Thank you for your willingness to make further changes to Bill 12-20. The second
substitution filed with the Clerk's office this afternoon has addressed many of the concerns
raised by the administration, though I still believe the delegation of the Common Council's
subpoena power to the Review Board is untested and will likely be challenged legally.
If passed, I am prepared to sign this version of the bill with the understanding that we
continue to work together to implement 21CP's recommendations and to strengthen the
collaboration and coordination among this Review Board, the Board of Public Safety and
our Police Department.
Implementing meaningful reform to our public safety systems will remain a top priority of
my administration, and I look forward to working together with you to take additional
steps beyond this one.
