No. 17-05 be recommended favorably to Council. March 28,2005 Health and Public Safety Committee of the 2005 South Bend Common Council -page 1- The Council Attorney noted that in further reviewing Bill No. 16-05 that the title of the Bill calls for an appropriation of$23,380, while the body of the ordinance calls for an amount of $23,280. Battalion Chief Metzger stated that he has substitute Bills for both Bill No. 16-05 and Bill No. 17-05 and then presented them to the Council Attorney. He noted that the proper amount for Bill No. 16-05 is$23,280 and for Bill No. 17-05 the proper amount is$22,253.30. In response to a question from Council Member White,the Council Attorney noted that the Bills were properly advertised and since the larger amount was advertised that the Council could take final action this evening on the Bills. She added that it was the call of the Chairperson whether another motion was needed, since the Committee uses more relaxed rules of procedure. Council Member White stated that the two (2) Bills as substituted will be favorably recommended to the Council. There being no further business to come before the Committee, Council Member White adjourned the Committee meeting at 5:00 p.m. Rest ctfully stted , Council Member Karen L.
