Rich memories of the Miami and Potawatomi Indians and Pierre Navarre and Alexis
Coquillard come to mind when recalling our historical past. Our City's evolution from its
colonial beginnings through the Civil War years and beyond, evoke memories of how our
"founding fathers" exercised power in a responsible, democratic, intelligent, and efficient
manner.
The Common Council recognizes that on May 8, 1865, a petition, signed by 286
individuals was filed with the Town Trustees seeking an election on the question of
whether the area should incorporate as a City. The election was held on May 22, 1865,
with the vote being in favor of becoming a City.
The City of South Bend adopted a form of City Seal in 1865. The City Seal is used on all
forms of official City documents and memorabilia.
A four-member committee has studied South Bend's original City Seal, and has concluded
that three(3) changes are in order:
(1) That the American Flag be depicted as being flown from left to right since
proper flag etiquette provides that the blue field be at the left when being displayed;
(2) That the American Flag have thirty-five (35) stars, 13 stripes, and that the
Liberty Cap appear on the top of the flag pole, as it did in 1865; and
(3) That the original "cross formations" be depicted instead of the stars on each
side of the "1865", in order to restore the Seal's original design.
The City believes that these changes are important in order to properly reflect and capture
the historic qualities of South Bend's original City Seal.

Ottti0tt 3. Section 1-5 of Chapter 1 of the Municipal Code of the City of South Bend,
Indiana, is hereby amended in its entirety to read as follows:
(a) The City Seal of the City of South Bend shall be depicted as follows: The
Seal shall be circular in shape. The outer circle shall have inscribed the words and figures,
"The City of South Bend, Indiana, 1865", with a cross formation on each side of the
"1865". The inner circle shall have an impress of the American Flag of 1865 with 35 stars
thereon, with the flag being unfurled so that the blue field of the flag is at the left when
displayed; and the flagstaff shall have the Liberty Cap atop it. The word "Peace" shall be
inscribed at the position where the flag and flagstaff join. The background of the inner
circle shall have an impress of the rising sun and the sun's rays near the bottom thereof
partially surrounded by cloud formations.
(b) The City-Clerk shall be the official custodian of the City's Seal and affix it
to such books, papers,documents and instruments as required.

First District
A four-member committee composed of Don Napoli from the South Bend Public
Cleo Washington Library,Lucy Emery from the Northern Indiana Historical Society, Jo Ann Harper
Second District from the City-Clerk's Office, and Jon Williams from the Office of Community
Affairs,have made extensive studies into the history of the original 1865 City Seal.

Third District This Committee has made several recommendations which would incorporate
Ann Puzzello changes to the current seal in order to restore its historic nature. As Mayor and
Fourth District Council President of the City of South Bend, we believe that these
recommendations should be acted upon favorably by the Common Council.
Linas Slavinskas
Fifth District We believe that the insight which our "Founding Fathers" provided in the original
adoption of our City's Seal should be properly depicted on all official documents.
Thomas Zakrzewski We therefore urge you to support the attached ordinance which properly
