DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S EMERGENCY SHELTER GRANTS PROGRAM STATEMENT OF PURPOSE AND INTENT: In order to deliver services to homeless individuals within our community, the City of South Bend received funds from the U. S. Department of Housing and Urban Development for the delivery of such services through various subgrantees. The funds appropriated in this ordinance will aid in defraying the costs of shelter operation and maintenance and in providing essential services and assistance in homeless prevention. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana: Section I. The sum of $64, 000. 00 is hereby appropriated and allocated among accounts as set forth below: PROJECT NO. DESCRIPTION AMOUNT ES 92-1 Center for the Homeless, Inc. $27, 000 ES 92-2 Dismas of Michiana 5, 000 ES 92-3 Housing Development Corp. 9, 700 of St. Joseph County, Inc. ES 92-4 Indiana Health Centers, Inc. 2 , 000 ES 92-5 St. Joseph County AIDS Task Force 6, 000 ES 92-6 Youth Service Bureau of 11, 100 St. Joseph County Administrative Costs 3 ,200 Total: $64, 000 Section II. No costs will be incurred or funds expended for any of the programs addressed in this ordinance prior to completion and subsequent certification of the Environmental Review Process specified in Title Twenty-four (24) Part Fifty Eight (58) of the Code of Federal Regulations, containing the Environmental Review Procedures for the Emergency Shelter Grants Program, and the receipt of an official release of funds from the U.S. Department of Housing and Urban Development. Section III. This ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. / s _ _ .
