Jones, Bob Palmer, Rachael Coates Presenters: Dan Parker Agenda: Personnel and Finance Budget Hearing #5: Strategic Initiatives Committee Chair Karen L. White called the Personnel and Finance meeting to order at 5:00 p.m. Chair White gave an update about the Council working sessions. She proceeded to hand the meeting over to Dan Parker. Dan Parker, City Controller, with offices on the 12d' floor at the County -City Building, South Bend, IN, shared a brief overview of the meeting agenda and proceeded to hand the meeting over to Aaron Perri. Aaron Perri, Executive Director of the Venue Parks and Arts Department (VPA), 321 E. Walter Street, South Bend, IN, gave a presentation via PowerPoint in reference to Strategic Operations for VPA. Chair White opens the floor to Committeemembers for questions and comments. Committeemember Rachel Tomas -Morgan thanked Mr. Perri for his presentation. Committeemember Sheila Niezgodski asked if the part-time employees get benefits. Mr. Perri replied, no, they are unbenefited positions. Committeemember Niezgodski followed up with another question concerning jobs being eliminated will they need to reapply with H.R., and will they be guaranteed to get the available jobs. Chair White asked if the positions posted are available right now. Mr. Perri responded, stating they are currently full-time positions. Chair White proceeds to ask about the eliminated coordinator positions. Mr. Perri stated they are moved over to the proposed additions. Chair White stated she is appreciative of the Lasalle Park and Programming Grants line items. Couniclmember Lori K. Hamann asked if there would be a reduction in recreational offerings. Mr. Perri stated absolutely not. He is excited about the possibilities in this area. Councilmember Sharon L. McBride asked will the programs that have been canceled out due to Covid-19 be coming back. Mr. Perri replied, stating all of these programs will come back and none of them have been canceled, only put on hold due to the virus. Councilmember McBride had a followup question concerning the Boys and Girls Club, Y.M.C.A., Big Brothers, and Big Sisters. Mr. Perri gave a clarifying answer to the question. Mr. Perri also stated we have a partnership with some of these centers, but we do not outsource. Councilmember Canneth Lee asked will the ones that need to apply for permanent and part-time positions that are posted. Mr. Perri answered any of the permanent and parttime positions working now don't need to rehire. Councilmember Lee asked what the increase in their salaries would be. Mr. Perri responded, you can find the income within the pages in front of you. He didn't have it accessible at the time. Chair White hands the meeting over to City Controller Dan Parker to finish sharing the strategic budget presentation. Mr. Parker shares an extensive PowerPoint going over the remaining information concerning the 2021 Strategic Budget Plan. Maurice Scott, Director of Community Initiatives, with offices on the 14th floor of the County -City Building, South Bend, IN, gave a brief talk stating he looks forward to working with Aaron Perri, the school corporation, S.A.V.E team, and keeping the community alive and free. Eric Horvath, Director of Public Works, with offices on the 13th floor of the County -City Building, South Bend, IN, gave a brief presentation about infrastructure changes for the 2021 budget. Dr. Kara Boyles, City Engineer, with offices on the 13th floor of the County -City Building, South Bend, IN, added information for the infrastructure changes that are proposed for the 2021 budget Chair White opened the floor to questions and comments from the Committee and Council Members. Councilmember Jake Teshka gave a thank you to all for their work on the infrastructure. Councilmember Niezgodski asked if the work on twenty-three (23) concerning the extension will allow properties to tap in for use if needed and will the need to repave the entire road be a concern. Mr. Horvath answered by stating there will be work done that will allow access to the waterline for some residents, and they will bore under the ground and will not need to do a cut on the open road. Renata Matousova, Public Safety, with offices at 701 West Sample Street, stated the budget would keep the shot spotter with the same range for the 2021 year. Chair White echoed the need for expansion concerning the shot spotter. Ms. White would like information concerning what the cost would be for the increase. Councilmember Hamann asked where in the budget is the addition of emergency health providers. Mr. Parker replied that there isn't an addition to provide this service. Councilmember Hamann followed up and asked does the amount for body cameras include storage. Mr. Parker stated, yes. He will get more information concerning health services and the storage of video footage to Councilmember Hamann at a later date. Councilmember Lee asked about the extra money not spent from the police athletic league. Mr. Parker replied if there isn't an encumbrance, the money goes back into the fund it came from. Councilman Lee followups with a question concerning adding more technology to shot spotter. Denise Riedl, Director of Innovation and Technology, with offices on the 12th floor of the County - City Building, South Bend, IN, gave a clarifying answer to Councilmember Lee. Ms. Riedl sated will need to talk police department and council more to see what exact interests would be, but there is interest in looking into open items. Councilmember Sharon L. McBride stated she echos Councilman Lees sentiment concerning the shot spotter. Councilmember Troy Warner stated there is a considerable reduction in the budget for stormwater and wastewater. Mr. Horvath replied to the stormwater and wastewater line items and clarified the question. Chair White opened the floor to the public for questions and comments. There were none. Chair White opened the floor to Committee and Council Members for questions and comments. Councilmember Lee asked how will you determine the order of how streets get paved. Mr. Horvath replied his department would be rolling out the plans soon to the council. Councilmember Troy Warner asked Mr. Perri what does it mean for an employee to be furloughed and how many employees are furloughed. Mr. Perri deferred to Mr. Jamecke. He replied the employees are not receiving pay but have health benefits. The number of employees with this status are two (2) from Century Center, seven (7) from the Morris Performing Arts Center, and A.M.S. Global Team is furloughed. Mr. Parker stated Renta had an answer to the amount concerning shot spotter cost. Mr. Parker handed the floor to Renata and she stated shot spotter is the approximate cost of fifty -thousand $50,000 per square mile per year. Chair White asked if some of the shot spotter could be encumbered. Mr. Parker replied that it could be looked into.
