Agenda: 2021 Budget Hearing #4: Strategic Operations
Committee Chair Karen L. White called to order the Personnel and Finance Committee meeting
at 5:00 pm. Chair White shared the dates September 10th, September 2151, and September 29th
will be scheduled as Council working sessions.
Dan Parker, City Controller for the City of South Bend with offices located on the 12th floor of
the County -City Building, South Bend, IN, served as the presenter for this meeting. Mr. Parker
gave a presentation concerning the 2021 Budget referencing a PowerPoint that highlighted the
key elements.
Dan Buckenmeyer, Director of Business Development, with offices on the 14th floor of the
County -City Building, South Bend, IN, talked through the personnel changes purposed for
Community Investments for the purposed 2021 Budget.
Michael Patton, Diversity and Inclusion Officer, with offices on the 14th of the County -City
Building, South Bend, IN, shared about the new Human Rights Director position proposed for
the 2021 Budget.
Jeff Jamecke, General Manager in Venues, 321 E. Walter St., South Bend, IN, shared the
positive impact economically that the Century Center has had in the city. They are working right
now to conserve expenses as they weather the storm of Covid-19.

Mr. Jamecke proceeded to share the impact of Morris Performing Arts Center and Palais Royale
within the City of South Bend.
Chair White opens the floor to the Committee for questions and comments.
Councilmember Lori K. Hamann asked for clarification in reference to the Co -Directors staying
in their positions with the new Human Rights Director. Mr. Patton replied to Councilmember
Hamann's question by explaining more of both roles.
Councilmember Hamann asked about the topic of sustainability and the decrease within the climate
initiatives.
Eric Horvath, Director of Public Works for the City of South Bend, with offices located on the 13"'
floor of the County -City Building, South Bend, IN, replied to Councilmember Hamann's question.
Mr. Horvath stated each year they budget this area depending on what the needs are.
Committeemember Rachel Tomas -Morgan asked a question directed towards the grant monies for
DCI. Mr. Buckenmeyer replied to Committeemember Tomas -Morgan stating the grant positions
are for two (2) years. He would plan to keep those employed from the grant monies after the two
(2) years.
Committeemember Tomas -Morgan asked Mr. Patton to speak to line items of education and
training within his department. Mr. Patton replied to Committeemember Tomas -Morgan with
details concerning training and creating initiatives under the Diversity and Inclusion budget.
Committeemember Jake Teshka asked the intention concerning the Director of Community
Investments position being filled.
Kacey Gergely, Mayor's Chief of Staff, with offices on the 14th floor of the County -City Building,
South Bend, IN, answered Committeemember Teshka's question. Ms. Gergely shared the
intention is to fill the Director of Community Investments position.
Committeemember Teshka asked Mr. Patton to explain more detail concerning the duties of the
Human Rights Director position. Mr. Patton replied clarifying the positions duties.
Committeemember Teshka asked a follow up question concerning what the differences are
between the Human Rights Director and the Co -Directors positions. Mr. Patton states the Director
would be the visionary and lead that department in the direction needed.
Councilmember Sharon L. McBride shared there were shootings on Huey and Marine streets.
Councilmember McBride proceeded to asked what the intent would be for helping the
neighborhood with the Community Investment funding sources. Mr. Buckenmeyer replied they
are still charting out details to this opportunity and will keep Councilwoman McBride informed.
Committeemember Sheila Niezgodski asked Ms. Gergely about the position for DCI concerning
the salary still being fixed at the same amount. Ms. Gergely stated the pay is still in place. Mr.
Parker confirmed the dollars are in the budget for that position.

Committeemember Niezgodski made a statement towards Mr. Jamecke thanking him for bringing
the First T program to our community.
Chair White asked for clarity concerning the Director of Community Investments position and it
being filled this year. Ms. Gergely replied they are continuing the search to fill the position before
the end of the year.
Chair White asked a follow-up question to Mr. Parker concerning developing a chart for open
positions, along with what transitions that will happen from department to department. Mr. Parker
stated this will not be a problem to create.
Chair White opened the floor to the public for comments or questions. There were none
Chair White asked Committeemembers and Council if they had any last questions or comments.
Comitteemember Teshka gave a thank you to everyone for their hard work.
Councilmember Lee stated he is looking forward to the Human Rights Director position being
filled and gave a thank you to everyone for their work.
Chair White gave a thank you to everyone for their hard work. She thanked Mr. Parker and the
city for a great job done.
Committeemember Tomas -Morgan said thank you for everyone's hard work and specifically to
the office of sustainability and our city's ongoing action to the climate plan.
Mr. Parker said thank you to Chair White and Council for their comments. He stated the budget
is a process, and he is grateful for the feedback.
With no other business, Chair White adjourned the Personnel and Finance meeting at 6:28ym.
