Home My WebLink About10-24-05 Community & Economic Development Community and Economic Development Committee 2005 South Bend Common Council The October 24, 2005, meeting of the Community and Economic Development Committee was called to order by its Chairperson, Council Member Ann Puzzello at 3:32 p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members Puzzello, Kirsits, Pfeifer, Kuspa, Varner, White, Dieter, and Rouse; Citizen Member Martha Lewis, Community and Economic Development Executive Director Sharon Kendall, Richard Deahl, Larry Magliozzi, Bernie Feeney, John Byorni, Don Fozo, Kathy Hahn, Tedd Schaffer, Gary Belting, City Clerk Voorde, Jamie Loo of the South Bend Tribune and Kathleen Cekanski F a d, Council Attorney. Council Member Puzzello noted that the Council had received a letter for the first item listed on the Committee's agenda, Bill No. 75-05. The October 24th letter (copy attached) from Randolph R. Rompola is requesting that the proposed ordinance which would authorize the issuance of adjustable rate demand economic development revenue bonds for the Stanley Clark School, Inc. be continued until the November 28th Council meeting. Council Member Kirsits made a motion, seconded by Citizen Member Lewis that Bill No. 75-05 be continued to November 28th at the request of the Petitioner. The motion passed. Council Member Puzzello then called for a presentation on Bill No. 05-124 which is a reconfirming resolution of the declaratory resolution for 2502 Bertrand Street, 2107 Roger Street, 1706 South William Street and 606 West Calvert Street to be designated as residentially areas for the purpose of a five (5) year residential real roe y Frederick Williams. property rty abatement for Tedd Schaffer, an Economic Development Specialist, with the Department of Community and Economic Development made the presentation. He noted that the properties in question were determined to qualify for the five 5 ( )year residential real property tax abatement by the Council on June 13, 2005 when the Council adopted Resolution No. 3470-05. He further noted that that resolution contained scrivener's errors with regard to the key numbers for the four(4)properties. The proposed reconfirming resolution corrects the key numbers with all other matters which qualified the properties for this abatement being identical to the presentation made on June 13th. There was no one from the public to speak in favor or in opposition to the Bill. Council Member Kirsits made a motion, seconded by Council Member Kuspa that Bill No. 05-124 be recommended favorably to Council. The motion passed. Council Member Puzzello then called for a report and presentation on Bill No. 05-125 which is a request to designate 301 East Sample Street as an economic revitalization area for purposes of a five(5)year personal property tax abatement for Mossberg&Company, Inc. October 24,2005 Community and Economic Development Committee Meeting Minutes -Page I- Tedd Schaffer, an Economic Development Specialist, with the Department of Community Development reviewed his report dated October 16, 2005 (copy attached). He stated that the company is in the lithography and printing industry ) stated equipment in the amount of$5,500,000 and $6,500,000. Deahl, an attorney with offices located at 100 North Michigan, Suite 600 downtown South Bend made the presentation along with Gary Belting, Vice-President in Finance for Mossberg&Company,Inc. rY eltmg, Vice-President of Mr. Deahl stated that the new equipment would assist the company in maintaining the quality standard and cost effectiveness. The equipment includes an offset printing high feixographic press, cutter, stitcher and related equipment. With this purchase, four 4 p ew, permanent, full-time jobs with a new annual payroll of$166,000. It would also help maina n 142 existing jobs who have an annual payroll of$7,670,000. Council Member Kirsits made a motion, seconded by Council Member Kuspa that Bil 05-125 be recommended favorably to Council. The motion passed. He noted that the South and the City of South Bend have had ongoing discussions on an exchange of properties in petitioner area.
