2. Approval of Minutes
• Approval of Minutes of the Regular Meeting of Thursday, August 27, 2020
Upon a motion by Vice-President Inks, seconded by Commissioner Phillips, the
motion carried unanimously, the Commission approved the minutes of the
regular meeting of Thursday, September 24, 2020.
3. Approval of Claims
• Claims Submitted for September 15th and September 22nd
Upon a motion by Vice-President Inks, seconded by Commissioner Phillips, the
motion carried unanimously, the Commission approved the claims for
September 15th and September 22nd submitted on Thursday, September 24,
2020.

A. River West Development Area
1. Resolution No. 3524 (Accepting Transfer of Property from BPW Fire Station
#9)
Mr. Relos presented Resolution No. Resolution No. 3524 Accepting Transfer of
Property from BPW Fire Station #9). This is the old fire station no. 9 which is in
River Park. About one and a half years ago a new fire station that is centrally
located by Potawatomi and the botanical conservatory was built. This resolution
transfers the property from the Board of Public Works to Redevelopment
Commission to take through the disposition process. The Board of Works
approved this last Tuesday. Commission approval is requested.
Upon a motion by Commissioner Teshka, seconded by Vice-President Inks, the
motion carried unanimously, the Commission approved Resolution No. 3524
Accepting Transfer of Property from BPW Fire Station #9) submitted on
Thursday, September 24, 2020.
2. Budget Request (South Shore Double Track Bonds Debt Service)
Ms. Pietsch presented Budget Request (South Shore Double Track Bonds Debt
Service). This is an administrative request. Last Fall we approved the South
Shore Double Tracking Bonds to be paid out of River West TIF. It was not
included out of the debt services. This request is to appropriate the payment of
those bonds in the amount of $517,314. Commission approval is requested.
Upon a motion by Vice-President Inks, seconded by Commissioner Phillips, the
motion carried unanimously, the Commission approved Budget Request (South
Shore Double Track Bonds Debt Service) submitted on Thursday, September

6. Progress Reports
A. Tax Abatement
1. Mr. Buckenmeyer states a tax abatement going to Council next week is for a
company called Tri-Pac (on the northside of South Bend by the airport). This
company does seal and packaging of aerosol and other medical supplies for over
the counter uses. They are doing a lot of hand sanitizer at this time.
Councilmember Canneth Lee and our team members walked through the plant
last week. They are about to double their operations which will include 150
additional employees. Currently they are working out of 4 areas. A zoning
variance was just approved for their operation. We are hoping the tax abatement
goes through to support their growth.
B. Common Council
1. Councilmember Warner stated that Councilmember Lee came back from the tour
and was very positive and excited for the growth of this operation.
