AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, SETTING THE ANNUAL SALARIES FOR THE COUNCIL MEMBERS FOR
CALENDAR YEARS 2004, 2005, 2006 AND 2007
STATEMENT OF PURPOSE AND INTENT
Legislative bodies throughout the State of Indiana are required to fix the annual

state law provides in part that compensation may "noCbe changed in the year for which it is fixed,
nor may it be reduced below the amount fixed for the previous year".
The following ordinance establishes the annual compensation for Common Council
Members as follows:
2004 $ 16,040 0% increase $ 0 increase
2005 $ 16,321 1.75% increase $281 increase
2006 $ 16,607 1.75% increase $ 286 increase
2007 $ 16,898 1.75% increase $ 291 increase
The proposed Council salaries are believed to be in the best interests of the City.

Indiana, as follows:
Section I. The members of the Common Council of the City of South Bend, Indiana, shall
be paid from the General Fund the following annual salary amounts for the following calendar
years:
2004: $ 16,040
2005: $ 16,321
2006: $ 16,607
2007: $ 16,898
Section II. This ordinance shall be published pursuant to Indiana Code § 5-3-1, with the
first publication at least thirty (30) days before the final passage by the Common Council.
Section III. This ordinance shall be in full, force and effect from and after its passage by
the Common Council, approval by the Mayor and leg publication.

of the Whole Dear Council Members:
James Aranowski In keeping with the past practice of South Bend Common Councils, I am
First District submitting the attached proposed ordinance which would establish salaries for
Council Members for the next four (4) years.
Charlotte D. Pfeifer
Second District The current ordinance which is in effect, namely Ordinance No. 9043-99,
established salaries for calendar years 2000, 2001, 2002, and 2003. Three (3) of
Roland Kelly those years reflected a salary increase of 1.75010.
Third District
I am therefore proposing the following salary increases, which I believe reflect the
Karl King financial challenges we are facing for next year and a modest increase for each year
Fourth District thereafter:
David Varner Calendar Yeaz 2004: 0°10
Fifth District Calendaz Year 2005: 1.75%
Calendaz Yeaz 2006: 1.75010
Ervin Kuspa Calendar Year 2007: 1.75%
Sixth District
I further recommend that this ordinance be sent to the Personnel and Finance
Sean Coleman Committee for review and recommendation. It should also be noted that state la~v
At Large requires this proposed ordinance to be published at least thirty (30) days before
final passage. Accordingly, the public hearing and 2d and 3rd readings should be
