HomeMy WebLinkAbout08-22-05 Community & Economic Development Community and Economic Development Committee 2005 South Bend Common Council The August 22, 2005, meeting of the Community and Economic Development Committee was called to order by its Chairperson, Council Member Ann Puzzello at 4:30 p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members Pfeifer, Piizzello, Kelly, Kuspa, Varner, Kirsits, and Rouse; Citizen Member Martha Lewis, Mrs. Kopola, members of the Fire Negotiating Team,Bob Mathia, William Purcell, Bernie Feeney, Brian Goodrich, Andy Laurent, Larry Magliozzi, George Adler, City Clerk John Voorde and Kathleen Cekanski-Farrand, Council Attorney. Council Member Puzzello noted that the committee consists of Citizen Member Martha Lewis, Council Members Kuspa,Kelly,Kirsits and herself Council Member Puzzello called for a presentation on Bill No. 05-105 which is a five (5) year residential real property tax abatement request of William J. and Angela Appleby Purcell for the property located at 920 Notre Dame Avenue. Bob Mathia stated that he was present for Tedd Schaffer and noted that Tedd had prepared a report dated August 2,2005 (copy attached). He then introduced William Purcell. Mr. Purcell stated that he left the city approximately ten (10) years ago to work in Chicago for Cardinal George and then moved to Granger. He desires to move to South Bend and have a home constructed for his family at 920 Notre Dame Avenue which will have a value of approximately $300,000. He added that he would again like to become involved with the Northeast Neighborhood Association. since he believes it is one of the best integrated neighborhoods in the city. Council Member Kelly made a motion, seconded by Citizen Member Lewis that Bill No. 05-105 be recommended favorably to Council. The motion passed. Council Member Puzzello then called for a presentation on Bill No. 05-106 which is a five (5) year residential real property tax abatement for Cleland Builders, Inc. for lots numbers 16 through 42 and 62 through 72 of the Jade Crossing Subdivision, Section Four. Bob Mathia of the Department of Community and Economic Development stated that Tedd Schaffer had prepared a report dated August 16, 2005 on the project (copy attached) and then introduced Bernie Feeney to the Committee. J. Bernard Feeney, of Lang, Feeney & Associates, Inc. with offices located at 715 South Michigan Street made the presentation on behalf of Lance J. Cleland of Cleland Builders, Inc. He provided copies of a preliminary site plan to the Committee (copy attached). He stated that this project is located south of Brick Road between Portage and the US 31 Bypass. Cleland Builders, Inc. propose to construct thirty-eight (38) stick built homes, each having an average value of$158,158 for a total project cost of$6,010,000. He then introduced Brian Goodrich of August 22,2005 Community and Economic Development Committee Meeting Minutes -page 1- , his company who would be making the formal presentation at this evening's Common Council meeting. Council Member Kelly made a motion, seconded by Council Member Kirsits that Bill No. 05-106 be recommended favorably to Council. The motion passed. In response to a question from the Council Attorney,Mr. Feeney stated that he would make sure that Bob Stephens files the necessary documents with the Office of the City Clerk on the developers stationery in order to properly comply with the new regulations addressing residential tax abatement for multiple parcel developers for the Woodhaven Subdivision. Council Member Puzzello then called for a presentation on Bill No. 05-107 which would authorize the Mayor to submit an application to the US Department of Housing and Urban Development for an economic development initiative grant. Andy Laurent of the Department of Community & Economic Development made the presentation. He noted that yearly HUD makes grants which are announced by their Congressional representative. The $248,000 grant would be used for the South Bend Stamping Plant. Council Member Kelly made a motion, seconded by Citizen Member Lewis that Bill No. 05-107 be recommended favorably to Council. The motion passed. Mr. Laurent then presented a letter dated August 22, 2005 (original attached)requesting that Bill No. 05-108 be withdrawn from further Council consideration. He noted that if the grant application for$2 million would be submitted by the Administration,that it might jeopardize the City's $10 million request. Council Member Kelly made a motion, seconded by Council Member Kirsits to recommend that Bill No. 05-108 be struck from this evening's Council agenda, at the request of the Administration. The motion passed. Larry Magliozzi of the Department of Community & Economic Development then gave a brief update on City Plan. He noted that the project has been ongoing for 1 1/2 years and has had three (3) basic phases: vision sessions; Civic Alliance and City Plan Phase II Community meetings. The City Plan Phase II draft would be available to the public in March of 2006, and then would go to the Area Plan Commission for resolution action and to the Common Council for resolution action in June 2006. Implementation would begin thereafter. In response to a question from Council Member Puzzello, Mr. Magliozzi stated that once the Civic Alliance has completed their job that they will be disbanded. In response to a question from Council Member Rouse, Mr. Magliozzi noted that about 2% of the Civic Alliance membership lives outside of the city limits. Mr. Magliozzi stated that he would be back on October 24th and November 8th with more updates. Mr. Magliozzi stated that he would like the Council to carefully review the draft documents previously presented to the Council so that he can answer any questions which the Council may have.
