B-1645 and SW-237 a Closure/Post Closure Plan for Biosolids Lagoon No. 4 located at the Organic Resource Facility was submitted and approved by IDEM. This plan includes requirements for groundwater monitoring. As part of required monitoring, exceedances of the Groundwater Protection Standard for nitrate have been found. Recent geological work at the facility resulted in a re- interpretation of groundwater flow for the facility. (KERAMIDA) has prepared this proposal and cost estimate to perform a groundwater investigation to assess the source of the nitrate Groundwater Protection Standard (GWPS) exceedances in MW-13 and MW-14 at the Organic Resources Facility's closed biosolids landfill, located at 4340 Trade Drive in South Bend, Indiana. Details of the work to be performed are presented in the following sections. BACKGROUND There is an ongoing groundwater monitoring and statistical analyses program at the Organic Resources Facility's closed biosolids landfill at 4340 Trade Drive in South Bend, Indiana. Monitoring Well (MW) MW- 13, reported nitrate levels exceeding the site -specific GWPS. In an effort to establish the nature and extent of the nitrate exceedance, a hydrogeologic investigation was performed in June 2020. The results of the June 2020 investigation indicated MW-13 and newly installed MW-14 to the north are monitoring the St. Joseph Aquifer. Based on this interpretation and the placement of MW-13 and MW-14 in the St. Joseph Aquifer, the source of the nitrate detected in MW-13 and MW-14 would be to the west. In correspondence dated September 3, 2020, the Indiana Department of Environmental Management (IDEM) requested that the Biosolids facility be evaluated as the source of the nitrate exceedances occurring in MW-13 and MW-14. IDEM also requested an evaluation of monitoring the past exceedances that occurred in MW- 5R. The second semiannual 2020 groundwater sampling event is scheduled in October and will be performed by the City of South Bend. The proposed scope of work outlined in the following sections is designed to address the IDEM comments and resolve the issue regarding the source of the nitrate exceedances occurring in MW-13 and MW-14. SCOPE OF WORK The proposed scope of work is designed to maximize the collection of groundwater quality data to resolve concerns expressed by IDEM and minimize any subsequent monitoring well installations. NY » LOS ANGELES, CA • SACRAMENTO, CA Ms. Andrea Alexander September 24, 2020 KERAMIDA Proposal No. P240SOR Task 1: Prenaration of InvestiLyation Work Plan KERAMIDA will prepare an Investigation Work Plan (IWP) outlining the proposed investigation methodology and sampling and analytical protocols to assess the source(s) of nitrate occurring at MW-13 and MW-14 at the Organic Resources Facility. The IWP will include a preliminary Site Map identifying proposed investigation sampling locations. A draft of the IWP and proposed sample locations will be provided to City of South Bend — Environmental Services for review prior to submittal. KERAMIDA will contract with Jones Petrie Rafinski QPR) to survey in the coordinates (eastings, northings and ground elevations) of the proposed investigation sampling locations. The eastings and northings will be utilized to plot the investigation sampling locations on a Site map, the ground surface elevation will be used to calculate the depth to the water table for groundwater sample collection. In addition, I�ERAMIDA will have JPR establish elevation benchmarks on the adjacent County property if investigation sample locations require additional "stepping out" to complete the delineation of nitrate impacts. Task 2: Field Activities Boring Location Survey I�ERAMIDA will coordinate boring staking and survey prior to soil boring activities. KERAMIDA will subcontract the boring survey with JPR to determine the State Plane coordinates and ground surface elevations of each of the initial boring locations prior to drilling. Utility Clearance Prior to initiating the subsurface groundwater investigation scope of work, IsERAMIDA will call in a public utility locate through the Indiana 811 program. A geophysical survey will also be performed in the work areas using electromagnetic (EM) and ground -penetrating radar (GPR) sensors to identify/clear subgrade utilities or structures. KERAMIDA will retain a qualified subcontractor to perform the geophysical survey and will provide oversight and guidance during the performance of the survey. Groundwater Sample Collection IsERAMIDA will advance a groundwater sampling probe to the water table based on the surveyed ground surface elevation and the groundwater elevation based on depth to water measurements from the St. Joseph Aquifer monitoring wells. The sampling probe will be advanced using a Geoprobe® 7822 DT tracked direct push rig. The groundwater sample probe consists of a 3-foot long steel screen housed within a steel casing. The probe is advanced by driving steel rods to the target depth, then pulling up on the rods exposing the screen. The probe will be driven to a depth approximately 5 feet below the water table and the screen deployed. Then water level within the screen will then be measured with an electronic water level meter and the probe pulled up until the top of the screen is at the water table. The probe screen will be developed using a check valve and dedicated tubing to reduce the turbidity to the extent practicable. Once purging is complete, a sample will be drawn for an in -field nitrate test using a HachTM kit and a split sample provided to the City of South Bend to perform a laboratory nitrate analysis. Additional sampling will be performed based on the results of the field test. The laboratory analysis will be used as an independent confirmation of results. The initial investigation is scoped for 2 days and 5 sample locations. "Real time" analytical data will be obtained utilizing a field HachTM nitrate test kit. Field data could indicate that additional sampling is required down - gradient (east) of the proposed investigation locations to delineate the extent of nitrate impact. Task 3: Investigation Report IsERAMIDA will prepare a brief report detailing the results of the investigation and recommendations for the installation of additional monitoring wells, if warranted. This report will include probe logs, a search of Indiana Department of Natural resources on-line well log databases, and narrative discussion of procedures and results. COST ESTIMATE The estimated cost to complete the initial scope of work (2 day s/5 sample locations) detailed in this proposal is $12,525 as detailed in Table 1 below. Costs are based on IDEM not requiring soil sampling concurrent with advancement of the groundwater sampling probe. If required by IDEM, soil sampling utilizing Dual Tube® protocols will likely require an additional day of field work. Costs will be invoiced on a time and materials not to exceed basis, with billing concurrent with completion of each item. Other terms and conditions will be in accordance with the attached KERAMIDA Standard Terms and Conditions. If field nitrate sample results indicate additional sampling is required towards the eastern boundary of the adjacent County property, up to 2 additional boring/sample locations can be completed at a rate of $3,300 per day, which is the basis of the maximum $19,125 not to exceed cost. Costs assume no permits for borings or Right -of -Way permits/Encroachment Licenses are required if drilling along Foundation Drive east of the Site.
